Özet
Tarih boyunca Devletler sektörel politikalarını oluştururken tarıma özel önem vermişlerdir. 20. yüzyıılın başında savaşların da etkisiyle Dünya'da ve Türkiye'de tarım ürünleri hükümetler tarafından desteklenmeye başlanmıştır. Ancak son yıllarda Türkiye'de tarıma verilen önem azalmış, tarım desteklerinin içeriği değişmeye başlamıştır. Bu çalışmada tarım desteklemeleri kapsamında Çay sektörü irdelenmeye çalışılmıştır. Türkiye'de Doğu Karadeniz bölgesi'nde dar bir alanda yetişme olanağı bulunan çay bitkisinin ülke ekonomisine katkısı fazla olmamakla beraber yaşantımızın her alanında temel içecek maddesi olan çay önem arz etmektedir. Ayrıca çayın yetişdiği bölgede farklı tarım ürünü yetiştirme olanağının fazla olmaması bölge insanı için çayın ekonomik değerini artırmıştır. Bunun yanında çayın aradığı iklim şartlarından dolayı farklı bölgelerde yetişme olanağının olmayışı çay bölgesinin önemini artırmıştır. Bu anlamda çay hem yetiştiği bölgede alternatifsiz olduğu için hem de başka bir bölgede yetişme olanağı olmadığından tekel konumundadır. Bu bağlamda çayın bölge ekonomisi üzerindeki etkisi üzerinde durulmaya çalışılmıştır. Çay sektörünün istihdam, ihracat ve ekonomiye sağladığı katkı değerlendirilmiştir.

The governments give special importance to agriculture while they manage the sector politics throughout the history. In the beginning of the 20th century, the agriculture is started to support by governments in turkey and in the world because of the effects of the wars. But in recent years the support that is given to agriculture is decreased and the content of the support has started to change. In that study, the tea sector is executed in the means of agricultural support. Although the tea plant is farmed in a narrow place in East Black Sea Region and it gives so little benefit to Turkey economy, it is basic drinking element of life and because of that it has importance. On the other hand, in the areas which tea plant is farmed, there is no possibility of farming other plants and by the way the tea has importance fort the people in that area. The tea plant requires special climate conditions, so the tea area gains another importance. So the tea plant has a monopoly; both for there is no another alternative plant choice in that area and tea needs that special climate. Because of that it is tried to study on the effects of tea on the region economy. The deployment of the tea and the benefits of tea on the economy and on the export are evaluated.
