This study is composed of two parts. In the first part, it was aimed to assess the pre-transfer and posttransfer performances of Akcay, Aydin and Söke Irrigation Schemes located in Lower Buyuk Menderes Basin which were formerly operated by DSI. The performance indicators used in the evaluation were mainly grouped under four, namely; Agricultural and Environmental Performance Indicators, Water Use Performance Indicators, Financial Performance Indicators and Institutional Performance Indicators. In this research, data set used in perfomance evalution were obtained from DSI and related irrigation associations? archives. The results of the research showed that by the transfer of Management-Operation-Maintenance responsibilities from DSI to irrigation associations some developments were realized in irrigation ratios, water fee collection and water supply to the irrigation networks. In the second part of the study, a questionnaire was taken with the selected farmers from Akcay Left Bank and Ayd6n Irrigation Associations in order to determine the farmers? opinions on the transfer of Management- Operation-Maintenance responsibilities from state agency (DSI) to irrigation associations. Also the know-how and the habits of the farmers on agricultural irrigation were evaluated by the questionnaire. The findings of the questionnaire showed that; the farmers were thinking that by the turnover, irrigation infrastructure and the network is being used more carefully and the maintenance and repair services are fulfilled more rapidly. Also the farmers have no trouble in communicating with the irrigation association officers, but some complaints were reported that farmers can not participate in the management of irrigation associations. Another finding of the questionnaire is that the farmers have a high level of consciousness about their irrigation water quality and the soil type.
