Özet

Roman Öğrencilerin Eğitim Çıktılarına İlişkin Görüşlerin Kapsayıcı Eğitim Açısından İncelenmesi Bu araştırma, Roman öğrencilerin eğitime erişim, eğitimden yararlanma, uyum ve başarı durumlarını paydaş görüşleri üzerinden kapsayıcı eğitim alan yazına göre değerlendirmeyi aynı zamanda paydaş görüşleri çerçevesinde öneriler sunmayı amaçlamaktadır. Nitel araştırma yöntemlerinden olgu bilim (fenomenoloji) deseninde yürütülen bu çalışma kapsamında, İzmir'de yedi farklı ilçede yer alan 12 okulda yarı yapılandırılmış görüşmeler gerçekleştirilmiştir. Veri toplama sürecinde 24 öğretmen, 11 okul yöneticisi, 7 sivil toplum kuruluşu (STK) temsilcisi ve 4 akademisyen olmak üzere toplam 46 katılımcının görüşlerine başvurulmuştur. Araştırma bulguları, eğitime erişim, eğitimden yararlanma, uyum, başarı düzeyi, nitelikli eğitimi geliştirici öneriler ve eğitim çıktılarının kapsayıcı eğitim ilkeleriyle ilişkilendirilmesi başlıkları altında analiz edilmiştir. Ders kitaplarının ücretsiz dağıtılması uygulaması, Roman öğrenciler açısından bilgiye erişimi kolaylaştıran olumlu bir adım olarak değerlendirilmiş; ancak bazı okullarda fiziksel altyapı, öğretmen kadrosu ve materyal eksikliklerinin kapsayıcı eğitim hedeflerini zedelediği görülmüştür. Ayrıca ekonomik yetersizliklerin çocuk işçiliğine neden olduğu; bu durumun Roman öğrencilerde devamsızlık, düşük okul aidiyeti ve eğitimi erken bırakma gibi olumsuz sonuçlara yol açtığı tespit edilmiştir. Katılımcıların büyük bölümü Roman öğrencilerin yeterli ve dengeli beslenemediğini belirtmiş; bu durumun akademik başarı üzerinde doğrudan etkili olduğu vurgulanmıştır. Roman öğrencilerin okula aç geldikleri, kantin harçlıklarının bulunmadığı ve ebeveynlerin beslenme takibinde yetersiz kaldığı görüşleri yaygındır. Ayrıca öğretmenlerin öğrencilerle kurdukları empatik ilişki, yardım organizasyonlarında gönüllü olmaları ve rehberlik hizmetlerini kesintisiz sunmaları kapsayıcı eğitimi destekleyen önemli etkenler arasında yer almıştır. Araştırmanın genel bulguları, kapsayıcı eğitimin yalnızca politik düzeyde değil; uygulama, destekleme ve sürdürülebilirlik düzeylerinde de çok boyutlu bir yaklaşımla ele alınması gerektiğini göstermektedir. Çalışma, Roman öğrencilerin eğitim sistemine daha etkili şekilde katılımı için okul altyapısının geliştirilmesi, ekonomik destek mekanizmalarının sağlanması, öğretmenlerin desteklenmesi ve beslenme gibi temel ihtiyaçların gözetilmesi yönünde somut öneriler sunmaktadır.

Analysis of the views on Roman Students' Educational Outcomes Considering Inclusive Education This study aims to evaluate Roma students' access to education, benefit from education, adaptation, and success based on stakeholder views in line with the literature on inclusive education, as well as to offer recommendations within the framework of stakeholder views. Conducted using the phenomenology design, one of the qualitative research methods, this study involved semi-structured interviews at 12 schools in seven different districts of Izmir. Data was collected from a total of 46 participants, including 24 teachers, 11 school administrators, 7 civil society organization (CSO) representatives, and 4 academics. The research findings were analyzed under the headings of access to education, benefit from education, adaptation, achievement level, suggestions for improving quality education, and linking educational outcomes to inclusive education principles. The practice of distributing textbooks free of charge was considered a positive step in facilitating access to information for Roma students; however, it was observed that in some schools, physical infrastructure, teacher staffing, and material shortages undermined inclusive education goals. Furthermore, it was found that economic deprivation leads to child labor, which in turn causes negative outcomes among Roma students, such as absenteeism, low school belonging, and dropping out of school early. The majority of participants stated that Roma students do not receive adequate and balanced nutrition, emphasizing that this has a direct impact on academic achievement. It is widely believed that Roma students come to school hungry, do not have money for the cafeteria, and that their parents are unable to monitor their nutrition. Furthermore, the empathetic relationship teachers establish with students, their volunteering in aid organizations, and their provision of uninterrupted guidance services were among the important factors supporting inclusive education. The general findings of the study show that inclusive education must be addressed with a multidimensional approach not only at the political level but also at the levels of implementation, support, and sustainability. The study offers concrete recommendations for the more effective participation of Roma students in the education system, such as improving school infrastructure, providing economic support mechanisms, supporting teachers, and addressing basic needs such as nutrition.
