Özet
ÖZET Tezimizde ideal bir örgüt yapısının nasıl olması gerektiği ortaya konmuş,örgütsel davranışla ilgili yaklaşımlar kısaca ele alınmıştır.Dünyada ve Türkiye'deki gelmiş geçmiş öğretmen örgütlerini uluslararası hukuki dayanaklar ışığında gözden geçirmiş,mevcut örgütlenmelerin kronolojik bir tasnifi yapılmaya çalışılmıştır. Ayrıca sivil toplum örgütlerinin gelişmesinin öğretmen örgütlenmelerine etkileri ortaya çıkarılmıştır. Çalışmamızda mesleki kültür ve mesleki etik ele alınmış,bu unsurların öğretmen örgütlenmelerinde etkiliği irdelenmeye çalışılmıştır.Bunun yanında teknolojik gelişmelerin öğretmen örgütlenmesinde ne gibi etkiler yaptığı ortaya konmuştur. Ülkemizdeki öğretmen örgütleri hukuki,sosyal,kültürel ve ekonomik yönden İncelenmiş, mevcut öğretmen örgütleri ele alınıp,çalışmaları ortaya çıkarılmıştır. Tez çalışmamızda mevcut örgütlenmeler göz önüne alınmış,ideal bir örgüt yapısının ortaya çıkarılmasına çalışılmıştır.Bunu yaparken etkililiği bilinen modeller incelenmiş,ülkemiz öğretmenlerine yönelik örgüt yapısı ortaya çıkarılmıştır. Öğretmenlik mesleğinin topluma ve ülkemize yararlan düşünülerek,birlik,beraberlik ve etik açıdan ideal bir örgüt yapısı olarak“Türkiye Öğretmenler Birliği”ve“İl Öğretmenler Birliği”model olarak sunulmuştur. Çalışmamızda bu modeli sunmadan önce yerli ve yabancı literatür taranmış, örgüt geliştirmeyle ilgili çalışmanın çatısı ortaya çıkarılmıştır. Sunulan modelde öğretmenlerin bir çatı altında toplanarak, verimliliğin dolayısıyla toplam kalitenin alt yapısına zemin hazırlanmıştır. Sunulan bu modelle öğretmenlerin verimliliği artacak, ekonomik,sosyal ve kültürel açıdan ülkemiz önemli yararlar sağlayacaktır. Ayrıca ülkemizin gelişmesinde çok büyük katkısı olan öğretmenlerin çalışmaları bu modelle daha da artacaktır. Tezimizde önerdiğimiz model ilgililerce göz önüne alınıp gereği yapılırsa bundan ülkemiz büyük yararlar sağlayacaktır. xvm

SUMMARY In our thesis we have demonstrated how the structure of an ideal organization should be and we have dealt with approaches of organizational behaviors. Teacher associations and organizations of the past and the present in the world and in Turkey have been examined with regard to their legal foundations and the chronological classification of the current organizations has attempted to be elaborated. Furthermore, the effect of the development of the civil public organizations on teacher associations has been demonstrated. The thesis is dealing with professional culture and professional ethics and the effect of these elements upon teacher associations. In addition, the effects of the technological development upon teacher associations have been demonstrated. The teacher associations in our country have been examined from their legal, cultural and economic aspects and the working of the present teacher associations have been shown. We have concentrated on the current associations and tried to find out how an ideal organizational structure should be. In doing this, we have examined models the efficiency of which is renown and we have discovered the organizational structure that is the best- fitting to our country. Bearing in mind the benefits of the teaching profession to the society and to our country, we have presented“Türkiye Öğretmenler Birliği”(“Teacher Association of Turkey”) and“ti Öğretmenler Birliği”(“Local Teacher Association”) models as the ideal organizational structure from the aspects of unity, community and ethics. Before presenting this model in our research, we have worked through national and foreign literature and determined the frame of organizational development. In the present model, we have prepared a platform for teachers where they can gather and improve efficiency and thus total quality. In this model, the efficiency of teachers will increase and result in : social and cultural benefits for our country. Furthermore, the efforts of our teachers who have a great of effect on the development of our country will still increase with this model. We hope that the model we suggest in our thesis will be examined and consequent actions be taken by the authorities, thus leading to great benefits for our country. XEX
