Özet
Türk demokrasi hayatında, II. Mesrutiyet'in önemi yadsınamaz. T. Zafer Tunaya bu dönemisöyle ifade etmektedir. ?Türk tarihinin siyasi bir laboratuarı görünümünde olan II. Mesrutiyet onsenelik fiili ömrüne karsılık birkaç devletin tarihini dolduracak kadar siyasi ve sosyal hadiseleresahne olmustur.?Bu çalısmanın ilk bölümünde, Sultan II. Abdülhamit'in tahta çıkısından II. Mesrutiyet'inilanına kadar olan süreçte Jön Türklerin faaliyetleri anlatılmaya çalısılmıstır. Jön Türkler, I.Mesrutiyet'in ilanından üç ay gibi kısa bir süre sonra Meclis ? i Mebusan'ın, Padisah II. Abdülhamittarafından süresiz olarak kapatılması ile birlikte, yeniden Mesruti ?dareye geçisi sağlamak için mevcutyönetime karsı muhalefet hareketleri içinde bulunmuslardır.Çalısmanın ikinci bölümünde ise II. Mesrutiyet'in ilanına etki eden faktörler belirtilerek budevrin önemli fikir akımları üzerinde durulmustur. Sultan II. Abdülhamit Pan ? ?slamist bir politikatakip etmisse de, Jön Türkler arasında ?Türkçülük? akımı daha revaçtadır. Bununla birlikte OsmanlıDevleti'nin eski gücüne kavusmasında çıkar yolun ?Osmanlıcılık? ve ?Batıcılık? olacağı yönünde degörüsler bu dönemde genis halk kitleleri üzerinde etkili olmustur.Tez çalısmasının üçüncü bölümünde ise, II. Mesrutiyet'in ilanı ve akabinde gelisen halk, basınve siyasal muhalefetten bahsedilmistir. Döneme ait belgeler ve hatıratlar ile bu bölüm desteklenmeyeçalısılmıstır. Genel itibariyle halk muhalefetinde en önemli unsur, din olarak tespit edilmistir. Buönemli meseleyi siyasi partiler ve bu partilerin yayın organları konumunda bulunan gazetelerdemuhalefet amaçlı kullanmıslardır. Bu durum günümüz olayları için bile geçerliliğini korumaktadır.Sonuç bölümünde ise, II. Mesrutiyet'in ilanının öncesi ve sonrasında gelisen muhalefethareketleri bir bütün olarak ele alınmıstır. Genel bir değerlendirme ile bu bölüm sonlandırılmıstır.Kullanılan orijinal belgelerin bir bölümü ile çalısma bitirilmistir.Tez çalısması olustururken Basbakanlık Osmanlı Arsivlerinden orijinal belgeler kullanıldığıgibi; dönemle ilgili hatıratlardan da istifade edilmistir. Ayrıca günümüz bilim adamlarının arastırmaeserlerinden de istifade edilmistir. Tez çalısmasıyla ilgili olarak Volkan Gazetesinden bazı yazılarkullanılmıs, ancak bu dönen nüshalarını vermeyip, sadece kütüphanede çalısma olanağı tanımasınedeniyle mümkün olmamıstır.

The importance of II. Mesrutiyet in Turkish democratic life can't be denied. T. Zafer Tunayareflects this period as ?As a laboraty of Turkish history, II. Mesrutiyet had witnessed social andpolitical events which might have filled a few nations history although it lasted ten years?In the first chapter of this study, it has been aimed to show the activities of the Jon Turks in aperiod that started ascending the throne of Sultan II. Abdulhamit to declaring of II. Mesrutiyet. JonTurks, with the closing of the Meclis ? i Mebusan by Sultan II. Abdulhamit for an indefinite period oftime after a very close time as three months of the declaration of I. Mesrutiyet, again acted against thepresent authority in order to be able set up the constitituonal management.In the second chapter, mentioning about the factors affecting the declaration of II. Mesrutiyet,it has been focused on the important ideas of the age. Though Sultan II. Abdulhamit followed Pan ?Islamist politics, Türkçülük movement was in vogue among Jon Turks. However ?Osmanlıcılık? and?Batıcılık? were seen as a remedy for Ottomans' recovering its past year power and had a profoundeffect over the mass people.In the third chapter of the thesis, it has been mentioned about the opposition of politics, press,and people's as a result of the declaration of II. Mesrutiyet In general, religion was detected as themost important factor in the opposition of people. Political parties and the media of these parties usedthis important subject with the aim of opposition. This situation still keeps its importance even fortoday's events.In the conclusion, developing opposition acts before and after II. Mesrutiyet have beenhandled as a whole. This section has concluded as a general evaluation. With some parts of the usedoriginal documents the has been concluded.We benefitted from original manuscripts from the Ottoman Archieves of the Prime ministryand from memoirs related with the period in the formationpprocess of this thesis. Besides scientifictexts of contemporary scholars was also a source of information fort his research. Additionally webenefitted from articles from the Volkan newspaper because we were not allowed to take copies of thearticles and could only study in the library of the Turkish Historical Society.
