Özet

Günümüz kentlerinde hızlı nüfus artışı ve ekonomik baskılar, çoğu zaman plansız, tek tip ve çevresiyle uyumsuz yapılaşmayı hızlandırmaktadır. Bu eğilim, kimliksizleşen mekânların çoğalmasına yol açarken kentlilerin mekâna ilişkin aidiyet ilişkilerini de dönüştürmektedir. Bu nedenle kent kimliğine dair çalışmalar yapmak, planlama ve tasarım disiplinleri açısından önem taşımaktadır. Kent kimliği literatüründe tarihi merkezlere odaklanan yaklaşımlar görece baskın olmakla birlikte, yeni kentsel alanlarda kimliğin oluşumunu ölçülebilir göstergelerle bütüncül biçimde değerlendiren uygulamalı çalışmalar sınırlıdır. Bu çalışma, kent kimliği tartışmasını neoliberal kentleşme ve marka-kent pratiklerinin yeni kentsel alanlarda kimlik üretimi üzerindeki etkileri bağlamında ele almaktadır. Bu tez, Mansour, Alves ve Costa (2023) tarafından geliştirilen kentsel kimlik değerlendirme metodolojisini Ataşehir örneğine uyarlamaktadır. Kent kimliği, somut ve soyut bileşenler üzerinden birlikte ele alınmakta; bu bileşenlerin zaman ve gözlemci eksenlerinde nasıl farklılaştığı incelenmektedir. Çalışmanın temel amacı, Ataşehir'in resmi olarak ilçe olduğu 2009 yılını analitik eşik olarak kabul ederek 2009 öncesi ve 2009 sonrası dönemleri karşılaştırmalı biçimde okumaktır. Bu karşılaştırma üzerinden kentsel dönüşümün gidişatı değerlendirilmekte, kent kimliği bileşenlerindeki değişim ortaya konmakta ve planlama ve tasarım bağlamında yorumlanabilir çıkarımlar geliştirilmektedir. Çalışma ayrıca, modern kent imajı ile gündelik kullanıcı deneyimi arasındaki uyumsuzluk varsayımını sınamaktadır. Araştırma, nitel ağırlıklı karma yöntemli bir alan çalışması olarak tasarlanmıştır. Veri seti, Coğrafi Bilgi Sistemi verileri, uydu görüntüleri, plan paftaları, plan notları ve ilgili tarihsel belgeler üzerinden yürütülen 2009 öncesi/sonrası karşılaştırmalı nitel mekânsal-morfolojik okuma ile saha verilerinden oluşmaktadır. Saha verileri, yarı yapılandırılmış görüşmeler ve her görüşme sonrasında uygulanan kısa Likert göstergeleri aracılığıyla toplanmıştır. Mansour, Alves ve Costa (2023) yaklaşımındaki gözlemci ekseni doğrultusunda, iç gözlemci olarak Ataşehir'de ikamet eden sakinler ile dış gözlemci olarak ilçeyi ikamet dışı amaçlarla ziyaret eden kişilerle görüşmeler yapılmıştır. Görüşme verileri tematik içerik analizi ile çözümlenmiş; Likert göstergeleri nitel bulguları desteklemek amacıyla kullanılmış ve tanımlayıcı düzeyde değerlendirilmiştir. Bulgular, Mansour, Alves ve Costa'nın yaklaşımındaki gözlemci ekseniyle paralel biçimde, Ataşehir'i içeriden deneyimleyen sakinler ile dışarıdan gözlemleyen ziyaretçilerin kent kimliğine ilişkin algılarının belirgin biçimde ayrıştığını göstermektedir. Bu ayrışma, kimlik okumasının ölçek ve deneyim düzeyine göre farklılaşmasıyla ilişkilidir. Ataşehir'de aidiyet ve yer duygusu ağırlıkla mahalle ölçeğinde hafıza ve gündelik pratikler üzerinden üretilirken, ilçe ölçeğinde“Ataşehirli”ifadesi katılımcı anlatılarında henüz tam yerleşmiş bir kimlik tanımı olarak karşılık bulmamaktadır. Ziyaretçi anlatılarında tüketim-finans odakları ve yüksek yapı silüeti etrafında daha bütüncül bir vitrin imajı öne çıkarken, sakinlerde kimlik algısı gündelik kullanım ağları ve ilçe içi karşıtlıklar nedeniyle daha parçalı görünmektedir. Somut bileşenlere ilişkin mekânsal ve morfolojik okumalar, dere koridorlarında süreklilik kaybı ve yeşil dokuda azalma olduğunu göstermektedir. Buna ek olarak, büyük ölçekli projelerin çevresinde yoğunlaşan yüksek katlı yapılaşma, ilçe içindeki farklı doku tipleri üzerindeki baskıyı artırmakta ve ölçekler arasındaki ayrışmayı güçlendirmektedir. İşlevlerin ilçede parçalı ve dengesiz biçimde dağılması da bütüncül bir kimlik anlatısının kurulmasını zorlaştırmaktadır. Bulgular, doğal referansların kimlik anlatısında ikincil kaldığını; buna karşılık yoğunluk, yapılaşma deseni, sosyo-ekonomik ayrışma ve vitrin imajının belirleyici bileşenler olarak öne çıktığını göstermektedir. Bu durum, katılımcıların tekrar eden“iki Ataşehir”ifadesiyle daha da görünürleşmekte; markalaştırılmış ilçe imgesi ile gündelik kimliğin eşzamanlı fakat eklemlenemeyen katmanlar halinde varlığına işaret etmektedir. 2009 öncesi ve sonrası dönüşüm okumaları ve iç ve dış gözlemci görüşmeleri birlikte değerlendirildiğinde, Ataşehir'de kimliğin tekil bir anlatıdan ziyade ölçekler arası ayrışmalar üzerinden üretilen parçalı bir yapı sergilediği sonucuna ulaşılmaktadır. Sonuç olarak tez, Mansour, Alves ve Costa'nın geliştirdiği kent kimliği değerlendirme metodolojisinin Ataşehir'e uyarlanması üzerinden, yeni ilçelerde kentsel kimliğin ölçekler arası gerilimler ve sosyo- mekânsal ayrışma bağlamında değerlendirilebileceğini göstermektedir. Çalışma, vaka bağlamı ve nitel örneklem yapısı nedeniyle istatistiksel genellenebilirlik iddiası taşımamakta; ancak benzer dönüşüm dinamiklerine sahip ilçeler için karşılaştırmalı değerlendirmeye zemin sağlayan analitik bir referans sunmaktadır. Bu doğrultuda çalışma, mahalle ölçeğinde aidiyeti güçlendirecek kamusal alan ve yaya bağlantıları, vitrin odaklarla çevre mahalleler arasındaki geçirgenlik, yeşil altyapı sürekliliği ve kent kimliği göstergelerinin düzenli izlenmesine yönelik kurumsal mekânizmalar gibi planlama ve tasarım önceliklerine işaret etmektedir.

As rapid population growth and economic pressures increase, urban growth accelerates; however, it often takes an unplanned, homogeneous, and context-insensitive form. This situation can reshape residents' sense of belonging and their daily spatial experience by weakening the distinctive qualities of the built environment. From a planning and urban design perspective, urban identity is an important field of research not only in historic environments but also in new areas developing under conditions of rapid transformation. Nevertheless, the urban identity literature focuses largely on historic centers and areas of high heritage value. Applied studies examining identity formation in new urban areas using measurable and comprehensive indicators remain relatively limited. This thesis addresses urban identity in the context of neoliberal urbanization dynamics and city branding practices. This study analyzes how urban identity in a rapidly developing district is shaped by the relationship between externally produced images and everyday experiences. The thesis adapts the urban identity assessment methodology developed by Mansour, Alves, and Costa (2023) to the case of Ataşehir, a district on Istanbul's Anatolian side. The study examines urban identity by evaluating both concrete (physical/morphological) and abstract (perceptual/experiential) components together. The methodology analyzes changes in urban identity components both temporally and comparatively across different observers. The primary aim is not to define urban identity as a fixed and unchanging phenomenon. This study takes the 1999 Marmara Earthquake as its starting point and Ataşehir's attainment of district status in 2009 as its analytical threshold. Within this framework, it evaluates the direction and character of urban identity by comparing the periods 1999–2009 and post-2009. It identifies changes in identity components and produces conclusions that will contribute to planning and urban design decisions. Although Ataşehir does not have a traditional historical center, it has become quite visible due to large-scale finance and housing-focused developments, making it a suitable case study for examining identity formation in newly developing urban areas. Ataşehir, with its organic old structures alongside planned sites and clusters of high-rise projects, possesses a heterogeneous urban pattern. This situation allows for analysis as a multi-layered structure whose identity is shaped jointly by spatial form and everyday experience. Thus, the neighborhood-scale experience and the regional-scale representation of branding can be examined within the same field of study. Methodologically, the research was designed as fieldwork using mixed methods with a qualitative emphasis. First, a comparative reading was conducted using GIS data, satellite imagery, planning documents (plans, plan notes), and relevant historical records. Secondly, field data were collected through semi-structured interviews. Based on the observer dimension in the methodology developed by Mansour, Alves and Costa (2023), this study conducted interviews with internal observers (residents living in Ataşehir) and external observers (visitors not residing in Ataşehir). This distinction defines the sampling frame and enables intergroup comparison. The interview data were analyzed using thematic content analysis. The themes were constructed in relation to the main immaterial components of urban identity: belonging and spatial attachment, daily routines and mobility networks, memories and temporal references, perceived image and symbolic places, and narratives related to intra-regional differences. Following the interviews, Likert-type items were used solely as supporting indicators to contextualize the qualitative findings. Qualitative findings have been interpreted alongside concrete spatial–morphological observations and reported descriptively. This integrative approach aims to understand how urban identity is produced through the interaction between concrete spatial qualities and user experience. It also reveals how the same area can be interpreted in different ways depending on scale and the observer's position. Findings demonstrate a clear divergence between internal and external observers' perceptions of Ataşehir's urban identity. In line with the observational dimension of the methodology, the analyses show that residents and visitors construct urban identity through different criteria and experiences. Analysis shows that a sense of belonging and place is largely produced at the neighborhood level through memory, daily practices, and local routines. Residents mostly associate identity with familiar surroundings, repeated daily routes, and neighborhood-level social relationships. In contrast, belonging at the district level is weaker. For participants, being an 'Ataşehir resident' is a temporary definition based on circumstances rather than a strong and lasting identity. Visitors, by contrast, tend to construct a more coherent“showcase image”of Ataşehir. Visitors mostly define Ataşehir through its shopping and finance-focused centers, iconic buildings, and high-rise skyline; they see the area as a modern and prestigious economic hub. Residents, however, describe Ataşehir as an area that cannot be reduced to a single narrative, where different urban conditions coexist side by side. The comparative spatial–morphological analysis provides concrete evidence that supports these perception patterns. The analysis shows a decrease in continuity and green fabric along river corridors. In addition, high-rise building construction concentrated around large-scale projects increases pressure on surrounding fabric types and intensifies scale-based differentiation. These two processes operate simultaneously. The built environment produces an image of modernity and status; social differentiation and unequal experiences, meanwhile, influence how closely residents feel connected to this image. "A recurring phrase in participants' narratives—'two Ataşehirs'—captures the tension between lived experience and an externally projected image. On one hand, there is 'everyday Ataşehir': neighbourhood-scale routines, local relationships, and everyday settings that foster a sense of belonging. On the other hand, there is 'branded Ataşehir': a high-rise skyline, prestigious projects, and an outward-looking image shaped by finance-centred representations. Residents often describe these visible projects as 'another Ataşehir,' suggesting that the branded image does not always align with everyday life and does not consistently generate an inclusive, district-wide identity. This thesis examines Ataşehir comparatively in two periods: 1999–2009 and 2009–present. Spatial-morphological readings are evaluated alongside the narratives of internal observers (residents) and external observers (visitors). The findings show that Ataşehir's identity is not based on a single holistic narrative, but rather on a fragmented and multi-layered structure produced by scale-based distinctions. Ataşehir's attainment of district status signifies not only an administrative restructuring but also a period in which large-scale development dynamics have become more visible and effective. During this period, planning decisions, investment orientations, and project scale have visibly changed; this change has become more clearly observable both in spatial form (such as new building typologies, density, and silhouette) and in user narratives (such as what the area represents and who it holds meaning for). For this reason, Ataşehir's acquisition of district status is considered a 'turning point' that enables a comparative reading of identity transformation through both concrete spatial indicators and experience-based narratives. When the findings are examined holistically, they show that identity at the district level is increasingly being constructed through symbolic and visual representations. By contrast, at the neighbourhood scale, belonging continues to be produced through everyday practices and memories. The result is a layered identity in which multiple logics coexist but remain only weakly integrated. In conclusion, this thesis adapts the methodology of Mansour, Alves, and Costa (2023) to the context of Ataşehir. The findings demonstrate that a component-based evaluation approach is applicable in newly developing regions and that urban identity in such contexts can be analyzed through scale-based tensions and socio-spatial differentiation. Given its qualitative case study design, this study does not claim statistical generalizability. Nevertheless, it offers an analytical framework for comparative assessments in districts with similar transformation dynamics, where identity is shaped by rapid development, uneven spatial experiences, and branding-oriented representations. The findings point to clear trends in terms of planning and urban design. Enhancing the quality of public spaces at the neighborhood level and strengthening pedestrian connections are prominent. In addition, increasing the physical and functional permeability between showcase projects and surrounding neighborhoods is important. Strengthening the continuity and accessibility of green infrastructure is a critical issue in terms of spatial integrity and everyday use. Finally, institutional mechanisms need to be established to enable the regular monitoring of identity-related indicators over time. Overall, the thesis argues that aligning externally projected images with everyday place-making practices is central to supporting a more coherent and inclusive urban identity in rapidly transforming areas. Put differently, identity integration remains.Interviews and spatial readings indicate that natural references play a secondary role in identity narratives. Participants tended to articulate identity primarily through the built environment, everyday practices, and socio-spatial differences.
