Özet
Yönetim, sosyal hayatın bir gereği olarak insanlar var oldukça varlığını devam ettirecek bir olgudur. Fakat yönetimin var olması için eşitsizliğin de olması gerekmektedir. Bu eşitsizlik birine yönetilmek diğerine ise yönetmek düşen iki grup insanın varlığını zorunlu kılar. Bu iki grup insandan biri olan yöneticinin, diğer bir grup olan yönetileni planlanan ve hedeflenen işleri yapma konusunda harekete geçirmesi için ona etki edecek bir güce sahip olması gerekir. Yönetim biliminde bu gücün adı yönetim otoritesidir.Yönetim otoritesi, kaynağını çeşitli eşitsizlik durumlarında bulan ve kendi içerisinde birçok tür, çeşit ve biçime ayrılan bir olgudur. Bu olgu elinde bulundurana diğerlerini yönlendirmek, koordine etmek ya da yönetmek gücü verir. Bu güç, yönetme faaliyetlerinde amaçlar için ve kurallar çerçevesinde kullanıldığında bütün taraflar için faydalı sonuçlar doğurur. Fakat bu güç, amacı dışında ve kötü niyetle kullanıldığında ortaya birçok yönetim kaynaklı sorun çıkar.Biz çalışmamızın birinci bölümünde yönetim, otorite ve yönetim otoritesini analiz etmeye çalışacağız. İkinci bölümde otoritenin kullanımına bağlı olarak ortaya çıkan sorunları değerlendirecek ve bazı çözüm yolları sunmaya çalışacağız. Üçüncü bölüm de ise kamu çalışanları üzerinde yapılan anket çalışmasının verilerini, tezimizin genel çerçevesi ve varsayımları üzerinden analiz ederek yorumlayacağız.

Management, social life as people have a need in the very presence is a phenomenon that will continue. But the administration also must be available to the inequality. This case is in the hands of others to direct, coordinate or manage your power to give. This power, to manage activities within the framework of rules is used for general purposes and for all the parties will lead to useful results. But this power is used in bad faith beyond the scope and source of many management problems.We work in the first part of our management, authority and management authority will try to analyze. The second section, depending on the use of authority will evaluate the problems and some will try to offer the road to solve. The third section of the survey data on public employees, the general framework of our thesis and we will interpret the assumptions on the analysis.
