Özet
İnsan topluluklarının tarihsel süreç içerisinde ilerlerken bir devlet çatısı altında toplandıkları görülür. İlk çağlardan bu yana devletin biçimi insanoğlunun kat etmiş olduğu sosyal, ekonomik ve siyasal gelişmelerle şekillenmiştir. Çalışmamızın amacı, devletin geçmişten bugüne geçirmiş olduğu evreleri çağının sosyal ekonomik ve siyasi koşullarının ışığı altında ele alarak sosyal devlet anlayışına dek olan süreci ortaya koymak ve insanlık için en ideal olanı bulmaya yönelik anlayışı gözler önüne sermektir. Literatür taraması yöntemiyle gerçekleştirilen çalışmamız iki bölümden oluşup ilk bölümde devletin kaynağı, niteliği, tanımı ve zorunlu unsurları ele alınmış ve farklı düşünürlerin devlete yaklaşımını açıklayan görüşlerine yer verilmiştir. İkinci bölümde ise devletin geçirmiş olduğu siyasal ve tarihsel gelişim anlatılmıştır. Bu çalışma devletin sosyal devlet aşamasına kadar ve sosyal devlet dahil yapılmıştır. İlkel dönemden tarıma geçiş ile uygar topluma doğru adım atılmıştır. Bu aşama devletin ortaya çıkmasına sahne olmuş ve tarımdan sanayiye geçiş ile de ulus devletler meydana gelmiş ve modern devlet oluşarak sırasıyla önce temel hak ve özgürlükler, sonra siyasi haklar ile seçme seçilme hakkı ve son olarak da sosyal haklar gelişmiştir. Sosyal devlet, sosyal hak ve özgürlükleri yaşama geçirmeyi, bunları anayasa ve yasalarda tanıyıp güvence altına almayı amaçlar. İnsan lehine gelişen ve değişen bu devlet anlayışının başarısı öncelikle hukukun üstünlüğüne inanılmasına, kuvvetler ayrığılığı prensibinin uygulanmasına ve yöneticilerin bunu içselleştirmesine bağlıdır. Bu varılan son nokta değildir devlet gelecekte de gelişimini sürdürerek anlam ve boyutlarını insan lehine geliştirecektir ve geliştirmelidir.

During the historical process human communities occur to be gathered under the umbrella of a state. Since the early age the form of state is shaped by the social, econimical and political developments humanity passed. The aim of this study is to accent the stages of the state undergone begiining from the first age. These stages will be discussed by considering the economical and political conditions at each age. We also aim to display the way to find the ideal form of government.Our study is made by literature screening and consists of two parts. In the first part we discussed the sources, quality, definition and obligatory elements of the state. The approaches of different philosophers to the state are also recited. The second part is focused on political and historical development of the state. This study involves all the stages including social state.Passing from primary age to the agricultural community is the first step to civilisation. This initiated the first forms of states. The national state is a consequence of the transformation from agricultural to industrial community. As a result of modern states basic rights and freedoms, political rights such as the right to elect and to be elected, finally social rights occured. Social state aims to actualise the social rights and freedoms, intends to recognize and secure these in constitutions and basic laws. The success of the developing and changing understanding of state depends primarily on believing in superiority of law, implementing the principle of seperation of powers and on interiorising of these by the governors. It is not the last stage. By continuing to develope in the future the state will enchance its meanings and dimensions for the humanity; it must be.
