Özet

Bu tez çalışması, İstanbul şehrinin Anadolu Yakası'nda konumlanan ve 2008 yılında Kadıköy, Üsküdar, Ümraniye ilçelerinden ayrılan mahallelerle yeni bir ilçe olarak kurulan Ataşehir'in beşerî coğrafya perspektifiyle analiz edilmesini amaçlamıştır. Ataşehir, güneyde Maltepe, batıda Kadıköy, doğuda Sancaktepe, kuzeybatıda Üsküdar, kuzeyde Ümraniye ve kuzeydoğuda Çekmeköy ilçelerine komşudur. İlçenin yüzölçümü 25,84 km2, nüfusu 419.368 olup 17 mahalle idari ünitesine ayrılmıştır. Tez, giriş ve sonuç dışında dört bölümden oluşmaktadır. Birinci bölümde Ataşehir ilçesinin genel fiziki coğrafya özellikleri, ikinci bölümde yerleşmelerin kuruluşu, Osmanlı ve Cumhuriyet döneminde şehrin gelişimi ile nüfus özellikleri üzerinde durulmuştur. Üçüncü bölümde ekonomik fonksiyonlar ve fonksiyon alanları ele alınmıştır. Dördüncü bölümde ise tezle ilgili bulgular yorumlanmıştır. Ataşehir ilçesindeki ilk yerleşmeler kırsal nitelikli olarak kurulmuşlardır. İçerenköy, Küçükbakkalköy adından da anlaşılacağı üzere köy olarak kurulan yerleşmelerdir. Aynı şekilde bugünkü ilçe arazisinde çiftlik, ağıl, mandıra olarak kurulan yerleşmeler de mevcuttur. Bunlardan yakın zamana kadar varlığını koruyan Karaman, Nadirağa ve Şerif Ali çiftlikleri dikkat çekmektedir. Yaklaşık olarak 1950-1960'lara kadar kır karakterini koruyan bu yerleşmeler, İstanbul şehrinin gelişimine paralel olarak il dışından gelen göçlerle ve farklı noktalarda inşa edilen sitelerin oluşturduğu yeni yerleşme çekirdeklerinin etrafında gelişerek şehir özelliği kazanmıştır. 2000'li yıllardan itibaren de modern bir şehir yapısı kazanmıştır. Bugün hem Türkiye'de birçok ilden daha kalabalık bir nüfusa sahip, hem de eğitim, sağlık, ulaşım, ticaret, finans, turizm, kültür ve spor gibi birçok fonksiyonun kümelendiği bir şehirsel alan hâline gelmiştir. Bu dönüşüm, yalnızca demografik değil, aynı zamanda mekân, işlev ve sosyoekonomik yönlerden de kapsamlı bir değişimi ifade etmektedir. Özellikle konum, topografya ve ulaşım, ilçenin gelişiminde belirleyici etkenler olmuş; E80 (TEM), D100 (E-5) ve bağlantı yolları ilçeyi hem Anadolu hem Avrupa yakası ile bağlayarak ticari ve konut yatırımlarını tetiklemiştir. Ayrıca idari bakımdan 2008 yılında ayrı bir ilçe olarak yapılandırılması, İstanbul Finans Merkezi'nin, çok sayıda üniversite ve hastanenin kurulması diğer önemli etkenler olarak dikkati çekmektedir. Elde edilen bulgular, Ataşehir'in çok merkezli (polisentirik) bir şehirsel yapıya doğru evrildiğini; fonksiyonel alanların ilçenin kuzeydoğu ve güneybatı aksı boyunca yoğunlaştığını ve planlı şehirleşme hedeflerine büyük ölçüde ulaşıldığını ortaya koyar niteliktedir. Özellikle Finans Merkezi Projesi ile birlikte, ilçenin ulusal düzeyde ekonomik ve stratejik önem kazandığı gözlemlenmiştir. Neticede, halen başta yerleşme alanlarının dönüşümü ve farklı sorunları bulunmakla birlikte, Cumhuriyet döneminde kır yerleşmesinden başlayarak, çağdaş bir şehre dönüşen Ataşehir, beşerî coğrafyanın etkisiyle şekillenen bir başarı hikâyesi niteliğindedir. Bu çalışma, söz konusu dönüşümün anlaşılması açısından hem akademik dünyaya hem de yerel yöneticilere önemli veriler sunmaktadır.

This thesis aims to analyze the functional and spatial development of Ataşehir—a district located on the Anatolian side of Istanbul that gained district status in 2008 after separating from the Kadıköy district—from the perspective of human geography. Formerly a neighborhood within Kadıköy until 2008, Ataşehir was officially established as a separate district following the enactment of Law No. 5747, titled“The Establishment of Districts Within Metropolitan Municipality Boundaries and Amendments to Certain Laws,”which was passed on March 6, 2008, and published in the Official Gazette (Issue No. 26824, duplicate) on March 22, 2008. The district covers an area of 26 square kilometers. Ataşehir shares borders with the districts of Maltepe to the south, Kadıköy to the west, Üsküdar to the northwest, Ümraniye to the north, Çekmeköy to the northeast, and Sancaktepe to the east. The population of the district is 419,368, and it comprises 17 neighborhoods. The thesis is structured into four chapters. The first chapter addresses Ataşehir's physical and geopolitical characteristics. The second chapter provides a historical overview of the district. The origins of settlement in Ataşehir trace back to a sub-village settlement known as the Karaman Farmstead. The third chapter discusses the district's transportation infrastructure, settlement patterns, and demographic profile. The fourth chapter focuses on the district's economic activities. In the fifth and final chapter, the study examines how human geographical factors have shaped and influenced Ataşehir's development—transforming it from a sub-village settlement into a densely populated, multi-functional urban center with a population exceeding 419,000. From the standpoint of human geography, the development of Ataşehir represents a significant urban transformation. What began as the Karaman Farmstead—one of the earliest nuclei of settlement—has evolved into a vibrant and complex urban area that surpasses many provincial cities in Turkey in both size and function. The research comprehensively investigates the settlement history, demographic trends, transportation networks, social structure, and economic landscape of Ataşehir. Special emphasis is placed on the spatial distribution of functional zones, their impact on population dynamics, and how planned urbanization is reflected in human geography. Despite its origins in a sub-village settlement, Ataşehir has become a prominent urban center with a population larger than that of many Turkish provinces. It now functions as a hub for education, healthcare, transportation, commerce, finance, culture, industry, and sports. This transformation is not merely demographic; it also encompasses spatial, functional, and socio-economic dimensions. The transportation function has been particularly influential in the district's development. Major highways such as the TEM, E-5, and connecting roads have integrated Ataşehir with both the Anatolian and European sides of Istanbul, thereby accelerating commercial and residential investments. Methodologies employed in this study include qualitative literature review, quantitative data analysis, GIS-based mapping, examination of zoning plans, analysis of municipal reports, and field observations. Key themes analyzed include the spatial distribution of educational institutions, accessibility of healthcare facilities, clustering tendencies of commercial centers, the transformative impact of financial investments on space, the influence of public transportation on population distribution, and the contribution of green space and recreation areas to social life. Findings indicate that Ataşehir is evolving into a polycentric urban structure. Functional zones are predominantly concentrated along a northeast-southwest axis, and the district has largely met the goals of planned urbanization. Notably, the establishment of the Istanbul International Financial Center has elevated Ataşehir's strategic and economic significance at the national level. This thesis aims to contribute to the field of urban geography in Turkey by providing a comprehensive human-geographical analysis of functional urban development, using Ataşehir as a case study. The development trajectory of Ataşehir is compared with similar urban transformation cases such as Çukurambar in Ankara, Bayraklı in İzmir, and Nilüfer in Bursa, to reveal the spatial, social, and economic outcomes of urban transformation from a multi-dimensional perspective. In conclusion, Ataşehir's journey from the Karaman Farmstead—a sub-village settlement—into a modern urban center constitutes a remarkable case of transformation shaped by human geography. This study offers valuable insights not only for academic research but also for local policymakers seeking to understand and manage urban development processes.
