Competitive pressures and global business trends urged many organisations to implement some of change management approaches in order to survive in competitive business environment. Examples of such approaches include Total Quality Management (TQM), Just in Time (JIT), Business Process Re-engineering (BPR), Process Innovation (PI) and Knowledge Management (KM). Many researchers started to realize Business Process Management (BPM), which supporting business process using methods, techniques and software to design, enact, control and analyze oparational processes involving humans, organizations, applications, documents and sources of information, in recent years. BPM is based on the making changes on the business process to improve the systems. But, any change on the business process brings substantial risk, as it is difficult to predict the outcome of changes before they are put in to practice. Using Simulation for modelling and analysis of business processes can reduce that risk and increase the chance for success of BPM projects. Simulation models can dynamically model different samples of parameter values such as arrival rates or service intervals which can help discovering process bottlenecks and investigating suitable business alternatives. In this study, the Adjudication process, applied by organisations subject to Public Adjudication Law with number 4734, is modelled with Business Process Modelling Notation (BPMN) using iGrafx simulation software. Furthermore, It is developed ?As-Is? and ?To-Be? models of corresponding business process. ?As-Is? model provides analyzer with the information needed to decide what to change, how to change and what will be the result of the change. The next phase is the development of ?To-Be? models which represent both existing and alternative processes. Finally, modelling of business processes using a suitable modelling language and methodology is a inevitable must to manage business process. In addition to, using simulation software brings important advantage, since it lets users to see the effect of changes on the process without paying for the changes.
