Özet

SUMMARY The aim of this research is to determine the main rea sons the problems of administrators and experts have on their jobs in the administrative centres of the Ministry of National Education. The reasons of the problems of the formal organizations to realise different purposes arise from the functional de pendency and collective decision making between the sub systems of the organizations, inconsistency in the structure of the roles, the way of distribution of competencies, share of the limited sources, policy of the rewarding, the insuf ficiency and handicaps of the interaction system and the duty relations between administrators and experts that have been working in the organizations that are getting more complex everyday. As a result, while an organization has to go on with its own problems at the same has to solve those problems. In this research, while examing problems of the organization releated to the duties of administrators and experts in the administrative centre of the Ministry of Na tional Education, theorical a base about organizational cof- lict solution is used as a frame work of the research. The basic problem of the research includes three sub- problems : 1. Do the administrators and experts in the administra tive centre think that their position“satisfactory and ef fective”from the view-point of“satisfaction in duty”? 2. Do the administrators and experts in different levels of central organization hierarchy think that there are in consistency between the orders that they take from their authorities and the orders that they give to their staff? 3. Do the administrators and experts in the central or ganization think that there are differences in their duties and authorities? The research is limited with the opinions of 115 admi nistrators and 159 experts that have been selected by samp ling method from the cenral organization of Ministry of Na tional Education and their degree of statue, their degree of satisfaction in determined conditions, coherency degree of their orders, definity degree of their duties and authori ties and the reports and documents of June and July 1991.The research is prepared by using scanning method. The questionnaire used as a data collecting device is prepared by the research maker by searching the releated literature and by taking the opinions of experts. The questionnaire has six directives. The question articles have been put in order in“three- four and five likert”type. In analysing the datum, frequency, density coefficient, Khi2 and Contency qoefficient were used and the level of meaning fulness is determined as 0.05. It is possible to summarize the findings as follows: 1. Two impprtants results have been found about the opi nions of the administrators and experts in“satisfaction degree in duty”: a) The administrators and experts have thought their statue“little satisfactory”and“not satisfactory”in de termined conditions. b) The administrators and experts have thought that there have been a positive corelation between the levels of hierarchy related to the level of statue satisfaction. As a result, the level of satisfaction becomes higher at the upper levels of hierarchy. 2. The administrators and experts who have worked at different levels of organization hierarcy have thought that there have been inconsistency between the orders of their administrators and the orders they gave. 3. The opinions of administrators and experts about the definity of their duties and authorities are as follows: a) The administrators and experts have thought that all of their duties and authorities have been determined with the laws, regulations and the written materials clearly and certainly. b) The administrators and experts have found that the general framework of all of their duties and authorities haven't been clarified in a clear, definite and written way by their administrators. c) The administrators and experts have found that their duties and authorities have been clarified generally and orally by their administrators.
