ISO 9000:2000 REVİZYONUNUN GETİRDİĞİ YENİLİKLER VE KOBİ'LERE YANSIMALARI ÖZET Bu çalışmada, Türkiye'nin ekonomik gelişmesinde önemli rol oynayan KOBİ'lerin ISO 9000:2000 belgesini alım sürecinde elde ettikleri deneyimlerden yararlanarak, henüz bu konuda çalışmaya başlamamış işletmelere yol göstermek, karşılaşacakları olası fayda ve zararları belirtmek, sistem kuruluşu sırasında önlerine çıkabilecek engelleri ortaya koymak amaçlanmıştır. Bu amaca hizmet etmek üzere bir veri toplama formu oluşturulmuş, bu form çeşitli sektörlerde faaliyet gösteren ISO 9000:2000 kalite güvence sistemi kurma çalışmalarım tamamlamış belge sahibi toplam 53 küçük ve orta ölçekli kuruluşa uygulanmıştır. Anketler ile ulaşan veriler, NCSS 97 programıyla, sıklıklar ve değişkenler arasındaki ikili ilişkiler açısından incelenmiştir. Yapılan saha çalışması göstermiştir ki, KOBÎ'lerimizin salt ana müşteri zorlamasıyla veya reklam amacıyla belge almak isteyecekleri ve altyapı, teknolojik düzey, nitelikli işgücü yetersizliği gibi olumsuzluklar nedeniyle ISO 9000:2000 Kalite Yönetim Sistemi 'nin bu işletmelerde olumlu etki göstermeyeceği şeklindeki endişeler yersizdir. Ancak KOBÎ'lerde ISO 9000:2000 Kalite Yönetim Sisteminden beklenen yararların sağlanabilmesi için, Uygun kaynaklar, eğitim, talimatlar, doğru çevre koşullan, motivasyon ve kontroller sağlanmalıdır. Personelin yapılacak işi doğru seçmesine yardım edecek prosedürler, standartlar ve talimatlar önceden planlanarak ilan edilmelidir. Kalite el kitabı, yöntemler, iş talimatları gibi belgeler sürekli gözden geçirilmeli ve uygulamalar yenilenmelidir. Tüm temel işlemlerin kayıtlan tutulmalıdır. İlgili personele kendi işlerini kontrol etmek için araçlar verilmelidir. Uygunsuzlukların ve sapmaların belirlenmeli ve düzeltici-önleyici çalışmalar yapılmalıdır. Malzeme satın alınmasından son tüketiciye ulaşıncaya kadar her safhada izlenebilmelidir. Sürekli geliştirme fikri benimsetilmelidir. Üst yönetim süreci desteklemelidir. xı

THE INCOMING INNOVATIONS BY THE REVISION OF ISO 9000: 2000 AND THE REFLECTIONS ON THE SME'S. SUMMARY In this work, it has been aimed to lead the way to the inexperienced business enterprises, to specify the possible benefits and losses in business and to point out the bottleneck situations during the system establishment by taking advantage of the experiences of SME's, in the ISO 9000:2000 certification process, that greatly help in the economic development of Turkey. A questionnaire survey was conducted to serve to this aim. This quastionnaire survey was applied to 53 SME's, which are from different sectors and has completed the implementation of the ISO 9000:2000 Quality Assurance System and obtain the ISO 9000:2000 Certificate. Collected data was analized by NCSS 97 Statistical Program concerning the belateral relations between variables and frequencies. In the field study, it has been proved that the concerns stating that our SME's may demand certificates either through the implication by the sole main customers or advertisement specified situations and that ISO 9000:2000 Quality Management System will not treat these business enterprises affirmatively due to the insufficiency in infrastructure, technological level and qualified employees, are irrelevant. However, in order that the expected benefits from ISO 9000:2000 Quality Management System be achieved, the required are as follows: Adequate resources, training, instructions, environmental conditions, motivation and controlling mechanism should be provided. Procedures, standarts and instructions,that help to employees to choose the right job to do, should be planned and announced. The documents such as quality hand book, methods and job instructions should be reviewed regularly and the applications should be renewed. All the major processes should be recorded. The equipment should be given to the related employee in order to control their own jobs. The deviations and errors should be determined. Checking and correcting mechanism should be applied. Material should be monitored through all the phases, from purchasing of to the delivering to the final customer. The philosophy of the continuous improvement should be adopted. Top management should support the process. xn
