Özet
ABSTRACT Sports is an important social fact of our century. There are lota of factors which effect this fact. Considering the mass dimension of the sports, these factors are getting more and also get a dimension which concerns more tne public offices. In our country, the policies of the sports establishings are studied basicly by the seperation in two, as before the planed development and after the period of planed development. The planed period can be studied as on the base of the periods of five years as on the base of the annual programs. From this point of view, one can say that in our country vith the principle of the planed development, the investments about the sports are put in order more or less. From the historical, geographical, social, economic ande the cultural points of view Zonguldak has some peculiarities which have different effects from the sports point of view. The existence of some important public institutions and industrial establishments, when we take into consideration the article of the law numbered 3289, 1986 has to be accepted Vas an important year from the point of view of the valuation of the sports activities in this city. In the mentioned city the local administrations couldn't achieve anything in the fabrication of sports establishments. Also it is understood that the institutions of education do not make investments enoughly. The investments made by i The Youth, Sports Province Administration as the provinces establishment of the Central Administration and by the Industrial Establishments (in Ereğli and Karabük) have importance. In Zonguldak the elements like age, sexuality, the situation of education, the peculiarity of th socioeconomic structions effect th interest to the Sports. In general, the point of view of the young generation and the parents to the Sports is rather soft, tolerant and encouraging.
