Özet
Bu araştırma, ders kesiminden sonra öğrencilerin o yılın öğretim programında belirtilen kazanımları elde etme seviyesini ölçmek amacıyla yapılan Seviye Belirleme Sınavı (SBS) ile öğretmenlerin yazılı sınav sorularının Milli Eğitim Bakanlığı (MEB) ilköğretim Sosyal Bilgiler dersi 6. ve 7. sınıf öğretim programlarına uygunluğunu incelemek amacıyla yapılmıştır. Araştırmada bu amaçla Niğde ili şehir merkezinde yer alan 23 ilköğretim okulunda 2007-2008 eğitim-öğretim yılında sorulan toplam 4231 adet ilköğretim 6. ve 7.sınıf Sosyal Bilgiler dersi yazılı sınav sorusu ile 2008 yılı 6. ve 7. sınıf SBS soruları analiz edilmiştir. Yapılan analiz sonucu elde edilen önemli bulgular şunlardır;1. Öğretmenlerin yazılı sınav soruları ile programda yer alan ünite işleniş süreleri arasında anlamlı bir ilişki yoktur.2. SBS soruları ile programda yer alan ünite işleniş süreleri arasında anlamlı bir ilişki yoktur.3. Öğretmenlerin yazılı sınav soruları ile SBS soruları arasında anlamlı bir ilişki yoktur.4. Öğretmenlerin yazılı sınav sorularının program kazanımlarına dağılımında bir orantısızlık söz konusudur. Sorular bazı kazanımlarda yığılırken bazı kazanımlarla ilgili hiç soru sorulmamıştır.5. SBS soruları program kazanımlarının tamamını ölçebilecek sayıda değildir. Yalnızca bazı kazanımları ölçmektedir. Araştırmanın bu bulgularına dayalı olarak; öğretmenlerin soru hazırlarken programı dikkate almadıkları, SBS'nin de program kazanımlarını ölçme amacından uzak olduğu sonuçlarına ulaşılmıştır. Buna göre öğretmenlerin ölçme değerlendirme konusunda uzman kişilerce bilgilendirilmesi, SBS'nin de amacına uygun olarak program kazanımlarını ölçebilmek için daha fazla soru sorulması gerektiği söylenebilir.

This research aimes to analyse Level Determination Test (SBS) which aimes to evaluate the level of earnings planned to get with this year?s program after course period and teachers? written examination questions are compatible with 6th and 7th class curriculum of Turkish Minitstry of National Education primary education social studies course. In this research for this purpose 4321 unit written examination questions asked for Social Studies course in primary education 6th and 7th class in 23 primary schools in Niğde city center and 6th and 7nd class level determination test questions of the year 2008 are analyzed. Important results getting from this analyses are;1. There is no significant correlation coefficient between teachers? written examination questions and duration of unit teaching in the program.2. There is no significant correlation coefficient between SBS questions and duration of unit teaching in the program.3. There is no significant correlation coefficient between teachers written examination questions and SBS questions.4. There is a disproportional significant correlation coefficient between teachers? written examination questions and the program?s earnings. Although questions of some earnings test are plenty of, there is no question about some of earnings.SBS questions are not enough to evaluate the program?s earnings. It only tests some of earnings. According to this results, teachers do not consider the program while prepearing the questions and SBS is far away from the purpose of evaulating the programs earnings. Consequently we can say that teachers should be informed by the experts in measurement and evaluation and SBS should involve more questions to evaluate the programs earnings.
