Doç Dr. Salih BARIŞIKTez Türü, Yılı : Yüksek Lisans Tezi, 2005Sayfa Adedi : 122ÖZETBu çalışmada Türkiye'de bütçe açıklarının makroekonomik değişkenlerüzerindeki etkileri, Yapısal Olmayan Vektör Otoregresyon (VAR) yöntemikullanılarak incelenmiştir. Bütçe açıkları, enflasyon, cari açıklar, istihdam, büyümeve yatırım değişkenlerinden oluşan model, 1987:1-2003:4 dönemi için tahminedilmiştir.Yapılan ampirik çalışma sonucunda Türkiye'de bütçe açıkları ile enflasyon,cari açıklar ve büyüme arasında çift yönlü nedensellik ilişkisi ortaya çıkmıştır. Bütçeaçıkları ile istihdam arasında, istihdamdan bütçe açıklarına doğru tek yönlü birnedensellik ilişkisi olduğuna dair bulgular elde edilmiştir. Sistemde yer alandeğişkenlerden biri olan yatırımlar ile bütçe açıkları arasında ilişki olduğuna dairbulgu elde edilmemiştir.Vektör Otoregresyon (VAR) tahmin sonuçlarına göre bütçe açıklarınınenflasyondaki değişme üzerindeki etkisi artırıcı yöndedir. Bu sonuç, bütçe açıkları ileenflasyon arasındaki teorik yapıyı destekler niteliktedir. Buna karşılık bütçe açıklarıile cari açıklar arasında negatif yönde bir ilişki bulunmuştur. Beklenenin tersinebütçe açıklarında meydana gelen artış cari açıkları azaltmaktadır. Elde edilenbulgulara göre bütçe açıkları kısa dönemde ekonomik büyümeyi yavaşlatırken, uzundönemde artırmaktadır. stihdamın bütçe açıkları üzerindeki etkisi ise azaltıcıyöndedir.

Thesis, 2005Page Number : 122ABSTRACTIn this research, the effects of budget deficits on the macroeconomicsvariables are studied by using VAR. The model which consist of budget deficits,inflation, current deficits, employment, investment and economic growth is estimatedfor 1987:1-2003:4.At the result of the emprical research, a mutual (two-way) casualityrelationship between the budget deficits and inflation, current deficits, economicgrowth has appeared. Between the budget deficits and employment, findings relatingto a one-way causility relationship towards the budget deficits from the employmenthave been gained. There aren?t any findings about the relationship betweeninvestments and budget deficits.According to the VAR estimation results, the effect of budget deficits on theinflation is positive; in other words, it increases inflation. This result, the theoreticalstructure between the budget deficits and inflation are supporting. However, there isnegative relationship between the budget deficits and current deficits. Contrary tothe expectations, the increase on the budget deficits decreases the current deficits.Due to the findings that have been gained while the budget deficits slow theeconomic growth in the shorth term, they accalerate the economic growth in the longrun. The effect of employment on the budget deficits is that employment decreasesthe budget deficits.
