Özet
Bu çalışma, modern siyasal düzenin yapısal meşruiyet krizini din–sekülerlik karşıtlığı üzerinden değil, kutsalın siyasal alanda yer değiştirmesi ve yeniden örgütlenmesi üzerinden kavramsallaştırmayı amaçlamaktadır. Sekülerleşme, burada meşruiyetin aşkın temellerden kopuşla birlikte simgesel, normatif ve yönetimsel araçlar aracılığıyla yeniden kurulması süreci olarak ele alınmaktadır. Temel problem, modern egemenliğin meşruiyetini hangi anlam rejimleri, temsil biçimleri ve istisna kapasiteleri üzerinden ürettiğidir. Çalışma dört katmanlı bir analiz üzerine kuruludur. İlk olarak din–siyaset ilişkisinin tarihsel dönüşümü, kavram tarihi perspektifiyle ele alınmakta; egemenliğin teolojik dayanaklardan seküler gerekçelendirme biçimlerine geçişi incelenmektedir. İkinci olarak Schmitt, Löwith, Blumenberg, Taubes, Koselleck ve Agamben etrafında şekillenen sekülerleşme ve siyasal teoloji tartışmaları üzerinden modernliğin kendi meşruiyetini nasıl temellendirdiği analiz edilmektedir. Bu çerçevede siyasal teoloji, teolojik içeriğin korunması meselesinden ziyade modern düzenin bağlayıcılığını hangi nihai gerekçeler ve istisna mekanizmaları aracılığıyla kurduğunu görünür kılan, eleştirel bir yöntem olarak kullanılmaktadır. Üçüncü bölümde modern egemenliğin kurucu gerilimi temsil–çokluk ilişkisi üzerinden tartışılmaktadır. Hobbes'un siyasal birliği temsil aracılığıyla kuran yaklaşımı, modern siyasetin ontolojik eşiği olarak ele alınmakta; 19. yüzyılda belirginleşen“kitle sorunu”bu temsil krizinin toplumsal görünümü olarak analiz edilmektedir. Le Bon, Freud, Canetti ve Foucault'nun katkıları doğrultusunda meşruiyetin yalnızca hukuki ve kurumsal değil; duygulanımsal, simgesel ve yönetimsel teknikler üzerinden üretildiği gösterilmektedir. Böylece kitle–lider ilişkisi, modern siyasal düzenin meşruiyet üretiminin yoğunlaştığı kritik bir eşik olarak kavramsallaştırılmaktadır. Son bölümde bu kuramsal çerçeve II. Abdülhamid dönemi üzerinden somutlaştırılmaktadır. 1876 Kanun-ı Esâsî'nin ürettiği anayasal muğlaklık, egemenliğin kaynağına ilişkin belirsizlik ve istisna kapasitesinin kurumsallaşması; hilafetin siyasal-teolojik bir üst çerçeve olarak yeniden seferber edilmesi; ritüel, sembolik görünürlük ve kamusal dolaşımın gözetimi birlikte analiz edilmektedir. Bu bağlamda Abdülhamid rejimi, modern yönetim teknikleri ile siyasal-teolojik repertuarı eklemleyen hibrit bir meşruiyet düzeni olarak değerlendirilmektedir. Sonuç olarak tez, modernliğin kutsalı ortadan kaldırdığı varsayımını sorgulamakta; meşruiyetin aşkın temellerden kopuşla birlikte kırılganlaştığını ve bu kırılganlığın siyasal-teolojik, simgesel ve yönetimsel araçlarla sürekli olarak yönetildiğini ileri sürmektedir. Osmanlı örneği üzerinden modern egemenliğin meşruiyet mantığını yeniden düşünmeyi hedefleyen çalışma, sekülerleşme ve siyasal teoloji tartışmalarına temsil krizi ve kitle–lider analizi ekseninde bütünlüklü bir katkı sunmaktadır.

This study conceptualizes the structural legitimacy crisis of the modern political order not through a religion–secularism dichotomy, but through the displacement and reconfiguration of the sacred within the political domain. Secularization is approached here as a process in which legitimacy, once detached from transcendent foundations, is reconstituted through symbolic, normative, and governmental instruments. The central problem concerns the regimes of meaning, modes of representation, and capacities for exception through which modern sovereignty produces its legitimacy. The study is structured around a four-layered analysis. First, the historical transformation of the religion–politics nexus is examined from the perspective of conceptual history, focusing on the shift from theological foundations of sovereignty to secular modes of justification. Second, debates on secularization and political theology—shaped by Schmitt, Löwith, Blumenberg, Taubes, Koselleck, and Agamben—are analyzed in order to demonstrate how modernity grounds its own legitimacy. Within this framework, political theology is employed not as a defense of theological content, but as a critical method that renders visible the ultimate grounds and mechanisms of exception through which the binding force of the modern order is established. The third section addresses the constitutive tension of modern sovereignty through the relationship between representation and multitude. Hobbes's account of political unity as constituted through representation is treated as the ontological threshold of modern politics. The“problem of the masses”that became pronounced in the nineteenth century is analyzed as the social manifestation of a crisis of representation. Drawing on the contributions of Le Bon, Freud, Canetti, and Foucault, the study demonstrates that legitimacy is produced not only through legal and institutional arrangements but also through affective, symbolic, and governmental techniques. The mass–leader relation is thus conceptualized as a critical threshold at which the production of legitimacy within the modern political order becomes particularly concentrated. In the final section, this theoretical framework is concretized through an analysis of the reign of Abdülhamid II. The constitutional ambiguity generated by the 1876 Kanun-ı Esâsî, the indeterminacy concerning the source of sovereignty, and the institutionalization of the capacity for exception are examined alongside the reactivation of the caliphate as an overarching politico-theological frame. Ritual practices, symbolic visibility, and the surveillance of public circulation are analyzed in conjunction. In this context, the Hamidian regime is interpreted as a hybrid order of legitimacy that articulates modern governmental techniques with a politico-theological repertoire. In conclusion, the dissertation challenges the assumption that modernity eliminates the sacred. It argues instead that, with the detachment of legitimacy from transcendent foundations, legitimacy becomes structurally fragile, and that this fragility is continuously managed through politico-theological, symbolic, and governmental instruments. By rethinking the logic of legitimacy in modern sovereignty through the Ottoman case, the study offers a comprehensive contribution to debates on secularization and political theology, structured around the axes of representation crisis and mass–leader dynamics.
