Özet
Bu çalışma; modern toplumların, bedenlerin disipline edildiği biyopolitik aygıtlardan, zihni hedef alan psikopolitik aygıtlara geçişini ele almaktadır. Neoliberal toplum, bireyi yalnızlaştıran ve toplumsal bağların aşınmasına neden olan yapısal değişimleri de beraberinde getirmiştir. Teknolojinin gelişmesi ve dijital araçların kontrolsüzce insan yaşamına dahil olduğu dijital toplumda gözetim, disiplin toplumunun biyopolitik aygıtları ve klasik panoptikonun ötesine geçerek iktidarın olumluluğun şiddetiyle hareket ettiği ve gözetimi içselleştiren, bireyin kendi kendini denetlediği bir forma dönüşmüştür. Psikopolitika böyle bir düzende, olumluluğun şiddetine maruz kalan bireyin kendi kendini disipline ettiği, gözetimi gönüllü olarak kabul ettiği ve içsel bir denetim mekanizmasının kurulduğu bir yönetimsellik durumunu ifade eder. Anlatılan bu çerçevede çalışmanın konusu, dijitalleşmenin gelişmesiyle birlikte enformasyonun, şeffaflığın ve hakikat sonrasının hâkim olduğu modern toplumda, egemenin psikopolitik aygıtlar ve yeni nesil manipülasyon stratejileriyle bireyleri kontrol etmesi ve kendi çıkarı doğrultusunda yönlendirmesidir. Çalışmanın amacı ise olumluluğun şiddetiyle hareket eden iktidarın, manipülasyon ve dezenformasyon teknikleriyle insanların zihinlerini ve duygularını nasıl sinsice kontrol ettiğini göstermektir. Çalışma, modern liberal demokratik toplumlarda psikopolitikanın işleme mantığını analiz etmekle sınırlı tutulmuş, karşılaştırmalı analiz yöntemi benimsenerek otokratik rejimlere ilişkin tespitlere de yer verilmiştir. Çalışmada, nitel araştırma yöntemine dayalı kavramsal/kuramsal analiz ve doküman incelemesi tekniği kullanılmıştır. Yapılan analiz sonucunda; güncel örnekler sunularak psikopolitikanın işleyiş pratiği gösterilmeye çalışılmış, tez konusunun ve elde edilen tespitlerin gelecek çalışmalara sağlayabileceği katkı vurgulanarak çalışma sonlandırılmıştır.

This study examines the transition of modern societies from biopolitical apparatuses that discipline bodies to psychopolitical apparatuses that target the mind. Neoliberal society has brought about structural changes that isolate the individual and cause the erosion of social bonds. In the digital society where technology has developed and digital tools have become uncontrollably integrated into human life, surveillance has gone beyond the biopolitical apparatuses of the disciplinary society and the classical panopticon, transforming into a form where power operates through the violence of positivity, and the individual internalizes surveillance and self-regulates. In such a system, psychopolitics refers to a form of governmentality in which the individual subjected to the violence of positivity disciplines themselves, voluntarily accepts surveillance, and establishes an internal mechanism of control. Within this framework, the subject of the study is how the dominant power controls and directs individuals in accordance with its own interests in modern society, where information, transparency, and post-truth dominate with the development of digitalization, through psychopolitical apparatuses and new generation manipulation strategies. The aim of the study is to demonstrate how power, operating through the violence of positivity, insidiously controls the minds and emotions of people through manipulation and disinformation techniques. The study is limited to analyzing the operational logic of psychopolitics in modern liberal democratic societies, while also incorporating findings on autocratic regimes through a comparative analysis method. The study utilizes qualitative research methods based on conceptual and theoretical analysis and document review techniques. As a result of the analysis conducted, the operational practice of psychopolitics has been demonstrated through contemporary examples, and the study concludes by emphasizing the potential contributions of the subject matter and findings to future research.
