Özet
Afet ve kriz yönetimi; çok aktörlü, hızlı müdahale gerektiren ve etkin koordinasyonla başarıya ulaşabilen karmaşık bir süreçtir. Türkiye, coğrafi yapısı ve iklim koşulları nedeniyle deprem, sel, orman yangını gibi çeşitli doğal afetlere sıkça maruz kalan bir ülkedir. Ayrıca teknolojik kazalar, terör olayları ve kitlesel göç hareketleri gibi insan kaynaklı krizler de afet yönetimi kapsamına girmektedir. Bu çerçevede afet ve kriz anlarında yerel yönetimlerin oynadığı rol kritik öneme sahiptir; çünkü ilk müdahale, halkla iletişim ve kaynak yönetimi gibi temel görevler genellikle yerel düzeyde yerine getirilmektedir. Ancak bu süreçlerde yerel yönetimlerin merkezi kurumlar ve özellikle güvenlik ve istihbarat birimleriyle olan iş birliği çoğu zaman yeterli düzeyde gerçekleşmemekte, bilgi akışında kopukluklar yaşanmakta ve karar alma süreçleri yavaşlamaktadır. Oysa etkili bir afet ve kriz yönetimi için yalnızca fiziksel kaynakların değil, istihbarat temelli erken uyarı sistemlerinin ve stratejik bilgi paylaşımının uyumu da büyük önem taşımaktadır. Türkiye'de bu iş birliğinin kurumsal çerçevesi, hukuki altyapısı ve pratikteki uygulama düzeyi hâlâ tartışmalı bir alan olarak varlığını sürdürmektedir. Bu nedenle Türkiye örneği özelinde yerel yönetimler ile istihbarat birimleri arasında afet ve kriz anlarında nasıl bir iş birliği modeli olması gerektiği, mevcut durumun ne ölçüde etkili olduğu ve hangi yapısal veya yönetsel eksikliklerin bu süreci aksattığı gibi sorulara yanıt aramak büyük önem arz etmektedir. Bu araştırma, nitel araştırma desenine dayalı olarak doküman analizi yöntemiyle gerçekleştirilmiştir. Araştırmanın amacı, Türkiye'de afet ve kriz yönetimi süreçlerinde yerel yönetimlerle istihbarat birimleri arasındaki iş birliği düzeyini analiz etmek, mevcut yapının güçlü ve zayıf yönlerini ortaya koymak ve bu iş birliğinin eksikliklerini saptayarak etkinliğini artırmaya yönelik öneriler geliştirmektir.

Disaster and crisis management is a complex process that requires multi-actor, rapid intervention and can be achieved through effective coordination. Turkey is a country that is frequently exposed to various natural disasters such as earthquakes, floods and forest fires due to its geographical structure and climate conditions. In addition, human-induced crises such as technological accidents, terrorist incidents and mass migration movements are also included in the scope of disaster management. In this context, the role played by local governments in times of disaster and crisis is of critical importance; because basic tasks such as first response, public communication and resource management are usually carried out at the local level. However, in these processes, the cooperation of local governments with central institutions and especially security and intelligence units is often inadequate, there are interruptions in the flow of information and decision-making processes slow down. However, for effective disaster and crisis management, the integration of not only physical resources but also intelligence-based early warning systems and strategic information sharing is of great importance. The institutional framework, legal infrastructure and practical implementation level of this cooperation in Turkey still remain a controversial area. Therefore, it is of great importance to seek answers to questions such as what kind of cooperation model should be between local governments and intelligence units in times of disaster and crisis, to what extent the current situation is effective and which structural or administrative deficiencies hinder this process, in the case of Turkey. This research was conducted using the document analysis method based on a qualitative research design. The aim of the research is to analyze the level of cooperation between local governments and intelligence units in disaster and crisis management processes in Turkey, to reveal the strengths and weaknesses of the current structure and to develop suggestions to increase the effectiveness of this cooperation by identifying its deficiencies.
