Özet
Bu çalisma ile Türkiye'de Ipotege Dayali Konut Finansmani sistemi yadabilinen adiyla ?Mortgage Sistemi?nin hayata geçirilmesi ile ilgili çalismalarinyürütüldügü bu günlerde sistemin ana hedeflerinden birisi olan; dar gelirliailelerin ev sahibi olabilmesinin saglanip saglanamayacagi sorusunun cevabiarastirilmistir . Ilk bölümde sistemin çalisma prensipleri, sistemi olusturankurumlar, sistemde kullanilan enstrümanlar anlatilmistir. Ve dünyadanuygulama örnekleri incelenmistir. Ikinci bölümde Türkiye'de InsaatSektörünün bugünkü durumu ve Konut Sektörünün sektör içerisindeki yeri veönemi açiklanmistir. Ayrica Türkiye'de mevcut konut finansmani yöntemlerive konut kredilerinin tüketici kredileri içerisindeki yeri açiklanmistir. Yine bubölümde Türkiye'de Mortgage sisteminin uygulamaya alinmasi ile ilgiliçalismalar anlatilmistir. Son bölümde Nüfus, Insaat Sektörü ve Gelir dagilimigibi alanlarla ilgili istatistik veriler degerlendirilerek, dar gelirli ailelerin mevcutdurumda uygulamaya alinacak Mortgage sistemi ile ev sahibi olma yadaolamama durumu analitik yöntemlerle gösterilmistir.

Whether the low-income families in Turkey will be able to purchase housesafter the implementation of the mortgage system is the arising question. Inthe first section of the study the basic definitions and principles, instruments,and institutions of mortgage are explained, and examples from the World areintroduced. In the second section the construction sector of Turkey isintroduced, and the share and importance of the residence sector isexpressed. Additional to that existing residential loan methods are explainedand its volume is compared to the volume of all consumer loans. Again in thissection the history of the efforts for establishing a mortgage system in Turkeyis given. In the third section statistical data from population, constructionsector, income and related subjects are analytically evaluated to concludewhether low-income families will gain the opportunity to purchase their ownhouses or not.
