Özet

Bu tez çalışması, Eski Mezopotamya'da devlet sisteminin nasıl doğduğu, hangi evrelerden geçerek kurumsallaştığı ve bu süreçte kral figürü ile din olgusunun ne şekilde bütünleştiği sorularından hareketle şekillendirilmiştir. Devletin kökeni olarak tanımlanan Uruk ve öncesindeki gelişmelerden başlayarak Babil İmparatorluğu'nun sonuna dek uzanan tarihsel çerçevede, Sumer, Akad, Babil ve Asur gibi önemli uygarlıkların siyasal yapılanmaları ve bu yapıların dinsel temelleri çok yönlü olarak analiz edilmiştir. Tez, özellikle Mezopotamya toplumlarında dinin sadece inanç düzeyinde değil, yönetim, hukuk ve sosyal düzenin inşasında da belirleyici bir unsur olduğunu ortaya koymayı amaçlamaktadır. Sumer Kent Devletleri'nden önceki karmaşık toplumsal örgütlenmelerde görülen ve belirli ölçüde siyasi otoriteyi temsil eden şeflik düzeni, zamanla hem dini hem de dünyevi yetkileri bünyesinde toplayan, merkezi otoritenin somutlaştığı kral makamına evrilmiştir. Bu dönüşüm, erken devlet oluşum süreçleri bağlamında siyasal iktidarın meşruiyet kaynaklarının çeşitlenmesi ve kurumsallaşması açısından kritik bir aşamadır. Araştırma kapsamında birincil kaynaklar olarak çivi yazılı belgeler, kral stelleri, hukuki metinler, tapınak arşivleri, kehanet metinleri sistemli biçimde incelenmiştir. Ayrıca, modern literatür taramasıyla desteklenen bu veriler, tarihsel bağlam içerisinde karşılaştırmalı olarak değerlendirilmiştir. Tezin yöntemsel yaklaşımı, tarihsel çözümleme ile kültürel yorumlamayı birleştiren disiplinler arası bir model üzerine kuruludur. Çalışmanın temel bulgularına göre, Mezopotamya'da devlet anlayışı başlangıçta, tanrının merkezde olduğu kent devletleri biçiminde ortaya çıkan teokratik yapılar şeklindeydi. Ancak, zamanla merkeziyetçi krallık sistemlerine evrilmiştir. Bu dönüşümde, tanrıların dünyevi temsilcisi olarak görülen kralların, tanrı-kral anlayışına yönelmeleri dikkate değer bir ideolojik değişimi yansıtmaktadır. Ayrıca, Guti istilası gibi tarihsel kırılma noktalarının devlet yapısında köklü değişimlere yol açtığı ve merkezi otoritenin yeniden tesisine dair dini referansların etkili olduğu görülmektedir. Tez, Mezopotamya'da siyasal iktidarın dinsel meşruiyetle nasıl temellendirildiğini açıklayarak, devletin evrimsel sürecine dair özgün bir perspektif sunmaktadır. Özellikle bölgesel krallık yapılarından imparatorluk düzeyindeki siyasal organizasyonlara evrilen Asur ve Babil devletlerinde, tek tanrılık eğilimi taşıyan dini motiflerin ön plana çıktığı görülmektedir.

This thesis is shaped by the questions of how the state system emerged in Ancient Mesopotamia, through which phases it became institutionalized, and how the figure of the king and the phenomenon of religion were integrated in this process. In the historical framework starting from Uruk and its predecessors, which is defined as the origin of the state, until the end of the Babylonian Empire, the political structures of important civilizations such as Sumer, Akkad, Babylon and Assyria and the religious foundations of these structures have been analyzed in a multifaceted manner. This thesis reveals that in Mesopotamian societies in particular, religion was a determining factor not only at the level of belief but also in the construction of governance, law and social order. The chiefly order, which was seen in the complex social organizations preceding the Sumerian city-states and represented political authority to a certain extent, evolved over time into the office of the king, which embodied both religious and secular powers and embodied central authority. This transformation is a critical stage in terms of the diversification and institutionalization of the sources of legitimacy of political power in the context of early state formation processes. Within the scope of the research, cuneiform documents, king stelae, legal texts, temple archives, and oracle manuscripts were systematically analyzed as primary sources. In addition, these data, supported by a review of modern literature, were evaluated comparatively within the historical context. According to the main findings of the study, the understanding of the state in Mesopotamia was initially in the form of theocratic structures that emerged in the form of city-states with the god at the center. However, it evolved into centralized kingdom systems over time. In this transformation, the shift of kings, who were seen as the earthly representatives of the gods, towards a god-king approach reflects a remarkable ideological change. Moreover, it is observed that historical turning points such as the Guti invasion led to radical changes in the state structure and religious references were effective in reestablishing central authority. By explaining how political power in Mesopotamia was justified by religious legitimacy, a unique perspective on the evolutionary process of the state is presented. Especially in the Assyrian and Babylonian states, which evolved from regional kingdoms to empire-level political organizations, religious motifs with monotheistic tendencies come to the fore.
