Özet
SUMMARY In this descriptive research, the civil-defence staff's task definitions were made and it was tried to discover their perceptions and auticipations concerning their in-service training. The data of this research were obtained through studying archives, surveying literature and administrative documents, interviewing the competent authorities and questi oning the teachers and students. The people who were included in this research are the teachers of the Civil-Defence College and 80 civil-defence staff who participated in basic in-service trainings and are currently working in Ankara. At the end of the research, it was thought that it was necessary to prepare a manual for regulations that determines the civil-defence staff's tasks, powers and responsi bilities, and it would be useful if the civil-defence staff's task analyses were at times made and their task definitions were put down. As for the secondary problem it was found out that the participants' training requirements were not fixed before their basic civil-defence in-service training; their tarining period was not good enough; the daily lecture hours were too much for the participants; the communication with the teachers was not sufficient; the participants' learning levels were not adequetly measured in the wiritten exams hence, it was necessary to increase the services and facilities offered. İt became clear that the quality of the civil-defence in-service trainings, which make the civil-defence staff earn a profession in the level of expertness, were inadequate, IVcontrary to what was expected. It is necessary for the civil- defence profession, whose organization and training activities are very recent, to settle down its theoric structure immediately, so that to cope with developments in the world. For this reason, especially in the field of education and in other fields that necessitates expertness, the executives getting the aid of the field experts might increase the quality of the civil-defence and civil-defence trainings. In addition, the pro posals of the research include that it is necessary to descripe the civil defence staffs' tasks in written form, to make the training requirements clear before starting the in-service training, to prefer the teachers who have educational bacground while they are chasen and to account beforehand Hawmany tours and days each course will continue and then to put down the total training period.
