KENTİÇİ RAYLI SİSTEM ARAÇ OPERATÖRLERİNİN ÇALIŞMAŞARTLARININ İNCELENMESİ VE PERFORMANS DEĞERLEMESİSTEMİNİN KURULMASIAtilla İPEKÖZETBüyük şehirlerimizde son zamanlarda yaygınlaşmaya başlayan şehiriçi raylıulaşım sistemlerinin öncelikli amacı, güvenli, konforlu, hızlı ve ekonomik bir ulaşımhizmeti sağlamaktır. Bu amaçların gerçekleştirilmesi yolunda en kritik rol, araçlarınsevk ve idaresini sağlayan operatörlere düşmektedir. Doğru seçilmiş, iyi eğitilmiş vegüdülenmiş raylı sistem araç operatörleri ile belirlenen hedeflere ulaşılabilir. Bunedenle, işletmeler için kritik bir öneme sahip olan operatörlerin çalışma koşullarınınideal bir düzeye getirilmesi ve iş performanslarının izlenmesi kaçınılmaz birzorunluluktur. Bu çalışmada, raylı sistem araç operatörlerinin çalışma koşullarıincelenmekte ve iş performanslarının ölçülmesi amacına yönelik performans değerlemeyaklaşımı önerilmektedir.

EXAMINING WORKING CONDITIONS OF URBAN RAIL TRANSIT SYSTEMOPERATORS AND SETTING UP PERFORMANCE APPRAISAL SYSTEMAtilla IPEKSUMMARYThe prior aim of railway transportation systems, which pass through the citiesand which is being more common recently especially in our big cities, is to provide asafe, comfortable, fast and economic service of transportation. The operators whoensure the consignment and control of the vehicles play the most critical role atcarrying out these goals. The targets determined in the management can be achievedbe help of railway system operators which are well-chosen, well educated andmotivated. Thus, it is an indispensible essentiality that working conditions of theoperators who are critically important for managements should be brought to anideal level and their working performance should be followed.In this study, the working conditions of vehicle operators of railway systems havebeen examined and a performance evaluation approach has been recommended toassess their performance.
