Özet
Son yıllarda hızla artan tüketim, ekonomik değişimler ve yeni teknolojik gelişmelerle birlikte yeni bir paylaşım türü olarak“Paylaşım ekonomisi”ortaya çıkmıştır. Paylaşım ekonomisi, ilk olarak ekonomik gelir elde etme amacıyla geliştirilen ve tüketimi azaltan bir iş modeli olarak kendini göstermiştir. Ancak son dönemlerde kentsel alanlarda da yaygınlaşmasıyla birlikte farklı bir yapıya bürünmüştür. Paylaşım ekonomisi geleneksel dayanışma pratiklerinden ayrışarak dünya çapında ekonomik, toplumsal ve mekansal etkiler üreten yeni bir kentsel modele dönüşmüştür. Bu durum, paylaşım ekonomisinin kentsel yaşamı kolaylaştıran, ürün ve hizmetlere kolaylıkla erişilebildiği, talebe göre ürün çeşitliliği sunan ve en önemlisi herkesin hem tüketici hem de üretici/ sağlayıcı olabildiği bir yapıya dönüşmesine yol açmıştır. Herhangi bir yasal zemine bağlı olmadan gelişen paylaşım ekonomisinin sınırsız ve kontrolsüz yayılımı ise önemli sorunlar doğurmuştur. Paylaşım uygulamalarının kullanımının artmasıyla birlikte kentlere olan etkileri de görünür hale gelmiştir. Bu süreçte, geleneksel kentsel planlama kapsamında paylaşım uygulamalarının olası olumsuz etkilerine yönelik bir müdahale mekanizmasının bulunmaması kentsel bir problem olarak ortaya çıkmıştır. Bu doğrultuda“paylaşan şehir”yaklaşımı ortaya çıkmıştır. Literatürde giderek önem kazanan bu yaklaşım, paylaşım uygulamalarının kentsel sistemlerle bütüncül ve sürdürülebilir bir çerçevede yönetilmesini hedefleyen bir kavramsal yapı sunmaktadır. Bu bağlamda tez çalışmasının amacı, dijitalleşme ve yeni ekonomik yapılanmaların etkisiyle gelişen Paylaşım ekonomisinin kentlerde yarattığı mekansal ve yönetsel dönüşüm dinamiklerini incelemektir. Paylaşım uygulamalarının kentsel sistemlere entegrasyonu ile şehir yönetimlerinin bu sürece yönelik düzenleyici, etkinleştirici, sağlayıcı ve tüketici rollerinin belirlenmesi hedeflenmektedir. Araştırma, paylaşım ekonomisinin kentsel planlama süreçlerine nasıl dâhil edilebileceğini ortaya koyarak“paylaşan şehir”yaklaşımına uygun strateji ve müdahale biçimlerinin geliştirilmesini amaçlamaktadır. Ayrıca İstanbul özelinde yerel ölçekte uygulanabilir bir yönetişim modeli oluşturularak, paylaşım uygulamalarının mekansal ve sosyo- ekonomik etkilerinin bütüncül bir çerçevede değerlendirilmesi hedeflenmektedir. Tezin amaçları doğrultusunda paylaşım ekonomisi uygulamalarının kentsel mekân üzerindeki etkileri incelenerek, şehir yönetimlerinin bu uygulamalara yönelik geliştirebileceği yere özgü stratejiler belirlenmiştir. Bu kapsamda, paylaşım ekonomisinin kentlere entegrasyonunda şehir yönetimlerinin düzenleyici, etkinleştirici, sağlayıcı ve tüketici rollerinin nasıl şekillendiği ele alınarak teknolojik gelişmelerin mekansal entegrasyonu, veri yönetişimi, kentsel mekânın yeni paylaşım biçimlerine göre düzenlenmesi ve insan odaklı planlama yaklaşımlarının geliştirilmesi odağında bir değerlendirme yapılmaktadır. Çalışma,“paylaşım ekonomisi”,“kentsel alanlar”ve“şehir yönetimleri”kavramları üzerinden, bu üçlü ilişkiyi mekansal, ekonomik ve sosyo- kültürel etkiler ile şehir yönetimleri boyutlarıyla birlikte ele almaktadır. Literatür ve ön değerlendirmelere göre şehirlerdeki paylaşım uygulamaları çok çeşitli olmakla birlikte her kentsel bağlamda düzenli, sistematik veya planlı bir gelişim göstermemektedir. Bu nedenle tezde, yalnızca kentsel alanlara doğrudan etkisi olan ve şehir planlaması süreçlerine entegre edilebilecek paylaşım uygulamaları değerlendirilmiştir. Çalışma alanı olarak İstanbul seçilmiş ve paylaşım faaliyetlerinin yoğun ve homojen görüldüğü Beşiktaş ve Kadıköy ilçeleri analiz süreçlerinde örneklem olarak ele alınmıştır. Bu sınırlılık kapsamında, paylaşım uygulamalarının mekansal örüntüleri, kullanıcı davranışları ve yerel yönetimlerin konuya bakışı çok boyutlu analizlerle ortaya konmaktadır. Bu analizler sonucunda İstanbul bağlamında uygulanabilir bir paylaşan şehir yönetişim modeli geliştirilmiştir. Tez çalışmasının yöntemi dört aşamadan oluşmaktadır: (i) Scopus veri tabanında 2016-2025 yıllarını kapsayan sistematik literatür taraması ile paylaşım ekonomisi, şehir yönetimi, kentsel alan/mekân ilişkilerinin kavramsal çerçevesinin oluşturulması, (ii) İstanbul genelinde yapılan değerlendirmeler ile Beşiktaş ve Kadıköy ilçelerinde gerçekleştirilen paylaşım uygulamalarının kullanımı ve kentlerdeki etkisi anketi (n=660) ve konaklama paylaşımının kullanımı ve kentlerdeki etkisi anketi (n=300) kapsamında kullanıcı/ sağlayıcı davranışları, algıları ile mekansal, ekonomik ve sosyo-kültürel etkilerin değerlendirilmesi ve ArcGIS tabanlı mekansal analizlerle kullanım örüntüleri ile kentsel doku ilişkilerinin ortaya konulması, (iii) İstanbul Büyükşehir Belediyesi, Beşiktaş ve Kadıköy Belediyeleri ile yapılan yarı yapılandırılmış görüşmelerin (n=8) MAXQDA ile analiz edilmesi ve (iv) İstanbul'a özgü paylaşan şehir modelinin oluşturulmasıdır. Elde edilen bulgular doğrultusunda paylaşım ekonomisinin kentlerde yalnızca dijital platformlar üzerinden işleyen yeni bir hizmet modeli olmadığı mekansal yoğunlukları, kullanım örüntülerini ve toplumsal etkileşimleri dönüştüren çok katmanlı bir kentsel dinamik hâline geldiği görülmektedir. Özellikle Beşiktaş ve Kadıköy ilçelerinde konaklama, ulaşım ve konaklama dışı mekân paylaşımlarının farklı kümelenmeler oluşturduğu ortaya çıkmıştır. Bu kümelenmelerin hem erişilebilirlik ve kaynak verimliliğini artırdığı, hem de mekansal baskılar, konut piyasası gerilimleri ve kullanım çatışmaları ürettiği tespit edilmiştir. Dolayısıyla paylaşım ekonomisi, kentlerde aynı anda fırsat ve risk oluşturan çift yönlü bir etkiye sahiptir. Araştırma aynı zamanda şehir yönetimlerinin bu dönüşümde belirleyici bir aktör olduğunu göstermektedir. Beşiktaş ve Kadıköy örneklerinde görüldüğü üzere yerel yönetimlerin bahsedilen rollerinin ne ölçüde aktif kullanıldığı, paylaşım uygulamalarının etkilerini doğrudan şekillendirmektedir. Mevcut idari yetki sınırları ve veri yönetişimi eksikliği, paylaşım uygulamalarının izlenmesi ve düzenlenmesi önündeki temel engeller olarak belirlenmiştir. Bu nedenle çalışmanın temel sonucu, paylaşım ekonomisinin sürdürülebilir yönetiminin güçlü kurumsal kapasite, bağlama duyarlı planlama yaklaşımları ve çok aktörlü iş birliği ile mümkün olduğudur. Bu bulgular doğrultusunda geliştirilen paylaşan şehir modeli, İstanbul'un yerel yapısını temel alarak paylaşım uygulamalarının kentsel planlama, dijital altyapı ve yönetişim sistemlerine bütüncül entegrasyonunu hedeflemektedir. Önerilen modelde, veri yönetişiminin sağlanarak standart veri protokollerinin oluşturulması, belediyeler ile dijital platformlar arasında sürekli bilgi paylaşımının güçlendirilmesi, mahalle ölçeğinde izleme ve müdahale mekanizmalarının geliştirilmesi ve kamusal alan yönetiminde esnek düzenlemeler yapılması vurgulanmaktadır. Bu kapsamda model, paylaşım ekonomisini sadece dijital bir piyasa hareketi olarak değil kentsel kaynakların demokratik ve adil dağılımını sağlayan bir yönetişim aracı olarak kurgulamaktadır. Böylece paylaşım ekonomisinin kentlerdeki olumlu etkileri desteklenirken, olası olumsuzluklar proaktif politikalar ile kontrol altına alınabileceği ortaya konmuştur. Sonuç olarak, tez İstanbul'da paylaşım ekonomisinin gelecekte daha belirleyici bir kentsel dinamik hâline geleceğini ortaya koymaktadır. Bu dönüşümün yalnızca dijitalleşmenin hızlı gelişimiyle değil, yerel bağlama özgü stratejik yönetişim ve bütüncül kentsel planlama ile sürdürülebilir şekilde yönetilebileceği görülmektedir. Bu çalışma, paylaşan şehir yaklaşımının Türkiye bağlamındaki uygulanabilirliğini doğrulayan bulgular sunmakta ve yerel yönetimler açısından yol gösterici bir çerçeve önermektedir.

In recent years, a new form of sharing, referred to as the“sharing economy,”has emerged as a result of rapidly increasing consumption, economic transformations, and new technological developments. The sharing economy initially appeared as a business model designed primarily to generate economic income while simultaneously reducing consumption. However, as it has become increasingly widespread in urban areas, it has taken on a different structure. The sharing economy has diverged from traditional practices of solidarity and has transformed into a new urban model that produces economic, social, and spatial impacts worldwide. This situation has led sharing economies to evolve into a system that facilitates urban life, provides easy access to products and services, offers a variety of goods according to demand, and, most importantly, enables everyone to be both a consumer and a producer/provider. Yet the unrestricted, uncontrolled expansion of the sharing economy- developing without any legal framework- has also posed significant challenges. As the use of sharing applications has increased, their effects on cities have likewise become more visible. In this process, the absence of any intervention mechanism within traditional urban planning to address the potential positive and negative impacts of sharing practices has emerged as an urban problem. Accordingly, the“sharing city”approach has been proposed. This approach, increasingly highlighted in the literature, offers a conceptual framework for managing sharing practices within urban systems holistically and sustainably. This thesis aims to investigate the spatial and governance transformation dynamics generated by sharing economies in urban contexts influenced by digitalisation and evolving economic structures. The study examines the integration of sharing applications into urban systems and the roles city governments assume as regulators, enablers, providers, and consumers. The research seeks to determine how sharing economies can be incorporated into urban planning and to develop strategies and intervention methods consistent with the“sharing city”approach. Furthermore, by formulating a governance model specific to Istanbul, the study evaluates the spatial and socio- economic impacts of sharing applications within a comprehensive framework. In line with the objectives of the thesis, the impacts of sharing economy applications on urban space are examined, and context-specific strategies that city governments can develop for these applications are identified. Within this context, an evaluation is carried out that examines how the regulatory, enabling, provider, and consumer roles of city administrations are shaped in the integration of the sharing economy into urban environments, with a particular focus on the spatial integration of technological developments, data governance, the re-organization of urban space in line with new forms of sharing, and the development of human-centered planning approaches. The study addresses the interrelationship among the“sharing economy,”“urban areas,”and“city governments,”analysing this tripartite structure, along with its spatial, economic, and socio- cultural effects and governance dimensions. According to the literature and preliminary assessments, sharing practices in cities are highly diverse, yet their development is not regular, systematic, or planned in every urban context. For this reason, the thesis evaluates only those sharing applications that have a direct impact on urban areas and that can be integrated into urban planning processes. İstanbul was selected as the study area, and the districts of Beşiktaş and Kadıköy, where sharing activities are observed at high levels and in a homogeneous manner, were selected as the analysis sample. Within this scope, the spatial patterns of sharing applications, user behaviours, and local government perspectives are revealed through multi-layered analyses. Based on these analyses, a sharing city governance model applicable to the Istanbul context has been developed. The methodology of the thesis consists of four stages: (i) Conducting a systematic literature review covering the years 2016-2025 in the Scopus database to establish the conceptual framework of the sharing economy, urban governance, and urban space/ place relationships, (ii) An evaluation conducted across Istanbul and a survey on the use and impact of sharing applications in the districts of Beşiktaş and Kadıköy (n=660) and a survey on the use and impact of accommodation sharing (n=300) to assess user/provider behaviours and perceptions, as well as spatial, economic and socio-cultural impacts, and to reveal usage patterns and urban fabric relationships through ArcGIS-based spatial analysis, (iii) Analysis of semi-structured interviews conducted with the Istanbul Metropolitan Municipality, Beşiktaş and Kadıköy Municipalities (n=8) using MAXQDA, and (iv) developing a sharing city model specific to Istanbul. The findings indicate that the sharing economy has evolved beyond a digital service model to become a complex urban dynamic that reshapes spatial concentrations, usage patterns, and social interactions. Specifically, accommodation, mobility, and non-accommodation space sharing form distinct clusters in Beşiktaş and Kadıköy, which enhance accessibility and resource efficiency but also generate spatial pressures, housing market tensions, and usage conflicts. Thus, the sharing economy presents both opportunities and risks for cities. The research demonstrates that city governments are pivotal in this transformation; the degree to which local administrations exercise their regulatory, enabling, providing, and consuming roles directly influences the impacts of sharing practices. Limitations in administrative authority and deficiencies in data governance are identified as significant barriers to effective monitoring and regulation. Consequently, the study concludes that sustainable management of the sharing economy requires robust institutional capacity, context-sensitive planning, and multi-actor collaboration. The Sharing City Model, developed in line with these findings, aims to holistically integrate sharing applications into urban planning, digital infrastructure, and governance systems, grounded in Istanbul's local context. In the proposed model, emphasis is placed on ensuring data governance through the establishment of standardized data protocols, strengthening continuous information exchange between municipalities and digital platforms, developing neighborhood-scale monitoring and intervention mechanisms, and introducing flexible regulations for the management of public spaces. In this way, while the positive effects of the sharing economy on cities can be supported, potential negative outcomes can be controlled through proactive policies. The thesis, within the framework of the role of local governments in the sharing economy, demonstrates, through the case of İstanbul, that there are significant differences among district municipalities in terms of awareness, modes of intervention, and institutional capacity. Kadıköy municipality, in particular, has assumed regulatory and enabling roles in micro mobility applications, developed innovative solutions for managing public space, and established collaborations with digital platforms, thereby providing an important example of how data governance capacity and participatory planning can be strengthened at the local level. By contrast, in both Kadıköy and Beşiktaş, legal authority constraints and governance limitations are evident in the field of accommodation sharing; nevertheless, a strong need for neighborhood-scale monitoring and intervention is clearly observed. In both districts, the most critical structural deficiency is limited access to real-time digital usage data that would enable monitoring of the spatial, economic, and socio-cultural impacts of sharing applications. This situation makes it necessary to place data governance at the center of the Sharing City model and shows that the capacity of local governments to regulate platform-based urban processes largely depends on data infrastructure. For this reason, the study's main conclusion is that sustainable governance of the sharing economy is only possible through strong institutional capacity, context-sensitive planning approaches, and multi-actor collaboration. Within this framework, the developed Sharing City model proposes a place-based policy set that holistically addresses spatial, economic, socio-cultural, and digital governance dimensions. Spatially, the integration of sharing activities into planning processes together with access hubs, mobility corridors, and cultural attraction areas is emphasized; economically, the strengthening of public benefit, social balancing, and local contribution mechanisms; and socio-culturally, the promotion of participatory governance, inclusivity, and community-based commons. The fundamental axis linking these dimensions is data governance and digital infrastructure: the monitoring of data obtained from sharing platforms within legal and institutional frameworks, their transfer to decision-support systems, and their incorporation into participatory planning processes emerge as critical conditions for both effective regulation and democratic urban governance. In this way, the Sharing City approach repositions technological innovations not merely as market-based tools, but as strategic components that enhance local governments' governance capacity in pursuit of the public interest. In conclusion, the thesis demonstrates that the sharing economy will become an increasingly influential urban dynamic in Istanbul's future. It shows that this transformation can be sustainably managed not only through rapid digitalisation but also through strategic governance and holistic urban planning tailored to the local context. This study provides findings that confirm the applicability of the sharing city approach within the Turkish context and proposes a guiding framework for city governments.
