Özet
Kitlesel bilginin üretimi ve dağıtımının esas olduğu bilgi çağında, teknoloji, haberleşmeve ulaşım alanında meydana gelen gelişmeler kamu kurumlarını önemli fırsat vetehditlerle karşı karşıya bırakmış, kamu kurumları politika üretme kapasitesindenyoksun hale gelmişlerdir. Bu durum, yeni kamu işletmeciliği yaklaşımı çerçevesindekamu yönetiminde özel sektör yönetim tekniklerinin kullanımını gündeme getirmiş, buteknikler arasında örgütün kaynak ve yeterliliklerinin elverdiği ölçüde çevreyeuyumunun sağlanmasını amaçlayan stratejik yönetim yaklaşımı yükselen bir değerhaline gelmiştir. Örgütlerin başarısının geliştirdikleri stratejilerin uygulanabilirliğinebağlı olduğu göz önüne alındığında, bilginin iç ve dış kaynaklardan elde edilmesine,işlenmesine, saklanmasına ve filtrelenerek üst yönetim kademesine aktarılmasınayardımcı olan, dolayısıyla karar verme sürecinin kalitesini artıran bilişim sistemlerinin,strateji geliştirme sürecine önemli katkıları bulunmaktadır.Bu çalışmada kamu kurumlarında strateji geliştirme sürecinin temel bileşenleri ve busüreçte kullanılabilecek bilişim sistemleri hakkında teorik bilgilere yer verilmiş, bubilgiler ışığında S.Ü.İ.İ.B.F. için bir stratejik plan modeli ile bir stratejik bilişim sistemimodeli oluşturulmuştur.

In the information era in which the principle is production and distribution of massinformation, the improvements occuring in the areas of technology, communication andtransportation make the public institutions to face important opportunities and threatsand public institutions become lack of the capacity of policy production. This situationwithin the borders of new public administration approach makes private sectoradministration ways up to date and amongst these technics the strategic administrationapproach which has the purpose of the instituion to have the harmony with theenvironment in the conveniency of institutions? sources and sufficiencies, becomes arising value. Knowing that the success of the institutions is concerned with the capabilityof applying of the developped strategies, the information systems which helps theinformation to be received from the internal and external sources, to be processed, to besaved and to be transformed to the higher management steps after filtration ? soincreases the quality of the making decisions period ? have important contributes tostrategy formulation duration.In this work, there are theoretical information about the main components of thestrategy formulation duration in public institutions and the information systems thatcan be used in this duration, with the light of these information a strategic plan modeland a strategic information system model is produced for faculty of economic andadministrative sciences of Selcuk University.
