Özet
Dünya makarnalık buğday (durum) üretiminde ihracatçı bir konumda olan Türkiye, üretici ülkeler arasında ilk beş ülkeden biri olup, durum buğdayı gen merkezlerinden biridir.Makarna sektörünün temel hammaddesi olan durum buğdayı üretimi sektörün devamlılığı ve gelişebilmesi için hayati önem taşımaktadır. Bundan dolayı durum buğdayı uzun yıllardır Devlet destekleme alımlarına konu olmuştur. Bu araştırmanın amacı Türkiye'de uygulanan durum buğdayı politikalarının ülke ekonomisi ve makarna sektörü üzerine etkilerini inceleyerek sektörün sorunlarını tespit edip, makarnacılık sektörünün ekonomiye daha fazla katkı yapabilmesi için öneriler geliştirmektir.Çalışmada sektör üreticiden tüketiciye kadar tüm yönleriyle ele alınarak sorunlarının neler olduğu ve bu sorunların çözümlenebilmesi için tarım politikası yürütücülerinin neler yapması gerektiği kalitatif ve kantitatif analizlerden yararlanılarak değerlendirilmiştir. Sektörde önemli düzeylerde atıl kapasite bulunmakta, ihracat potansiyelinin yüksekliği sektörün üzerinde durulması gereken bir sektör olma konumu arttırmaktadır.Kısa vadede Türkiye'nin durum buğdayı üretiminde verimliliği artırma yönünde politikalar geliştirmesi ve buna bağlı olarak uzun vadede de ihracat gelirinin artması tutarlı politikalar izlendiğinde mümkün görülmektedir.

Turkey, which is in the position of exporter in the worldwide production of durum wheat, is one of the top five producer countries, while being one of the gene centers of durum wheat, as well.As durum wheat is the basic raw material of the pasta sector, the production of durum wheat is in vital importance for the continuity and improvement of the sector. That?s why durum wheat has been the subject of the Government support purchases for years. The aim of this research is to develop and propound suggestions for the pasta sector to contribute to the national economy more, after determining the problems of the sector by analyzing the effects that the durum wheat policies adopted in Turkey have upon the national economy and pasta sector.In this study; the sector itself, what kinds of problems the sector has and what agricultural policy pursuers should do to solve these problems were all evaluated by addressing to all aspects of the sector from the producer to consumer, through the help of the qualitative and quantitative analysis conducted in the study. There has been unutilized capacity at an important level in the sector and the high levels of export potentials that the sector has increase the necessity of putting emphasis on the sector.It is seen as possible for Turkey to increase its export income in this sector in the long run on condition that it develops certain policies to increase fertility in the production of durum wheat in the short run and follows these policies.
