Özet
Gelişmekte olan ülkelerde bütçe açıkları, mali disiplinin sürdürülebilirliği ve makroekonomik istikrarın sağlanması açısından temel bir politika alanı oluşturmaktadır. Bütçe gelirleri ile bütçe harcamaları arasındaki dengesizlik bütçe açıklarının ortaya çıkmasına neden olur. Bu bütçe açıkları ekonomik büyüme üzerinde çeşitli etkiler yaratabilir. Aynı zamanda enflasyon, faiz oranları ve döviz kuru gibi temel makroekonomik değişkenler de bu süreçten etkilenmektedir. Ancak söz konusu etkilerin yönü ve büyüklüğü ülkeden ülkeye farklılık gösterebilir. Bu farklılaşmada ülkelerin yapısal özellikleri, uygulanan maliye politikaları ve ilgili dönemin ekonomik koşulları belirleyici olmaktadır. Bu bağlamda çalışmanın amacı, bütçe açıklarının makroekonomik değişkenler üzerindeki etkilerini gelişmekte olan ülkeler bağlamında Türkiye ekonomisi örneği üzerinden teorik ve ampirik olarak incelemektir. Çalışmada öncelikle bütçe açıklarına ilişkin kavramsal ve teorik çerçeve ele alınmış; klasik, Keynesyen, monetarist, kamusal tercihler teorisi ve anayasal iktisat, arz yönlü iktisadi yaklaşım ve Ricardocu denklik hipotezi doğrultusunda bütçe açıklarının makroekonomik etkilerine ilişkin teorik beklentilere yer verilmiştir. Ardından bütçe açıklarının nedenleri, finansman yöntemleri ve ekonomik etkileri gelişmiş ve gelişmekte olan ülkeler açısından ele alınmış, bütçe açıklarının makroekonomik değişkenler üzerindeki etki kanalları ortaya konulmaya çalışılmıştır. Çalışmanın ampirik bölümünde, Türkiye ekonomisine ait 1960-2023 dönemini kapsayan yıllık veriler kullanılarak bütçe açığının ekonomik büyüme, enflasyon, faiz oranı ve döviz kuru üzerindeki uzun ve kısa dönem etkileri ARDL analiz tekniği ile incelenmiştir. Uzun dönem bulguları, bütçe açığının ekonomik büyüme, enflasyon, faiz oranı ve döviz kuru üzerinde pozitif ve istatistiksel olarak anlamlı etkilere sahip olduğunu göstermektedir. Kısa dönem sonuçları, bütçe açığının enflasyon üzerinde doğrudan ve anlamlı bir etki yarattığını, faiz oranı üzerinde ise gecikmeli değerler aracılığıyla etkili olduğunu ortaya koymaktadır. Buna karşılık, kısa dönemde bütçe açığının ekonomik büyüme ve döviz kuru üzerindeki etkilerinin istatistiksel olarak anlamlı olmadığı tespit edilmiştir. Hata düzeltme modeli sonuçları, uzun dönem denge ilişkisinden sapmaların anlamlı ve her bir modelde farklı hızla giderildiğini göstermektedir. Bütçe açığı ile ele alınan makroekonomik değişkenler arasında istikrarlı bir uzun dönem ilişkisinin varlığına işaret etmektedir. Elde edilen bulgular, bütçe açıklarının makroekonomik etkilerinin tek yönlü ve homojen olmadığını, bu etkilerin dönemsel dinamikler, finansman yapısı ve ülkeye özgü yapısal faktörler çerçevesinde şekillendiğini ortaya koymaktadır. Çalışma, bütçe açıklarının makroekonomik değişkenler üzerindeki etkilerinin bütüncül bir yaklaşımla değerlendirilmesi gerektiğini vurgulayarak, sürdürülebilir maliye politikalarının tasarımına yönelik çıkarımlar sunmaktadır. Bu kapsamda bütçe açıklarının uzun dönemde enflasyon, faiz oranı ve döviz kuru üzerinde artırıcı etkiler yarattığı göz önünde bulundurularak mali disiplinin korunması ve para politikası ile uyumlu bir biçimde yürütülmesi gerektiği sonucuna ulaşılmıştır.

Budget deficits in developing countries constitute a fundamental policy area in terms of ensuring macroeconomic stability and the sustainability of fiscal discipline. The imbalance between budget revenues and expenditures leads to the emergence of budget deficits, which can exert various effects on economic growth. Concurrently, core macroeconomic variables such as inflation, interest rates, and exchange rates are influenced by this process. However, the direction and magnitude of these effects may vary across countries. This differentiation is determined by the structural characteristics of the countries, the fiscal policies implemented, and the economic conditions of the relevant period. In this context, the objective of this study is to theoretically and empirically examine the effects of budget deficits on macroeconomic variables within the framework of developing countries, specifically through the case of the Turkish economy. First, the conceptual and theoretical framework regarding budget deficits is addressed, presenting theoretical expectations on the macroeconomic impacts of these deficits in line with Classical, Keynesian, Monetarist, Public Choice and Constitutional Economics, Supply-Side approaches, and the Ricardian Equivalence Hypothesis. Subsequently, the causes, financing methods, and economic impacts of budget deficits are discussed for both developed and developing countries, aiming to reveal the transmission channels through which budget deficits affect macroeconomic variables. In the empirical section of the study, the long-term and short-term effects of the budget deficit on economic growth, inflation, interest rates, and exchange rates are analyzed using the ARDL bounds testing approach, utilizing annual data for the Turkish economy covering the 1960-2023 period. The long-term findings indicate that the budget deficit has positive and statistically significant effects on economic growth, inflation, interest rates, and exchange rates. Short-term results reveal that the budget deficit has a direct and significant impact on inflation, while it affects interest rates through lagged values. Conversely, the effects of the budget deficit on economic growth and exchange rates were found to be statistically insignificant in the short term. The results of the Error Correction Model (ECM) demonstrate that deviations from the long-term equilibrium are significant and corrected at different speeds in each model, pointing to a stable long-term relationship between the budget deficit and the macroeconomic variables analyzed. The findings suggest that the macroeconomic effects of budget deficits are not unidirectional or homogeneous; rather, they are shaped by periodic dynamics, financing structures, and country-specific structural factors. By emphasizing the need for a holistic evaluation of the impacts of budget deficits on macroeconomic variables, the study offers implications for the design of sustainable fiscal policies. In this scope, considering that budget deficits create upward pressure on inflation, interest rates, and exchange rates in the long run, it is concluded that fiscal discipline must be maintained and executed in coordination with monetary policy.
