Özet
ÖZET Jandarma astsubay yetiştirme sistemleri; Jandarma Astsubay Meslek Yüksek Okulu, Jandarma Astsubay Temel Kursu ve Sözleşmeli Bayan Astsubay Kursundan oluşmaktadır. Mevcut durumda hem astsubay yetiştirme sistemleri arasında hem de kaynakları arasında farklılıklar olduğu görülmektedir. Araştırmada, bu farklılıkları ortaya koymak amacıyla astsubay yetiştirme sistemlerinin her birinin hukuki dayanakları, kaynakları, giriş koşulları, eğitim ve öğretim programları, eğitim safha ve süreleri incelenmiştir. Araştırmanın amacı, jandarma astsubay yetiştirme sistemini ve eğitim sürecini iyileştirmeye ve geliştirmeye yönelik bir sonuç elde etmektir. Bu amaçla Jandarma Okullar Komutanlığında her üç sistemde de görev yapan eğitici ve yöneticilere anket uygulanmış ve astsubay yetiştirme sistemlerinin eğitim sürecine ilişkin eğiticilerin ve yöneticilerin değerlendirmeleri analiz edilmiştir. Analiz sonuçlarından elde edilen bulgular ışığında değerlendirme yapılarak öneriler getirilmeye çalışılmıştır. Uygulanan ankette her bir sistemin derslerinin süre ve içeriklerinin yeterlilik düzeyi, mesleki değerleri benimseme düzeyi ile astsubay yetiştirme sisteminin değerlendirmeye yönelik ifadelere katılma düzeyi araştırılmıştır. Ayrıca açık uçlu sorularla eğitici ve yöneticilerin kişisel görüşleri alınmaya çalışılmıştır. Sonuç olarak, ankete katılan eğitici ve yöneticilere göre; astsubay yetiştirme sistemlerinin, derslerin süre ve içerikleri ve mesleki değerleri benimseme düzeyi ile ilgili önemli bir sorunu olmadığı, ancak kaynak ve yetiştirme konularında farklılıklar göstermesinin sorun olarak görüldüğü söylenebilir. Ankete katılan eğitici ve yöneticilere göre, standart bir astsubay yetiştirme sistemine geçilldiği takdirde sorunların çözülebileceği söylenebilir.

ABSTRACT Gendarme NCO education systems consist of Gendarme Profession Academy, Gendarme NCO Base Course and Contractual Mrs. NCO Course. In present circumstance, there are differences both in NCO education systems and the cadet sources of the systems. In this research, to bring up these matters into view, each of the NCO education systems lawful foundations, cadet sources, joining in conditions to the systems, education programs, education stages and periods are studied. The aim of this research is to acquire a conclusion directed towards to improve and advance the education system of NCOs and the education period of the systems. With this aim, a questionnaire has been applied to the educators and directors who has been on duty in every three NCO education system in Gendarme Schools Command and the evaluations of the educators and directors have been analyzed. It has been tried to make evaluations and suggestions on the base of the results of the analysis. In the questionnaire which has been applied, each of the systems level of the periods and contents of the lessons' adequacy, level of the appropriation of professional values and level of the approval of the educators and directors to the expressions related to the evaluations of the NCO education system have been researched. In addition, educators' and directors' private opinions have been sought by unrestricted questions. In conclusion, it can be said that there are not problems with the periods and the contents of the lessons and the appropriation level of the professional values in the education systems of the NCOs according to the educators and directors who has taken part in the questionnaire, however, the differences between NCO education systems and their cadet sources are seen a problem. It can be said that solutions to these problems can be by passing a standard education system of gendarme NCOs, according to the educators and the directors who has taken part in the questionnaire.
