Özet
Bu çalışma, Türkiye'de çalışma yaşamı bağlamında toplumsal cinsiyet söyleminin ulusal gazetelerde nasıl çerçevelendiğini ve bu çerçevelerin 2010–2025 yılları arasında nasıl değiştiğini incelemektedir. Araştırmanın temel amacı, kadınların çalışma yaşamındaki konumunun gazetelerde nasıl temsil edildiğini ve bu konumun hangi söylemsel çerçeveler aracılığıyla kurulduğunu anlamaktır. Bu doğrultuda çalışma iki temel analitik boyuta odaklanmaktadır. Birinci boyut, gazete söyleminde toplumsal cinsiyet eşitliği/eşitsizliği ile toplumsal cinsiyet adaleti/adaletsizliği çerçevelerinin görünürlüğünü ve bu iki çerçeve arasındaki ilişkiyi incelemektedir. İkinci boyut ise toplumsal cinsiyet eşitsizliğinin nedenlerinin kültürel ve yapısal çerçeveler üzerinden nasıl açıklandığını analiz etmektedir. Çalışma, gazetelerin yalnızca toplumsal olayları aktaran araçlar olmadığı aynı zamanda toplumsal anlamların inşasına katkı sunduğu varsayımına dayanmaktadır. Medya söylemi, toplumsal sorunların nasıl anlaşıldığını, bu sorunların hangi yönlerinin görünür hale geldiğini ve hangi çözüm yollarının daha meşru kabul edildiğini şekillendirmektedir. Bu nedenle gazetelerin kadınların çalışma yaşamındaki konumunu nasıl tartıştığı, toplumsal cinsiyet eşitsizliğine ilişkin daha geniş toplumsal ve örgütsel algıların anlaşılması açısından önem taşımaktadır. Bu bağlamda çalışma, kadınların işgücüne katılımını, işyerinde ayrımcılığı ya da örgütsel uygulamaları doğrudan ölçmemektedir. Bunun yerine bu konuların gazete metinlerinde nasıl temsil edildiğini, yorumlandığını ve çerçevelendiğini analiz etmektedir. Türkiye, bu çalışma açısından rastlantısal olarak seçilmiş bir bağlam değil analitik açıdan önemli bir inceleme alanıdır. 2010–2025 yılları arasında Türkiye'de toplumsal cinsiyet rejimi önemli siyasal ve söylemsel dönüşümler yaşamıştır. Eşitlik odaklı kurumsal çerçevelerin giderek aile merkezli yapılarla yer değiştirmesi, Türkiye'nin İstanbul Sözleşmesi'nden çekilmesi ve kadın haklarına yönelik devlet destekli karşıtlığın daha kurumsal hale gelmesi bu dönüşümün önemli göstergeleri arasında yer almaktadır. Bu gelişmeler yalnızca politika alanıyla sınırlı kalmamış, gazetelerin içinde hareket ettiği ve anlam ürettiği söylemsel ortamı da etkilemiştir. Çalışmanın 2010 yılından başlaması da bu nedenle analitik bir tercihtir. 2010 yılı, eşitlik söyleminin hâlâ görünür olduğu ancak aile merkezli çerçevelerin de güç kazanmaya başladığı bir döneme işaret etmektedir. Bu nedenle 2010 yılı, eşitlik ve adalet çerçeveleri arasındaki gerilimi ve dönüşümü izlemek için verimli bir başlangıç noktası sunmaktadır. 2002 sonrası siyasal dönüşüm mevcut literatürde kapsamlı biçimde ele alındığı için bu çalışmada yeniden incelenen bir konu değil, araştırmanın arka planını oluşturan bir bağlam olarak değerlendirilmektedir. Araştırmanın örneklemini Türkiye'de yayımlanan üç ulusal gazete oluşturmaktadır: Cumhuriyet, Hürriyet ve Sabah. Bu gazeteler, Türkiye medya alanında farklı editoryal yönelimleri temsil ettikleri için seçilmiştir. Cumhuriyet genel olarak eleştirel ve seküler bir yayın çizgisiyle ilişkilendirilirken, Sabah muhafazakâr ve iktidara yakın söyleme daha yakın konumlanmaktadır. Hürriyet ise daha ana akım ve merkezî bir yayın çizgisini temsil etmektedir. Bu üç gazetenin aynı dönem boyunca farklı editoryal yönelimlerini sürdürmesi, çalışma yaşamındaki toplumsal cinsiyet söyleminin yalnızca zaman içinde nasıl değiştiğini değil, aynı zamanda farklı ideolojik konumlarda nasıl farklı biçimlerde kurulduğunu karşılaştırmalı olarak incelemeyi mümkün kılmaktadır. Çalışma 2010–2025 yıllarını kapsamaktadır. Bu dönem, yalnızca kronolojik bir sınıflandırma amacıyla değil, siyasal bağlam, toplumsal cinsiyet politikaları ve medya söylemi arasındaki ilişkiyi daha sistematik biçimde izlemek amacıyla üç alt döneme ayrılmıştır: 2010–2015, 2016–2020 ve 2021–2025. İlk dönem, eşitlik söyleminin görünürlüğünü koruduğu ancak aile merkezli muhafazakâr söylemin de güç kazandığı bir evreyi temsil etmektedir. İkinci dönem, otoriter eğilimlerin derinleştiği ve bu eğilimlerin toplumsal cinsiyet tartışmaları üzerindeki etkilerinin daha görünür hale geldiği bir sürece karşılık gelmektedir. Üçüncü dönem ise Türkiye'nin İstanbul Sözleşmesi'nden çekilmesinin ardından kadın haklarına yönelik karşıtlığın daha açık biçimde kurumsallaştığı, toplumsal cinsiyet rolleri, aile ve ahlak etrafındaki tartışmaların kamusal söylemde yoğunlaştığı yılları kapsamaktadır. Araştırma, Entman'ın çerçeveleme teorisi ve Acker'ın eşitsizlik rejimleri kuramı temelinde tasarlanmış, boylamsal bir içerik analizi olarak kurgulanmıştır. Cumhuriyet, Hürriyet ve Sabah gazetelerinden 2010-2025 yılları arasında derlenen toplam 2.938 kodlu bölüm, MAXQDA programı kullanılarak analiz edilmiş ve gazete metinleri araştırma soruları doğrultusunda geliştirilen bir kodlama sistemiyle incelenmiştir. Kodlama sistemi iki temel analitik düzey etrafında yapılandırılmıştır. İlk düzeyde, çalışma yaşamına ilişkin toplumsal cinsiyet söyleminin eşitlik/eşitsizlik ya da adalet/adaletsizlik çerçeveleri üzerinden nasıl kurulduğu incelenmiştir. İkinci düzeyde ise toplumsal cinsiyet eşitsizliğinin nedenlerinin kültürel ve yapısal çerçeveler aracılığıyla nasıl açıklandığı analiz edilmiştir. Eşitlik/eşitsizlik çerçevesi kadınların çalışma yaşamındaki konumunu haklar, fırsatlar, ayrımcılık ve temsil üzerinden ele alırken; adalet/adaletsizlik çerçevesi hakkaniyet, toplumsal roller, aile sorumlulukları ve ahlaki değerler etrafında şekillenmektedir. Türkiye bağlamında adalet çerçevesi, farklı dönemlerde eşitlik dilini dönüştüren, onun yerine geçen ya da onunla eş zamanlı var olan bir söylem olarak işlev görmesi bakımından özel bir analitik önem taşımaktadır. Kültürel çerçeveler eşitsizliği toplumsal normlar, geleneksel cinsiyet rolleri ve erkek egemen zihniyet üzerinden açıklarken; yapısal çerçeveler kurumsal destek eksikliği, sınırlı istihdam olanakları ve karar alma süreçlerindeki engeller gibi örgütsel mekanizmaları ön plana çıkarmaktadır. Bulgular, 2010–2025 yılları arasında çalışma yaşamına ilişkin toplumsal cinsiyet söyleminin büyük ölçüde toplumsal cinsiyet eşitliği/eşitsizliği çerçevesi etrafında kurulduğunu göstermektedir. Gazeteler, kadınların çalışma yaşamındaki konumunu çoğunlukla haklar, fırsat eşitliği, ayrımcılık, istihdam, kamusal katılım ve temsil gibi konular üzerinden tartışmıştır. Bu bulgu, Türkiye'de daha geniş siyasal ve toplumsal söylem önemli ölçüde değişmiş olsa da kadınlar ve çalışma yaşamına ilişkin gazete tartışmalarında eşitlik temelli dilin hâlâ baskın bir çerçeve olarak işlediğini göstermektedir. Eşitlik/eşitsizlik çerçevesine kıyasla daha sınırlı görünürlüğe sahip olsa da adalet/adaletsizlik çerçevesi gazete söyleminden tamamen kaybolmamaktadır. Bu çerçeve belirli dönemlerde ve belirli gazetelerde daha fazla görünür hale gelmektedir. Bu durum, iki çerçeve arasındaki ilişkinin basit ve doğrusal bir gelişim izlemediğini, siyasal bağlam ve editoryal yönelimler tarafından şekillendiğini göstermektedir. Adalet/adaletsizlik çerçevesi özellikle kadınların rolleri, aile, ahlak ve toplumsal düzen merkezli tartışmalarda belirginleşmektedir. Çalışmanın bir diğer önemli bulgusu, toplumsal cinsiyet eşitsizliğinin nedenlerini açıklamada kültürel çerçevelerin yapısal çerçevelere kıyasla daha baskın olmasıdır. Gazete metinleri, kadınların çalışma yaşamında karşılaştığı sorunları sıklıkla toplumsal roller, geleneksel beklentiler, erkek egemen tutumlar, aile sorumlulukları ve kültürel normlar üzerinden açıklamaktadır. Bu durum, cinsiyet stereotiplerini görünür kılabilmekle birlikte, eşitsizliği öncelikle kültürel ya da ahlaki bir sorun olarak sunarak kamusal tartışmanın kapsamını daraltma riski de taşımaktadır. Kurumsal destek eksikliği, sınırlı istihdam olanakları, eğitime erişimde eşitsizlik, karar alma süreçlerinde zayıf temsil ve yetersiz işyeri politikaları gibi yapısal çerçeveler de gazete metinlerinde yer almaktadır; ancak bu çerçeveler kültürel açıklamalara göre daha sınırlı düzeyde görünür olmuştur. Bu sınırlı görünürlük, çalışma yaşamındaki toplumsal cinsiyet eşitsizliğinin kurumsal ve sistemik boyutlarının gazete söyleminde görece daha az dikkat çektiğini göstermektedir. Bu çalışma kavramsal, bağlamsal ve metodolojik olmak üzere üç düzeyde katkı sunmaktadır. Kavramsal düzeyde, cinsiyet eşitliği/eşitsizliği ile adalet/adaletsizliği çerçevelerini analitik olarak ayırarak bu iki çerçeve arasındaki söylemsel dönüşümü ampirik düzeyde izlemeyi mümkün kılmaktadır. Bağlamsal düzeyde, Türkiye'nin 2010-2025 arasındaki özgün siyasal dönüşümünü söylem analizi için üretken bir zemin olarak kullanmaktadır. Metodolojik düzeyde ise Türkiye'de bu ölçekte nadir olan, on beş yıllık dönemi kapsayan boylamsal ve karşılaştırmalı bir çerçeveleme analizi sunmaktadır.

This study examines how gender discourse in the context of working life is framed in national newspapers in Türkiye and how these frames changed between 2010 and 2025. The main purpose of the study is to understand how the position of women in working life is represented in newspapers and which discursive frames are used to construct this position. In this regard, the study focuses on two main analytical dimensions. The study focuses on two dimensions. The first looks at how two types of framing 'gender equality/inequality' and 'gender justice/injustice' appear in newspaper coverage and how they relate to each other. The second examines whether gender inequality is explained through cultural or structural causes. The study is based on the idea that newspapers do not only report social events but also contribute to the construction of social meanings. Media discourse shapes how social problems are understood, which aspects of these problems become visible, and which solutions appear more legitimate. Therefore, the way newspapers discuss women's position in working life is important for understanding broader social and organizational perceptions of gender inequality. In this context, the study does not directly measure women's labour force participation, workplace discrimination, or organizational practices. Instead, it analyses how these issues are represented, interpreted, and framed in newspaper texts. Türkiye represents an analytically significant context for this study rather than an arbitrarily chosen one. Between 2010 and 2025, Turkey's approach to gender policy changed significantly. Equality-based frameworks were gradually replaced by family-centred ones, the country withdrew from the Istanbul Convention, and opposition to women's rights became increasingly institutionalized by the state. These developments were not confined to the policy domain; they also shaped the discursive environment in which newspapers operate and produce meaning. The fact that the study begins in 2010 is therefore an analytical choice. 2010 marks a period when the discourse of equality was still visible, but family-centered frameworks were also beginning to gain strength. Therefore, 2010 offers a fruitful starting point for tracing the tension and transformation between the frameworks of equality and justice. Since the political transformation after 2002 has been extensively addressed in the existing literature, it is not a subject re-examined in this study, but rather considered as a context forming the background of the research. The sample of the research consists of three national newspapers in Türkiye: Cumhuriyet, Hürriyet, and Sabah. These newspapers were selected because they represent markedly different editorial orientations and occupy distinct positions in the Turkish media landscape. Cumhuriyet is generally associated with a critical and secular editorial line; Sabah is positioned closer to conservative and pro-government discourse; Hürriyet occupies a more mainstream and centrist position. The fact that these three newspapers maintained such divergent editorial lines throughout the same period makes it analytically possible to examine not only how gender discourse in working life evolved over time, but also how it was differently constructed across ideological positions. The study covers the years between 2010 and 2025. This period is divided into three sub-periods 2010-2015, 2016-2020, and 2021-2025 not merely as a chronological classification but as an analytical choice designed to trace the relationship between political context, gender policy, and media discourse more systematically. The first period represents a phase in which equality discourse remained visible while family-centred conservative discourse gained ground. The second period corresponds to the deepening of authoritarian tendencies and their increasingly visible effects on gender-related debates. The third period represents the years following Türkiye's withdrawal from the Istanbul Convention, when opposition to women's rights became more openly institutionalized and debates on gender roles, family, and morality intensified in public discourse. Drawing on Entman's framing theory and Acker's inequality regimes framework, the research is designed as a longitudinal content analysis. A total of 2,938 coded segments from Cumhuriyet, Hürriyet, and Sabah newspapers were analysed using MAXQDA, and newspaper texts were coded through a system developed in line with the research questions. The coding system was organized around two main analytical levels. At the first level, the study examined whether gender discourse in working life was framed through equality/inequality or justice/injustice. At the second level, the study analysed how the causes of gender inequality were explained through cultural and structural frames. The equality/inequality frame discusses women's position in working life through rights, opportunities, discrimination, representation, and participation. The justice/injustice frame, by contrast, centres on fairness, social roles, family responsibilities, moral values, and gender differences. In the Turkish context, the justice frame carries particular analytical significance: it has functioned at different times as a discourse that transforms and recodes the language of equality, as an alternative that displaces equality discourse when the latter loses political ground, and as a framework that coexists alongside equality discourse simultaneously. Which of these frames dominates, and under what political and editorial conditions, is one of the central questions this study aims to answer. The second level of analysis focuses on cultural and structural explanations of gender inequality. Cultural frames explain inequality through social norms, traditional gender roles, male-dominated mentalities, family expectations, motherhood, and care responsibilities. These frames present gender inequality as a problem rooted in social values, cultural habits, and gender stereotypes. Structural frames, by contrast, explain inequality through institutional mechanisms such as inadequate support systems, low female labour force participation, unequal access to education, and barriers to representation and decision-making. Structural frames make visible the role of institutions, policies, labour market structures, and organizational practices in producing and maintaining gender inequality. The findings show that between 2010 and 2025, gender discourse in working life was predominantly framed around gender equality/inequality. Newspapers mostly discussed women's position in working life through issues such as rights, equal opportunities, discrimination, employment, public participation, and representation. This suggests that equality-based language remained the dominant frame in newspaper coverage of women and working life, even as the broader political and social discourse in Türkiye shifted considerably over the period. Although less visible than the equality/inequality frame, the justice/injustice frame does not disappear from newspaper discourse. It gains prominence in particular periods and in particular newspapers, indicating that the relationship between the two frames is shaped by political and editorial context rather than following a simple linear trajectory. The justice/injustice frame becomes especially visible in discussions centred on women's roles, family, morality, and social order. Another important finding is that cultural frames are more dominant than structural frames in explaining the causes of gender inequality. Newspaper texts frequently explain the problems women face in working life through social roles, traditional expectations, male-dominated attitudes, family responsibilities, and cultural norms. While this can make gender stereotypes visible, it may also narrow the scope of public debate by presenting inequality primarily as a cultural or moral issue rather than a structural one. Structural frames covering issues such as lack of institutional support, limited job opportunities, unequal access to education, and weak representation also appear in the texts, but less frequently. This suggests that the systemic dimensions of gender inequality in working life receive comparatively less attention in newspaper coverage. The study makes contributions at three levels: conceptual, contextual, and methodological. At the conceptual level, it enables the empirical tracing of the discursive shift between equality/inequality and justice/injustice frames by treating them as analytically distinct. At the contextual level, it uses Türkiye's distinctive political transformation between 2010 and 2025 as a productive ground for discourse analysis. At the methodological level, it offers the first longitudinal and comparative framing analysis of this scope conducted in the Turkish context, covering a fifteen-year period. The theoretical framework of the study draws on two complementary bodies of scholarship. Entman's framing theory (1993) provides the primary analytical lens, defining frames as the process of selecting certain aspects of perceived reality and making them more salient in communication texts. Applied to newspaper discourse, this approach treats framing not merely as a journalistic choice but as a mechanism through which social problems are defined, their causes are diagnosed, moral judgments are assigned, and remedies are suggested. Acker's inequality regimes framework (2006, 2012) adds to this by showing how organizations and institutions including media reproduce gendered inequalities through everyday practices, representations, and legitimating discourses. Together, these frameworks treat newspapers not as mirrors of social reality but as active participants in constructing the meaning of gender inequality in working life. The data collection and analysis process was designed to ensure systematic comparability across newspapers and time periods. News articles were retrieved from the digital archives of the three newspapers using keyword searches related to gender, women, and working life. The retrieved texts were imported into MAXQDA using the Web Collector extension and coded according to the two-level coding system described above. To ensure coding reliability, an intercoder agreement procedure was carried out with an independent researcher using MAXQDA's built-in intercoder agreement function, evaluating agreement across three criteria: code occurrence, code frequency, and segment-level code overlap. Disagreements were resolved through discussion, and the codebook was refined before the main coding process was completed. The three sub-periods 2010-2015, 2016-2020, and 2021-2025 were defined as analytically meaningful phases corresponding to identifiable shifts in Türkiye's gender politics. Among the three newspapers, Hürriyet contributed the largest share of coded segments, followed by Cumhuriyet and Sabah. Given this uneven distribution, findings are reported in both absolute frequencies and proportional shares to enable meaningful cross-newspaper comparisons. The periodization of findings reveals important temporal dynamics. The first period (2010-2015) was characterized by a dominant equality/inequality frame and high cultural framing through the male-dominated mentality theme, particularly concentrated in Hürriyet. The second period (2016-2020) showed a marked decline in the total volume of coded content across both frame types, which may reflect the narrowing of the discursive space for gender-related debate during the years of political consolidation. Despite this contraction, the justice/injustice frame became proportionally more visible compared to the first period, with Sabah as its primary carrier. The third period (2021-2025) produced the largest share of coded content, corresponding to the intensification of public debates following Türkiye's withdrawal from the Istanbul Convention. In this period the equality/inequality frame remained dominant, but the volume of both cultural and structural framing increased significantly. The justice/injustice frame also became particularly prominent in 2025, mainly in Cumhuriyet and Hürriyet, suggesting that its use in these newspapers carried a critical rather than a conservative connotation. Across the three newspapers, the dominance of cultural frames was consistent, yet notable editorial differences emerged in the specific sub-themes emphasized. In Sabah, cultural framing was heavily concentrated on the male-dominated mentality theme, reflecting a tendency to attribute gender inequality primarily to attitudinal and normative factors. In Hürriyet, the assigned gender roles theme gained particular prominence, pointing to a greater emphasis on the structural dimension of role expectations. Cumhuriyet stood out for the visibility of the leaders' attitudes/rhetoric theme within its cultural framing, suggesting a stronger focus on political agency and accountability in relation to gender inequality. Regarding structural frames, Hürriyet and Cumhuriyet concentrated on inadequate support mechanisms, while Sabah placed comparatively greater emphasis on women's limited participation in working life. These within-newspaper differences indicate that while the three newspapers shared a broadly similar framing logic, they produced distinct emphases reflecting their respective editorial orientations. These findings carry implications for both research and practice. The persistent dominance of cultural explanations in newspaper discourse suggests that media representations of gender inequality in working life tend to locate the problem in norms, mentalities, and role expectations rather than in institutional structures and policy mechanisms. While cultural framing can make normative dimensions of inequality visible and open to critique, an exclusive reliance on it risks framing solutions primarily as a matter of awareness-raising and mindset change. This may inadvertently push aside discussions of structural remedies such as pay transparency, parental leave, childcare, and organizational accountability. The interplay of cultural and structural frames, as this study shows, highlights the need for a multi-level approach when examining how media discourse contributes to the reproduction or contestation of gender inequality in organizational contexts.
