DOKTORA TEZ ÖZÜ UZAKTAN EĞİTİM KARARLARINDA TEKNOLOJİ, MALİYET, ETKİNLİK BOYUTLARI VE UZAKTAN EĞİTİME GEÇİŞ İÇİN KAVRAMSAL BİR MODEL ÖNERİSİ Nuray GİRGİNER İşletme Anabilim Dalı Anadolu Üniversitesi Sosyal Bilimler Enstitüsü, Temmuz 2001 Danışman: Prof Dr. A. Ekrem ÖZKUL Bilişim teknolojilerindeki gelişme ve küreselleşme eğilimi ile birlikte, hemen her alanda yaşanan değişim, günümüz insanını yaşam boyu öğrenmeye yöneltmiştir. Bunun sonucunda eğitime, özellikle yüksek öğrenime ve yaşam boyu öğrenmeye yönelik artan talebin karşılanabilmesi için yeni arayışlara başlanılmıştır. Farklı yerlerde, farklı demografik ve kültürel alt yapıya sahip, örgün eğitime devam edemeyen kişilere, uygun iletişim teknolojileri kullanımıyla eğitim kaynaklarına erişimi sağlayan Uzaktan Eğitim (UE), bu arayışlara yanıt vermekte ve yeni bin yılın eğitim sistemi olarak kabul edilmektedir. Eğitim öğretim kurumları UE'in gerek yapısal, gerekse ekonomik ve pedagojik olarak örgün eğitime göre üstünlüklerini elde ederek eğitim talebini karşılamak için değişim yaşamak zorundadır. Kurumların UE yönlü böyle bir değişim için, kendi bünyeleri içinde UE sistemini oluşturarak, yapılanma sürecini gerçekleştirmeleri gerekmektedir. Söz konusu yapılanma süreci içinde kurum, farklı aşamalarda, birbirleriyle kimi zaman çatışan, kurumsal amaç ve hedeflerini gerçekleştirmeye yönelik kararlar almaktadır. Alınacak kararların doğru ve tutarlı olması, kurumsal kaynakların etkin ve verimli şekilde kullanılabilmesi için UE yönlü kararların ekonomik, teknolojik ve etkinlik boyutlarının analizi, büyük önem taşımaktadır. Araştırma problemini; yüksek öğretim kurumlarının UE sunmaya yönelik yapılanma sürecinde, karşılaşabilecekleri problemlerin ve almaları gereken kararların, farklı boyutlarının (teknolojik, ekonomik, etkinlik) belirlenmesi oluşturmaktadır. Bum konuyla ilgili olarak literatürde daha çok, UE'in örgün eğitimle genel özellikleri açısından, birim maliyetlerin karşılaştırılmasına yönelik çalışmalar yer almaktadır. Buna karşılık bir stratejik plan içerisinde, UE'e geçiş süreci ve bu yöndeki yapılanmada UE'in kendine özgü boyutları, sistem yaklaşımı ile bütünsel olarak incelenmemiştir. Araştırma, bu eksikliği gidermeye yöneliktir. Araştırmanın amacı; bir yükseköğretim kurumunun, farklı coğrafi uzaklıklara (yerel, ulusal, uluslar arası) eğitim sunmak amacıyla, uzaktan eğitim yönlü yapılanmasını stratejik planlama çerçevesinde incelemek ve UE'e geçiş sürecini sistem yaklaşımı altında kavramsal bir çatıda ortaya koyabilmektir. Böyle bir kavramsal modelin, UE'e yönelen kurumlar için bir rehber niteliği taşıması amaçlanmaktadır. Araştırmada UE'e geçiş süreci ve bu yöndeki kurumsal yapılanma, bir stratejik plan içerisinde, sistem yaklaşımı kullanılarak; sistem analizi, sistem tasarımı ve değerlendirme olmak üzere birbiriyle eşgüdümlü üç alt sistemden oluşan bir kavramsal model üzerinde incelenmektedir. UE'e geçiş süreci yanında; eğitsel, yönetsel ve teknolojik tasarımla, kurumsal hedeflere göre farklı coğrafî uzaklıklara yönelik eğitim için kullanılabilecek UE uygulama modelleri belirlenmektedir. Kavramsal modelin alt sistemlerinde, uzaktan eğitime geçiş sürecindeki kararlar, uzaktan eğitimin ekonomik, teknolojik ve etkinlik boyutları ile birlikte incelenmektedir. UE'e geçiş süreci ve bu yöndeki yapılanma için önerilen kavramsal model, Anadolu Üniversitesi Açık Öğretim Fakültesi'nin“İngilizce Öğretmenliği Lisans Programı”kapsamında, örnek bir uygulama ile desteklenmektedir. Örnek uygulamada, kavramsal model alt sistemleri ile birlikte söz konusu programın uzaktan sunumuna uyarlanmış ve daha çok örgün ve uzaktan uygulama modellerinin seçiminde maliyetlerin belirlenmesi ve ölçümüne ağırlık verilerek, farklı senaryolar üzerinde ekonomik ve yapısal farklılıkları incelenmiştir.

THE ABSTRACT OF DOCTORAL DISSERTATION TECHNOLOGY, COST, EFFECTIVENESS DIMENSIONS IN DISTANCE EDUCATION DECISIONS AND A CONCEPTUAL MODEL PROPOSAL FOR TRANSITION TO DISTANCE EDUCATION Nuray GİRGİNER Department of Business Administration Anadolu University Institue of Social Science, July 2001 Advisor: Prof.Dr. A.Ekrem ÖZKUL The developments in information technologies and the globalization trends along with change in almost every fields led the today's individual to lifelong learning. As a consequence of these a search has begun to offer post-secondary education as well as lifelong learning. Distance education (DE) respond to these searches which providing access to educational resources for the individuals in different places with different demografic and cultural backgrounds through the use of communication technologies and it is accepted as the education system of the new millenium. In order to fulfil the education demand by obtaining both structural and economic, pedagogic superiorites of DE, educational institutions must change. For such a change towards DE, the institutions must establish DE units within their internal structure to accomplish a structuring process. For this structuring process the institution makes some decisions which are sometimes contradictory at different stages to realize institutional objectives and goals. Analysis of economical, technological and effectiveness dimensions of DE decisions have great importance for the effective and efficient use of institutional resources and therefore right and consistent decisions will be reached. Research subject consists of determination of the different dimensions (technological, economical and efectiveness) of the decisions and the probable problems of the higher education institutions in the process of establishing DE. In connection with this subject in literature, some researches have been done so far aiming to compare theunit costs conventional education and distance education considering the general characteristics. However it has not been studied the dimensions of own DE in a strategic plan, which in process of transition to distance education and structuring in this tendency, with systematic approach as a whole. Research is devoted to remove this deficiency. The objective of the research is to study in a strategic planning setting concerned the construction of a distance education of a higher education institution which gives conventional education, having a purpose that give DE towards different geographical distances (local, national, international) and to expose the transition to DE in a conceptual framework using systematic approach. Such a conceptual model has been intended to be a guide to the other institutions which turns towards DE. In research process of transition to DE and institutional structuring related this, by using systematic approach in a strategic plan has been studied on a conceptual model is composed three sub-systems which consist of system analysis, system design and evaluation that coordinated each other. Besides process of transition to DE, through educational design, managerial design and technological design, it has been determined distance education application models that will can be use for education according to institutional goals towards different geographic distances. In sub-systems of conceptual model, decisions in process transition to DE have been studied along with economical, technological and effectiveness dimensions of DE. The conceptual model, has been proposed for process of transition to DE and structuring related it, has been supported with a sample application in which extent“English Teaching Undergraduate Programme”of Anadolu University Open Learning Faculty. In sample application, conceptual model together it's sub-systems has been adapted to this programme whose delivery distance and so far in selection of conventional and distance application models, by concentrating about determination and measurement of costs, the structural and economical differences of them have been studied on different scenarios.
