Özet
Son yılların en gözde konularından biri olan sosyal sorumluluk, kurumlarla toplumdaki bireyler arasındaki ilişkinin ne kadar önemli olduğunu ve kurumların toplumun ihtiyaç ve sorunlarına karşı duyarlı bir yaklaşım sergilemeleri gerektiğini belirtmek açısından önemli bir yer tutmaktadır. Bu konuyla ilgili literatürde pek çok çalışma yapılsa da, yerel yönetimlerde sosyal sorumluluk anlayışı üzerinde herhangi bir çalışma yapılmamıştır.Bu çalışmanın temel amacı, yerel yönetim kuruluşlarından biri olan belediyelerde hayatımızın her alanında olan sosyal sorumluluk anlayışının uygulanabilirliğini araştırmaktır. Çalışmanın birinci bölümünde, yerel yönetim kuruluşları ve bunların merkezi idare ile olan ilişkileri ile yerel yönetimlerde sosyal sorumluluk anlayışı üzerinde durulmuş olup, sosyal sorumluluk yönetimi ayrıntılı olarak incelenmiştir. İkinci bölümde ise sosyal duyarlılık, sosyal sorumluluk ve sosyal performans konuları üzerinde çalışmalar yapılmış ve bunların birbirleri ile olan ilişkileri ve yerel yönetimle aralarındaki bağ incelenmiştir. Üçüncü bölümde ise, Çankaya Belediyesinin sosyal sorumluluk anlayışı üzerine bir anket çalışması yapılıp, gerekli sonuçlar ortaya konmuştur.Ulaşılan bulgulara göre; vatandaşların sosyal sorumluluk algılarının çalışanların sosyal sorumluluk algılarından kısmen düşük çıktığı anlaşılmaktadır. Araştırmaya katılanların belediye faaliyetleriyle ilgili algıladıkları en yüksek sosyal sorumluluk boyutu sağlığa ilişkin sorumluluk, en düşük sosyal sorumluluk boyutu ise kent ve çevreye karşı sorumluluktur. Ayrıca tüm sosyal sorumluluk boyutlarında sosyal sorumluluk algı ortalamalarının kadınların erkeklerden ve evlilerin bekârlardan fazla olduğu anlaşılmaktadır. Korelâsyon analizi sonuçlarına göre de araştırmamızın üçüncü hipotezi olan sosyal sorumluluk boyutları arasında anlamlı ilişki olduğu ortaya çıkmıştır.

Last year one of the most popular topics in social responsibility, institutions and individuals in society the relationship between what was important and institutions of society sensitive to the needs and problems need to demonstrate an approach that is necessary to have an important place. A lot of work in the literature on this topic, it is done, any sense of social responsibility in local government is working.The main objective of this study, local administration organizations, one of the municipalities in all areas of our life is to investigate the feasibility of the concept of social responsibility. Working in the first part of the local management institutions and their relations with central administration and local administration has emphasized the understanding of social responsibility and social responsibility management were examined in detail. In the second section, social sensitivity, social responsibility and social performance of working on issues that have been made and their relationship with each other and their ties with local governments were examined. In the third section, the Çankaya Municipality on the social responsibility of a survey is done, has put in place the necessary results.According to the findings, reachedemployees' perceptions of social responsibility of citizens in part from the perception of social responsibility is understood to go low. Participate in research activities of the municipality with the highest perception of the perceived size of social responsibility to the responsibility for health, the minimum size of social responsibility is the responsibility of the city and against the environment. Moreover, the average of all the social responsibility dimension of social responsibility perception of women and married men is understood to be more than the unmarried. According to the results of correlation analysis of our research is the third hypothesis is that the relationship between dimensions of social responsibility has emerged.
