Özet
Son 20 yılda Dünyada ve Türkiye'de gerek kentsel gerek kırsal su hizmetleri sahasında su yönetimine özel sektörün katılması ve suyun ticarileşmesi gündeme gelmiştir. Farklılaşan çevre ve ekonomi bakış açılarının etkisiyle insanın temel ihtiyaçlarından ''su'' farklı anlamlar kazanmaya başlamıştır. Bu süreç özellikle susuzluk ve su kıtlığı tehdidiyle beraber neoliberal ideolojiye dayalı olarak ilerlemektedir. Su yönetimi işleyişine özel sektörü ortak etmeye çalışan çeşitli reform ve politika önerilerinin temelinde, su krizinin ancak suyun piyasa kuralları çerçevesinde yönetilmesi halinde çözüme kavuşacağı yatmaktadır. Özellikle son yıllarda suyun metalaştırılmasına yönelik neoliberal politikalara global düzeyde işlerlik kazandırılmaya çalışılmaktadır. Bu doğrultuda karşımıza çıkan projelerden biri hidroelektrik santrallerdir. Artan enerji gereksinimini karşılamak amacıyla kaynakları ve konumu uygun olan ülkeler hidroelektrik santral (HES) yapımına yönelmiştir. Olumlu gelişmeler yaşanması adına atılan adımlar beraberinde birçok olumsuz sonuç meydana getirmiştir. Dolayısıyla bu durum suyun değişen anlamını ve ortaya çıkardığı sosyo-ekonomik koşulların değerlendirilmesini gerekli kılmıştır. Kaynak olan su metalaşmış aynı zamanda yapılan HES'ler sonrası çevrede pek çok etki ortaya çıkmıştır. Doğanın kapitalist sermaye birikim döngüsüne dahil edilmesi sebebiyle çevre sorunlarına karşı çevre korumacı tepkiler ve toplumsal hareketler ortaya çıkmıştır. Dolayısıyla, Türkiye'deki HES (Hidroelektrik Santral) projeleri, enerji üretimi, çevresel etkiler, yerel halkın yaşamı ve su kaynaklarının yönetimi açısından çok boyutlu sonuçlar doğurduğu için güncel sorunlar bağlamında oldukça önemlidir. Bu nedenle kamuoyunun gündeminde yer almalı ve akademik, hukuki, çevresel, ekonomik açılardan ele alınmalıdır. Bu çalışma, neoliberal politikaların suyu nasıl yeniden tanımladığını ve bu dönüşümün çevresel, toplumsal ve ekonomik sonuçlarını çok boyutlu bir yaklaşımla ortaya koymayı amaçlamaktadır. Suyun bir hak mı yoksa meta mı olduğu yönündeki tartışmalar ekseninde yapılan bu inceleme, kapitalist doğa ilişkilerini sorgulayan eleştirel bir perspektif sunmaktadır.

In the last 20 years, the participation of the private sector in water management and the commercialization of water in both urban and rural water services in the world and in Turkey have come to the fore. Under the influence of differing environmental and economic perspectives,“water”, one of the basic human needs, has begun to gain different meanings. This process progresses based on neoliberal ideology, especially with the threat of thirst and water scarcity. The basis of various reforms and policy proposals that try to involve the private sector in the operation of water management is that the water crisis will only be resolved if water is managed within the framework of market rules. Especially in recent years, neoliberal policies aimed at the commodification of water have been tried to be made operational at the global level. One of the projects we encounter in this direction is hydroelectric power plants. In order to meet the increasing energy needs, countries with suitable resources and locations have turned to the construction of hydroelectric power plants (HPP). The steps taken to achieve positive developments have brought about many negative consequences. Therefore, this situation necessitated the evaluation of the changing meaning of water and the socio-economic conditions it creates. Water, which is the source, has become a commodity and at the same time, many effects have emerged on the environment after the construction of HPP. Due to the inclusion of nature in the capitalist capital accumulation cycle, environmental protectionist reactions and social movements have emerged against environmental problems. Therefore, Hydroelectric Power Plant (HPP) projects in Turkey are highly significant in the context of current issues, as they have multidimensional impacts in terms of energy production, environmental effects, local communities' lives, and water resource management. For this reason, they should be addressed in the public agenda and examined from academic, legal, environmental, and economic perspectives. This study aims to reveal how neoliberal policies have redefined water and to analyze the environmental, social, and economic consequences of this transformation through a multidimensional approach.
