Özet

ÖZET Bu araştırmada sokakta ve hizmet sektöründe çalışan çocukların durumu, Çocuk Hakları Sözleşmesi' nin getirdiği ilke ve standartlar çerçevesinde incelenmeye çalışılmıştır. Ankara'da sokakta ve hizmet sektöründe çalışan çocuklar üzerinde yapılan bu araştırma betimleyici bir çalışmadır. Araştırma kapsamında Ankara'da Kızılay ve Ulus semtlerinde sokakta çalışan 70, hizmet sektöründe -erkek berberlerinde ve bayan kuaförlerinde- çalışan 56 çocuk olmak üzere toplam 126 çocukla yüz yüze görüşme yapılmıştır. Araştırmanın önemli bulgularından bazıları şunlardır: Görüşülen çocukların 18' i kız, 108' i erkektir. Sokakta çalışan çocukların yaş ortalamalarının 12.3, hizmet sektöründe çalışan çocukların yaş ortalamalarının ise 17 olduğu saptanmıştır. Sokakta çalışan çocukların önemli bir bölümünün Doğu ve Güneydoğu Anadolu bölgesindeki illerde doğduğu ve sonradan Ankara'ya göç ettikleri saptanmıştır. Çocukların ve anne babaların eğitim düzeyi genellikle ilkokuldur. Bununla beraber hizmet sektöründe çalışan çocukların anne babalarının eğitim düzeyinin sokakta çalışan çocuklarmkine göre daha yüksek olduğu belirlenmiştir. SUMMARY The purpose of the this research is to examine the situation of the working children on the street and at the service sector from the perspective of the principles of Children Rights Convention. This descriptive research is conducted on working children on the street and at the service sector in Ankara. Totally 126 children included in this study by face to face interviews. 70 of them are working on the street and 56 of them are working at the service sector. Some of the important findings of the research are as follows: 18 of the children are girls and 108 of the children are boys, the average age of working children on the street is 12.3 and average age of working children at the service sector is 17, majority of the children born at the nearest villages and districts of Ankara region. Many of the working children on the street born at the east and south east part of Anatolia and their families migrated to Ankara from east Anatolia. Beside of the children, their mothers and fathers have only basic education. In addition to this, the level of the education of the working children on the street and their families is lower than the counterpart. Approximately all mothers are housewives that means all women dont work. Although fathers of working children at the service sector are generally working for governmental institutions, the fathers of working children on the street has unqualified or semi-qualified jobs like street vendor and building worker. Majority of the families' income is between 100-200 million Turkish Liras. In the research, situation of the working children examined by the principles of Children Rights Convention, the results are given below: The research results indicates, working children can't get their rights adequately such as using health care services, have an adequate life standarts, using educational possibilities, have spare time activities, protection of economic exploitation, using social security services and protection of drugs. In addition to this according to the some principles of Children Rights Convention, working children on the street has more disadvantage than working children at the service sector.
