Özet

İkinci Dünya Savaşı'ndan sonra küresel bir fenomen olarak ortaya çıkan konut sorunu, Türkiye'de görülmüştür. Savaş sonrasının ekonomik sorunları, kırsalda yaşayanların geçim sıkıntısıyla yüzleşmesine ve büyükşehirlere göç etmesine sebep olmuştur. Bu iç göçlerde en çok tercih edilen şehir ise İstanbul'dur. 1940'ların ortalarından itibaren konut sorunu ve bu sorunla nasıl mücadele edileceği yalnızca mimarlık, şehircilik veya belediyecilik konulu mesleki yayın organlarında değil, günlük gazetelerde dahi tartışılmıştır. Merkezi otorite tarafından yürürlüğe konan bir dizi yasal düzenleme ve yerel yönetimin planlama çalışmaları ile İstanbul'da sosyal konut üretimine dair ilk adımlar atılmıştır. Konut sorunu kentsel barınma ihtiyacının sürekli bir ürünü olmakla birlikte, dönemsel olarak kriz boyutuna ulaşabilmektedir. 20. yüzyıl ortası İstanbul'undaki hızlı nüfus artışı ve beraberinde getirdiği gecekondulaşma riski, konut sorununu kriz ölçeğine taşımıştır. İstanbul'un konut kriziyle mücadelede görev alan pek çok kişi ve kurumun sürece sağladığı katkılar, kent tarihi için kritik önem taşımaktadır. Türkiye Emlak Kredi Bankası, İstanbul Belediyesi, yapı kooperatifleri gibi organizasyonlar farklı üretim modelleri geliştirerek İstanbul'da konut inşa etmiştir. Erken tarihli sosyal konut örnekleri, bir veya iki katlı tek aile evlerinden oluşan mahalle ölçeğindeki yerleşimlerdir. 1940'ların sonunda çok partili döneme geçiş ve sonrasında gelişen yeni ekonomik modellerin sağladığı imkanlar ve özellikle uzmanların tavsiyeleri doğrultusunda 1950'li yılların başından itibaren ise blok apartman tipolojisinde sosyal konut inşaatı başlamıştır. Zaman içinde ekonomik liberalizmin görünürlüğünün artmasıyla konut üretimi serbest piyasa ortamında gerçekleşebilmiş ve buna paralel olarak sosyal konut üretimi azalmıştır. İstanbul sosyal konutları, dönemin kentsel sınırlarının çeperinde veya dışında inşa edilmiş olmakla beraber hızlı kentleşmenin periferiyi ötelemesi, bu alanların merkezi nitelik kazanmasını sağlamıştır. İnşa edilmelerinin ardından geçen yaklaşık 60-70 yıllık zaman içinde kentle birlikte dönüşüme uğrayan sosyal konutların önemli bir kısmı günümüzün yoğun kent dokusu içinde kaybolmuş vaziyettedir. Uluslararası katılımlı, disiplinler arası ve devlet desteği ile yapılmış çalışmaların ürünü olan bu konut gruplarının belirlenmesi, tanıtılması ve koruma biliminin konusu olarak çalışılması önem taşımaktadır. Çalışma kapsamında yüzyıl ortası İstanbul'unda inşa edilmiş olan sosyal konutların ilk toplu envanteri çıkarılmış, tarihsel gelişim süreçleri ayrıntılı olarak incelenmiş ve kültürel miras olarak değerlendirilmiştir. Miras değerlerinin anlaşılması bağlamda modern mimarlığın ürünü olarak ele almış olup yasal koruma olasılıklarını tartışmak adına mevzuatla belirlenen tespit ve tescil değerlendirme kıstasları ışığında da ayrıca incelenmiştir. Öte yandan Paris İklim Anlaşması'nın imzalanmasının ardından ortaya çıkan ve inşaat sektörünün dönüşümünü öneren çeşitli hareketler ve girişimler analiz edilmiş, bu bağlamda İstanbul sosyal konutları için gelecek vizyonu planlanmıştır.

The housing crisis, which emerged as a global phenomenon in the aftermath of World War II, was also evident in Turkey. The economic challenges experienced in the postwar era compelled rural residents to confront financial constraints and migrate to major cities in search of opportunities. Istanbul emerged as the predominant destination for this internal migration. From the mid-1940s onwards, discourse on the issue of housing and the manner in which it might be addressed proliferated extensively within both professional journals specializing in architecture, urban planning and municipal administration, as well as within more general daily newspapers. A series of legal regulations enacted by the central government, in conjunction with planning efforts by local authorities, constituted the initial measures towards the production of social housing in Istanbul. The issue of housing is a perennial problem, arising from the necessity for urban accommodation. Periodically, however, this issue can reach crisis proportions. The rapid population growth in mid-20th-century Istanbul and the risk of shantytown formation that accompanied it elevated the housing problem to a crisis level. The contributions made by the many individuals and institutions involved in addressing Istanbul's housing crisis are of critical importance to the city's history. In order to address this need, various production models were developed by organizations such as the Türkiye Emlak Kredi Bank, the Istanbul Municipality, and housing cooperatives, with the aim of constructing housing in Istanbul. Early examples of social housing consist of neighborhood-scale settlements comprising one- or two-story single-family homes. Following the transition to a multiparty system in the late 1940s and the opportunities afforded by the new economic models that emerged thereafter – and particularly in line with experts' recommendations – the construction of social housing in the form of apartment blocks began in the early 1950s. Concurrently, as economic liberalization gained prominence, housing production underwent a transition to a free-market environment, resulting in a decline in social housing production. Although Istanbul's social housing units were originally constructed on the outskirts or beyond the city's boundaries of the time, rapid urbanization resulted in the periphery being extended further, thereby causing these areas to assume a central character. It is evident that, over the course of approximately 60 to 70 years since their construction, a significant proportion of these social housing units – which have undergone a process of transformation alongside the city – have become obscured within today's dense urban fabric. The identification, documentation and study of these housing complexes, which are the product of interdisciplinary, internationally collaborative and state-supported research, as a subject of conservation science, is of great importance. As part of this study, the first comprehensive inventory of social housing units built in mid-20th-century Istanbul was compiled; their historical development processes were examined in detail and evaluated as cultural heritage. In the context of understanding their heritage value, these structures were analyzed as products of modern architecture and were also examined in light of the identification and registration criteria established by legislation in order to discuss the possibilities for legal protection. In addition, a range of movements and initiatives that emerged in the aftermath of the Paris Agreement, which call for a transformation of the construction sector, were analyzed. A future vision for Istanbul's social housing was also formulated in this context.
