Bu tezde ?samimiyet?in, kamusal alanın yaratılması, yönetilmesi vedeneyimlenmesinde oynadığı çeşitli roller, Ankara Keçiören'de yapılan etnografikbir çalışmaya dayandırılarak ele alınıyor. Bu yapılırken de ilçedeki kamusalmekânların öncelikli kullanıcıları olan kadınlara ve belediyenin hayallerinin veideolojisinin elle tutulur ifadesini sağladıkları için kamusal mekânlara odaklanılıyor.Keçiören'de belediyenin mekâna yönelik stratejilerini belirleyen her ne kadarmodernlik ve orta sınıflılık idealleri ile milliyetçilik olsa da, ilçede yaşayanlarlakurulan ilişkiler İslami dağarcığın kullanıma sokulmasıyla şekilleniyor. İslamidağarcık hem ilçe sakinleri ile belediye arasında ortak bir dil sağlayarak hem deinsani ilişkilere ve cemaat anlayışına dayanan bir ahlaki çerçeve sunarak, ilçede?samimi? bir yönetim biçiminin oluşmasını sağlıyor.Bu esnada kadınlar, ilçenin yeni inşa edilmiş kamusal mekânlarında önplanda yer alıyorlar; aile ahlakının kamusal hayata tercümesine aracılık edip yineyakınlığa ve samimiyete dayandığı var sayılan bu ahlakı gündelik pratikleri veanlattıkları hikayelerle sergiliyorlar. Tez, tüm bunları analiz ettikten sonra, hemkamusal alanda samimiyeti mümkün kılan İslami dağarcığın kullanılmasının hem debu samimi kamunun kapsayıcılığının yaygın ve baskın kamusal alan algılarına bireleştiri getirdiği iddiasıyla sona eriyor.iv

This thesis is about the different ways intimacy plays role in governing,creating and experiencing the public space. It is based on an ethnographic researchconducted in Keçiören, Ankara, with a focus on women who occupy the publicplaces of the town and on the places themselves for they are the material expressionsof the municipal ideology, desires and fantasies that are formulated in a dialogicalrelationship with the master narrative of Ankara.In Keçiören while the desires that shape the spatial strategies reflect the idealsof modernism, middle classness and nationalism, the relationship of the municipalityto people is sustained with the use of the Islamic idiom. The Islamic idiom providesboth the vocabulary of a common language between the governors and theinhabitants of the district and the moral framework that is based on intimate relationsand a communitarian attitude.Within this context women appear on the foreground in the newly constructedpublic places of the town. They mediate the translation of the moral order of familyinto public space and act it out through various practices and stories. This moralorder is also based on intimate premises, thus serves to the intimate governing of thedistrict. And finally the thesis concludes that through the use of the Islamic idiomand the inclusiveness of the intimate ways of governing, Keçiören provides animplicit critique of the dominant understandings of public space.
