Özet
Yaklaşık 2000 yıllık bir geçmişe sahip olan serbest bölgeler, gelişmiş ülkelerde çok önemli Lojistik işlevler üstlenirken, gelişmekte olan ülkelerin kalkınmasına da önemli katkılar sağlamaktadırlar.Türkiye ise 1980'den itibaren ithal ikameci kalkınma politikalarını terk ederek, ihracata dayalı büyüme stratejisini benimsemiştir. Yeni strateji ile birlikte; ihracatı artırmak, dış finansman ve ticaret imkanlarından daha fazla yararlanmak, yabancı sermaye ve teknoloji girişini hızlandırmak, ekonominin girdi ihtiyacını ucuz ve düzenli bir şekilde temin etmek amacıyla serbest bölgeler kurulmaya başlanmıştır.Temel konusunu serbest bölgelerin oluşturduğu bu çalışmanın amacı; serbest bölgelerin ekonomik etkilerini belirlemek ve bu etkilerin görülüp görülmediğini test etmek, serbest bölgedeki firmaların sorunlarını belirleyerek olası çözüm önerileri sunmaktır. Çalışmada; serbest bölgelerin yapıları, bölgelerde gerçekleştirilen faaliyetler, dış ticarete etkileri incelenmiş ve performansa ilişkin veriler kullanılarak değerlendirilmiştir.Araştırmada serbest bölgelerde firmaların karşılaştığı problemler Kayseri Serbest Bölgesi'nde gerçekleştirilen alan çalışması ile incelenmeye çalışılmıştır. Bölgede faaliyette olan firmalarla gerçekleştirilen anket çalışması ile sorunlar ortaya konarak olası çözüm önerileri sunulmaya çalışılmıştır.

While the free zones which have a 2000 year ? old past are taking on important logistics function in developed countries, they also provide important assistance to developing countries.However, Turkey which left the imported substitutive development politics, has been treating the development strotegy leaning on export since 1980. With the new, shrotogy; the free zones began to be found to increase the exportatin, benefit more from foreing financing and trade apportunities, make foreing capital and technology input faster, and provide the economic input need in a cheaper and more sytematic way.The aim of this study whose basic matter is the free zones; is to designote the economical effects of the free zones and test whether these effects are shown or not, and present probable solution suggestions determining the problems of companies in the free zones. In this study, structures of the free zones, activities which are carried out in the zones and theis effects to foreing trade have been investigated and evoluated by using the outputs related to performance.In this study, it has been tried to investigate the problems of companies in the free zones with the open field activities being carried out in Kayseri Free Zone. It has been tried to present probable solution suggestions by showing problems by the poll being taken with the companies which are acting in the zone.
