Özet
Modern dönemle birlikte Batı siyasî düsüncesinde ortaya çıkan toplum sözlesmesi kuramı, insan aklına dayalı siyasal bir örgütlenme biçimi ortaya koymakta ve siyaset alanını tanrısal degerlerden bagımsız bir alan olarak tanımlamaktadır. Buna göre sözlesme kuramı, devletin varlık nedenini ortaya koymakla birlikte, onun nasıl ortaya çıktıgına dair de açıklama sunmakta ve yöneten ile yönetilen arasındaki iliskiyi sözlesme temelinde izah etmektedir. Sözlesmeyle meydana gelen egemen gücün ötesinde, siyasî mekanizmayı kontrol eden askın bir varlık fikrini de reddeden sözlesme kuramı, siyaset alanında gayelilik fikrini ortadan kaldırmıstır. Modern siyaset felsefesinde yasanan bu köklü degisim, devlet ve devletle ilgili diger mefhumlar üzerinde ciddi tartısmaların yasanmasına ve geleneksel kurumların sorgulanmasına zemin hazırlamıstır. Batı dünyasında yasanan ve yeni bir kurumsal yapılanmayı da beraberinde getiren bu dönüsüm, Avrupa dısındaki devletlerde de etkili olmustur. Bu etkilerin belki de en çok hissedildigi 19. yüzyılın Osmanlı'sında, modern siyaset felsefesinin temel tezleri dönemin aydınlarınca tartılmıstır. Bu dönemde, siyaset alanında sözlesme benzeri düsünceler öne süren Namık Kemal, hâkimiyeti, tepeden oturtulmus bir otorite olarak degil de, bireyin tabii haklarının siyaset düzlemine çekilmesine imkân tanıyacak sekilde açıklamıstır. Modern felsefe temelinde siyasî bir teori insa etmekten ziyade, çökmekte olan imparatorluk için çözüm yolları üzerinde duran Kemal, 19. yüzyıl Batı siyasî kurumlarının, imparatorluk için en uygun model oldugunu düsünmekte ve Batı dünyasında sözlesme kuramının etkisi altında gelisen anayasa, parlamento ve meclis gibi unsurları, slâm- Osmanlı düsünce ve devlet gelenegi üzerinde mesrulastırmaktadır. Sözlesme kuramını, felsefî temelleri baglamında degil de, sonuçları itibariyle ele alan Namık Kemal, slâm-Osmanlı siyasî düsünce gelenegine ait kavramlar ile Batı siyasî felsefesine ait kavramlar arasında senteze gitmeye çalısmıstır.

Social contract theory, which appears in Western political thought with Modern ages, puts forward a political organisation based on human mind and defines politics as a field totally independent from calestial values. According to this idea, while introducing the reason of existance of the state, contractarian theory displays how the state arised and explains the relation between the ruler and the ruled in the basis of the contract. In addition to the ruling power, that was formed by the contract, the contractarian theory also refuses the idea of a transcendent being, controlling political mechanism and brought away the concept of intentionality in the field of politics. This dramatic change in modern political philosophy gave way to some serious discussions on state and related issues, and the questioning of traditional institutions. This convertion, that took place in the Western world and brought about a new kind of institutional structure, also affected the countries beyond the continent. The basic thesis of modern political philosophy was discussed by the scholars in the 19th century Ottoman land, where the effects of this convertion were most striking. In this period, Namık Kemal, who offered quasi contractarian ideas in the field of politics, defined sovereignity as a concept that enables the presentation of individual?s natural right in politics, rather than explaining it as an externally given authority. Instead of constructing a political theory in modern philisophy, Namık Kemal asserted some solutions for the falling empire, considered Western political institutions as the most suitable model for the empire and legitimated the concepts such as constitution, parliament and congress that developed under the influence of contractarian theory, on the Islamic-Ottoman thought and state tradition. Handling the contractarian theory in terms of its consequences, rather than handling it on philosophical basis, Namık Kemal tries to make a synthesis between the concepts of Islamic and Otoman tradition and Western thought.
