Özet

ABSTRACT Turkish Ministry of National Education plans to evaluate the performance of primary school administrators by 360-degree performance evaluating system. This system, usually used in private sector foundations, aims the employee's performance to be evaluated by different groups in given criteria and the results to be given back to the employee in a report. In this study, we investigate the performance levels of primary school administrators. The criteria of performance evaluation are situated under the dimensions of decision-making, planning, organizing, communicating, affecting, coordinating and evaluating. The students who participated in the survey research are 6th, 7th and 8th grade students. Sex and grade are accepted as the independent variables for students. The educators who participated in the survey research are teachers, school administrators, inspectors, and 1st chief of school administrators. Duty is accepted as the independent variable for educators. Besides, sex, seniority and branch are accepted as the independent variables for teachers. The results show that students evaluate the school administrators at the“middle”level in decision- making, planning and evaluating dimensions and at the“sufficient”level in affecting and connecting dimensions. The independent variables sex and grade do not make a significant difference in students' evaluations. As accepted, the highest score averages are given to school administrators by themselves. In the evaluating dimension, the school administrators evaluate themselves more sufficiently than the teachers and inspectors do. In affecting dimension, they evaluate themselves more sufficiently than the 1st chief of school administrators does. Considering the sex as an independent variable for teachers, the men evaluate the school administrators more sufficiently than the women do in the planning and connecting dimensions. On the other hand, the seniority and the branch as the independent variables do not make a significant difference in teachers' evaluations.
