Özet
İ.T.U YAPI İŞLERİ VE TEKNİK DAİRE BAŞKANLIĞI REORGANİZASYONU ÖZET Bu çalışmada, İ.T.Ü Yapı İşleri ve Teknik Daire Başkanhğı'nın çalışmaları ele alınarak gelişen ve değişen toplum düzenindeki konumu incelenmiştir. Üniversitedeki inşaat projelerinin sayısı arttıkça ve karmaşıklaştıkça organizasyonun yapısı da değişim gösterme eğilimi içine girmiştir. Ancak aynı oranda bir değişim gösterememiştir. înşaat projelerinin sürekli artışı ve yapım sürecinde değişiklikler nedeniyle organizasyonu oluşturan elemanların da uygun olarak planlanması, organizasyonu, koordinasyonu ve kontrolü ayrı önem kazanmıştır. İnşaat projelerinin artması ve özelleşmesi nedeniyle bu işlerin tanımlanmasında yetki ve sorumluluklann dağılımında, planlama ve kontrolün sağlanmasında ve etkin haberleşmenin oluşumunda sorunlar başgöstermiştir. Hedeflenen amaçlara ulaşabilmek için çözüm arayışlarına gidilmesi gerekmektedir. Bu kapsam içinde İ.T.Ü Ayazağa Kampusu Yapı İşleri ve Teknik Daire Başkanlığı Organizasyonu'nun tanımı, gelişimi, sorunları ve çözüm önerileri incelenmiştir. 'Yapı İşleri ve Teknik Daire Başkanlığı' bünyesinde anketler, mülakatlar ve gözlemler yapılmış, işletme kayıtları araştırılmıştır. Bu çalışmalardan elde edilen bilgiler dahilinde organizasyonun mevcut yapısı ortaya çıkarılmış, uygulamaların nasıl yapıldığı izlenmiştir. Ancak bu çalışma sürecinde, organizasyonun yapısında ve işleyişinde problemlerle karşılaşılmıştır. Bu problemlerin boyutlarının belirlenerek çözüme yönelik bir çalışma sürecinin başlatılmasının gerekliliği anlaşılmıştır. Çalışmada izlenen metod, problemi belirleyip, bu problemle ilgili dokümanların analiz edilmesi ve bu doğrultuda bir araştırmanın yapılması şeklindedir. Çalışmada kullanılan yöntemler de araştırmanın gerçekçi sonuçlara ulaşması çabası içindedir. Organizasyonun etkinlik ve sağlığım arttırmak, yeni dışsal ve içsel çevre şartlarına uyum sağlamak, problemleri çözmek için organizasyon üyelerinin tutum ve davranışlarını değiştirmeye, dolayısıyla kültür, yapı, süreç ve teknoloji arasındaki ilişkileri düzenlemeye yönelik planlı bir değişikliği başlatma ve gerçekleştirme çabası içine girmesinin gerekli olduğu anlaşılmıştır. Bu nedenle çözüme yönelik yaklaşımlar belirlenmiş ve geliştirilmiştir. Bu yaklaşmılar dört boyutta ele alınmıştır. i)Sisteme yönelik yapıyla ilgili müdahaleler, ii)alt sistemlere yönelik yapıyla ilgili müdahaleler, iii)sisteme yönelik süreçlerle ilgili müdahaleler ve iv)alt sistemlere yönelik süreçlerle ilgili müdahaleler olarak öneriler geliştirilmiştir. vı

REORGANIZATION OF I.T.U CONSTRUCTION WORK AND TECHNICAL STUDIES DEPARTMENT SUMMARY This study contains 'I.T.U Construction Work and Technical Studies Department' and the conditions of the department in changing and developing environment. As the number and the complexity of the construction projects of Technical University increased, the structure of the organization has had a trend to change; but the change hasn't been able to done in the same proportion. The planning, organization, coordination and control of the members of the organization have become to get more importance by the reason of increasing number of construction projects and changes of construction process. For the reason that the construction projects have increased and got privacy, many problems have appeared in defining works, in dispersing competence and responsibilities, in ensuring plan and control and in managing effective communication. So as to reach the solutions and the goals, change is needed. In this concept; the definition, development, problems and solutions of the problems of 'I.T.U Construction Works and Technical Studies Departmant' are studied. In the structure of 'Construction Works and Technical Studies Departmant'; inquiries, interviews and observations have been done and the management records have been investigated. Using the result information of this work, the present structure of the organization has been determined and applications have been observed. In this process, some problems have been met in the structure and the management of the organization. The necessity for the process aiming to solve these problems determining their sizes, has been seen once more. The method of this study is to determine the problem, analyze the related documents of the problem and make a research in this direction. The way of the study is to reach realistic results in this research. So as to increase the efficiency of the organization, to confirm with environmental conditions and to solve the problems, a planned change is needed. This change is directed to order the relations between construction, process and technology. For this objection many solutions are developed. For this reason many approaches for the solution have been developed. These approaches have been determined in four parts. The offerings have been developed as ^intervention in construction about the system, ii)intervention in construction about the inferior systems, iii)intervention in processes about the system, iv)intervention in processes about the inferior systems. vu
