Özet
Proje düzeyinde elde edilen bilgi ve tecrübenin örgüt düzeyine aktarılmasında karşılaşılan güçlükler, proje odaklı çalışılan alanların karşılaştığı tipik ve en kritik problemlerden biridir. Bu problemin Proje ve Yapım Yönetimi (PYY) alanı için de geçerli olduğu görülmektedir. Proje yaşam döngüsü içinde farklı özellikteki birçok örgüt sınırlı süreler içinde işbirliği yaparak yapım projelerinin tamamlanması için çalışmaktadır. Bu süreçler içinde elde edilen bilgi ve deneyimlerin örgüt düzeyine taşınarak kurumsal hafızanın ve rutinlerin parçası haline getirilebilmesi için sistematik yaklaşımlara gerek duyulmaktadır. İnşaat sektörü; proje-temelli, geçici ve yüksek personel devrine sahip yapısı nedeniyle örgütsel öğrenmenin (ÖÖ) ve bilgi yönetimi (BY) süreçlerinin özellikle kırılgan olduğu eleştirel bir bağlam sunmaktadır. Proje ve örgüt düzeyleri arasındaki bilgi akışının sağlanarak örgütsel öğrenmeyi kolaylaştıracak araçlardan biri de, öğrenilen dersler (ÖD) pratiklerinin yaygınlaşmasıdır. İnşaat firmalarındaki ÖD uygulamaları, proje düzeyindeki deneyimleri stratejik bilgi varlıklarına dönüştürmek için esastır. Ancak, ÖD'nin ifade edilmesi, kodlanması ve depolanması parçalı veya plansız olduğunda, bunların örgütsel değeri kullanılamaz kalmaktadır. Bu tez çalışması kapsamında, söz konusu süreçlerin iyileştirilmesi amacıyla proje yaşam döngüsü içinde yapım aşamasına yoğunlaşılmıştır. ÖD konusunda özellikle diğer sektörlerde çok sayıda çalışma yapılmış olmasına karşın, konuyla ilgili literatürün inşaat sektörü için görece sınırlı olduğu; mevcut yaklaşımların ise genellikle projenin sonunda ve parçalı bir şekilde yürütüldüğü görülmektedir. ÖD uygulamalarının sadece projenin sonunda yapılması, süreç içindeki kritik dönüm noktalarında görev almış çalışanlardan geri-bildirim alınmasını güçleştirmektedir. Ayrıca insanların geçmişteki fikirlerini 'geri görüş yanlılığı' ile değiştirme eğilimi nedeniyle, deneyimin projenin ilk gününden itibaren kayıt altına alınmasını sağlayacak modellere ihtiyaç duyulmaktadır. Bu çalışma, ÖD uygulamalarını modülerliğini, öğrenme çıktılarını ve farklı bağlamlara uyarlanabilirliğini vurgulayan eğitim bilimleri temelli Öğrenme İstasyonu (Öİ) modeli aracılığıyla yeniden düzenleyen kavramsal bir model sunmaktadır. Öİ modeli; burada yalnızca bir öğretim aracı olarak değil, bilgi yönetimi ve örgütsel öğrenme alanlarını yeniden düzenleyen bir yaklaşım olarak konumlandırılmıştır. Model; ÖD'nin ifade edilmesi (articulation), kodlanması (codification) ve depolanması (storage) süreçleri için sistematik bir yapı önerirken, proje deneyimlerini Bloom Taksonomisi ve modüler öğrenme tasarımları gibi ilkelere dayanarak ÖD'yi 'yeniden kullanılabilir' öğrenme deneyimleri şeklinde yeniden kavramsallaştırmaktadır. Araştırmada niteliksel bir yaklaşım benimsenerek çoklu vaka analizi stratejisi uygulanmıştır. Bu kapsamda üç farklı okul inşaatı projesine ait dokümanlar (saha günlükleri, raporlar, görsel kayıtlar) tematik analiz yöntemiyle incelenmiş ve elde edilen bulguların doğrulanması uzman odak grup görüşmeleriyle gerçekleştirilmiştir. Vaka seçimi, zengin dokümantasyon ve bağlamsal karşılaştırılabilirliği sağlamak için teorik örnekleme prensiplerini takip etmiştir. Bulgular, önerilen modelin; metadata tabanlı yapısı sayesinde günlük raporlama uygulamalarıyla tam uyum sağladığını ve stratejik bilgi varlıklarının henüz sahadayken 'canlı biçimde yakalanmasını' (live capture) kolaylaştırabileceğini göstermektedir. Geliştirilen model; ÖD'nin nasıl teşvik edileceği, belgelendirme faaliyetlerinin biçimi ve elde edilen sonuçların nasıl yaygınlaştırılacağı konularında yol gösterici olmuştur. Model ayrıca, önerilen çerçevenin potansiyelinin tam olarak hayata geçirilebilmesi ve ölçeklenebilir adaptasyon için etkin bir dijital altyapı; kullanıcı eğitimi; ve sürdürülebilir yönetsel destek gibi kısıtlamaların altını çizmektedir. Tez çalışması, proje yapım ve yönetim danışmanı ('Project Manager-as-Agent') (PYYD) perspektifinden hem sektörel rekabet avantajı sağlamakta hem de bilgi yönetimi literatürüne eğitim bilimleri odaklı, metodolojik olarak doğrulanmış özgün ve disiplinler arası bir katkı sunmaktadır. Çalışmanın sonuçları; dijital ÖD araçlarıyla entegrasyon, farklı proje tipolojilerine uygulama ve örgütsel performans çıktılarının ölçülmesi dahil olmak üzere gelecekteki ileri düzey çalışmalar için bir temel oluşturmaktadır.

The challenge of transmuting project-level cognition and experiential data into enduring organizational knowledge constitutes one of the most pervasive and intractable dilemmas within project-based industries. This issue is particularly acute within the domain of Project and Construction Management (PCM), where the project life cycle involves a temporary coalition of diverse organizations with distinct characteristics collaborating for limited periods to complete complex tasks. Construction projects are, by definition, dynamic endeavors characterized by high intensity and structural discontinuity. Once these temporary coalitions dissolve upon project completion, the intellectual capital generated during the process often disperses, preventing it from becoming an integral part of institutional memory or standard routines. Consequently, the construction sector—defined by its project-based nature, temporary workflows, and high personnel turnover—presents a particularly fragile context for Organizational Learning (OL) and Knowledge Management (KM). In this environment, the development of systematic approaches is not merely advantageous but essential for migrating knowledge from the ephemeral project boundary to the permanent organizational level. Central to facilitating this transfer is the practice of“Lessons Learned”(LL)—a mechanism designed to catalyze the flow of information between project execution and organizational strategy. While the practice of LL is theoretically one of the primary tools for fostering organizational learning, its practical application in construction firms often falls short. In contemporary practice, only a fraction of firms attempt to establish robust mechanisms for articulating, storing, and distributing tacit knowledge—the intangible understanding of processes, methods, and heuristics—beyond the management of explicit artifacts like drawings and specifications. When the articulation, codification, and storage of these lessons are fragmented, unplanned, or informal, their strategic value remains untapped, rendering the organizational learning process fundamentally inefficient. Despite the proliferation of scholarship regarding Lessons Learned in mature sectors such as aerospace and manufacturing, the academic literature remains conspicuously limited regarding project-based fields like construction. There is a notable scarcity of analyses that employ systematic frameworks grounded in international standards, such as those promulgated by the Project Management Institute (PMI). A critical review of the status quo reveals a systemic flaw: LL activities are typically conducted as ad-hoc,“post-mortem”exercises confined to the very end of the project life cycle. This retrospective timing creates significant operational blind spots. It hampers the acquisition of accurate feedback as project teams disperse and individuals move to new assignments. More critically, reliance on post-project review is compromised by“hindsight bias”—the psychological tendency of individuals to unconsciously reconstruct their memory of past uncertainties to align with known outcomes. This cognitive distortion necessitates a paradigm shift toward models that ensure experience is recorded from the very first day of the project, facilitating the“live capture”of real-time problem-solving data and maintaining contextual nuance. To address these systemic deficiencies, this thesis introduces a novel conceptual framework that reorganizes LL practices through the“Learning Station”(LS) model. This approach represents an interdisciplinary synthesis, applying principles from Educational Sciences to the technical domain of construction management. The LS model is positioned not merely as an instructional tool, but as a restructuring mechanism for the fields of Knowledge Management and Organizational Learning. It emphasizes modularity, clearly defined learning outcomes, and high adaptability to varying contexts. By grounding the categorization of project experiences in Bloom's Taxonomy and modular learning design principles, the model reconceptualizes raw project data into“reusable learning experiences.”This pedagogical shift enables construction firms to treat project-level experiences not as static archival documents, but as dynamic, strategic knowledge assets that are structured, searchable, and educational. The model rigorously systematizes the three pillars of KM: articulation, wherein tacit site experiences are transformed into identifiable lessons; codification, wherein lessons are structured via metadata-based templates; and storage, wherein information is archived systematically to preclude fragmentation. The research methodology adopts a qualitative inquiry, utilizing a multiple-case study strategy to explore the LL phenomenon within its ecological, real-world context. This choice is predicated on the understanding that KM and OL are socially constructed processes requiring deep interpretive analysis rather than mere quantitative measurement. The analytical focus is narrowed specifically to the construction phase of the project life cycle, as this phase represents the period of highest intensity regarding both knowledge generation and the risk of information dissipation. Empirical data were derived from three distinct construction undertakings: two comprehensive school campus projects and one complex school renovation. The data corpus included site issue logs, rich audio-visual materials, daily and weekly progress reports, and official correspondence. Through rigorous thematic analysis, these sources were examined to identify the dynamics of knowledge capture and to generate conceptual categories directly from the field. To ensure both scientific rigor and practical relevance, the resulting model underwent a validation phase involving structured focus group discussions with senior project management professionals, allowing for the refinement of the LS-module structure. The resulting framework serves as a comprehensive heuristic guide for encouraging LL practices, determining the temporal sequencing of documentation, and disseminating results through innovative methods such as data visualization. The findings indicate that the model's metadata-based structure—incorporating early-warning tags, root-cause analysis taxonomies, and specific keyword tagging—achieves full operational alignment with existing daily reporting routines. This seamless integration facilitates the live capture of strategic assets while the project team remains immersed in the field, effectively mitigating the risks associated with information decay and hindsight bias. By organizing experience into discrete LS modules, the model provides the capability to identify and retrieve achievements instantaneously across all stages of the project life cycle, securing insights before memories fade or teams disband. From the perspective of the Consultant Project Manager (Project Manager-as-Agent), the systematic deployment of this LL framework offers a tangible competitive advantage by preventing the repetition of errors and reducing rework rates. Theoretically, this research contributes to the body of knowledge by bridging the disciplinary gap between pedagogical instructional design and construction project management. However, the study also underscores that for the potential of this framework to be fully realized, it requires an effective digital infrastructure for scalable adaptation, targeted user training to ensure staff understand the pedagogical entry of data, and sustained institutional support from top-level management. Ultimately, this thesis provides a foundational resource and a critical discursive environment for the development of more resilient and effective organizational learning models within the construction management consultancy sector. The results provide a robust foundation for future advanced studies, which should focus on integration with digital LL tools, application to diverse project typologies beyond school construction, and the quantitative measurement of organizational performance outputs resulting from the model's implementation. By transforming transient experiences into permanent institutional assets, the Learning Station model offers a path toward a more sustainable and intelligent construction industry.
