Özet
Bu araştırmanın amacı Fen ve Teknoloji dersinin denetimini Fen ve Teknoloji dersi öğretmen ve denetçilerinin görüşlerine göre irdelemek ve varsa aksaklıklara çözüm önerileri geliştirmektir. Araştırmada, ilköğretim denetçilerinin ders denetiminde kullandığı ?Öğretmen Teftiş Formu?ndaki maddeler esas alınarak veri toplama aracı hazırlanmıştır.Bu araştırmanın çalışma grubu, Ankara ilinde görev yapan 5 denetçiyle, Ankara'nın 8 merkez ilçesinde görev yapan öğretmenlerden her ilçeden bir öğretmen ile kura dışında kalan şehir merkezindeki okullardan bir, kenar semt okullarından da bir olmak üzere toplam 10 öğretmenden oluşmuştur.Araştırmanın sonuçları şöyle özetlenebilir:1- ?Öğretmen Teftiş Formu?nda yer alan maddelerin alanlara göre ayrı ayrı düzenlenmesi gerektiği, Fen ve Teknoloji dersine yönelik olarak hazırlanacak söz konusu formda öğretmenlerin neler yapması gerektiğinin belirlenmesi ve öğretmenlerinde formun hazırlanmasında görüşlerinin alınması öğretmen ve denetçi görüşleri neticesinde belirlenmiştir.2- Öğretmenlerin tamamına yakını Fen ve Teknoloji dersinde denetçilerin yeteri düzeyde rehberlik yapmadıklarını belirtirken denetçilerin çoğunluğu Fen ve Teknoloji dersine yönelik rehberlik uygulamalarında bulunduklarını belirtmişlerdir.3- Öğretmenler rehberlik ve denetim uygulamalarının bir ders saatinden az olduğunu belirterek bu sürenin uzatılması gerektiğini belirtmişlerdir.4- Denetimlerin alan denetçileri tarafından yapılması, Türkiye'nin değişik coğrafi dağılımına göre değişik öğretim programlarının uygulanması, Fen ve Teknoloji dersinin mutlaka laboratuar ortamında işlenmesi, denetçilerin derse haberli gelmeleri, denetim sisteminin yeni müfredata uygun olarak değişmesi, denetçi ve öğretmen görüşleri neticesinde ortaya çıkan sonuçlardır.İlköğretim okullarında Fen ve Teknoloji dersi denetiminin daha etkili ve daha verimli olmasına yönelik olarak geliştirilen öneriler aşağıda sunulmuştur:1- Türkiye'nin değişik coğrafi dağılımı dikkate alınarak, yöresel özelliklerine göre fen ve teknoloji alanındaki uygulamalar öğretim programına yansıtılmalı,2- Yıl içinde yapılan sınav sonuçlarının analizinin ve öğrencilerin başarılarına yönelik çalışmalar ile sınıflar arasındaki seviye farkının değerlendirilmesi yönündeki çalışmaların denetçiler tarafından yapılması,3- Fen ve teknoloji öğretmenin daha net ölçülebilmesi için; öğretmeninin sınıfta yapması gerekenlerin belirlenmesi, ondan sonra kriterlerin oluşturulması, bu kriterler belirlenirken öğretmen görüşlerine de başvurularak ?Öğretmen Teftiş Formu?nun branşlara göre yeniden düzenlenmesi,4- Fen ve Teknoloji dersi öğretmeninin performansını değerlendirirken öğretmenin ders dışı çalışmalarının ve öğrencilerin okuldaki ve genel sınavlardaki başarılarının dikkate alınması.

The aim of this study is to identify the qualifications about the inspection on Science and Technology course by taking the opinions of Science and Technology Inspectors and Teachers and taking into consideration the contemporary inspection principals. In the study, the data collection tool was prepared based on the items in the ?Teacher Inspection Form? used by the primary school inspectors while inspecting teachers.The study group in this study is composed of 5 inspectors employed in Ankara Province and 10 teachers in total (one teacher from each of 8 central districts of Ankara, one teacher from the non-draw schools located in central Ankara, and one teacher from the suburban schools).The results of the study can be summarized as follows:1 ? According to the teachers and inspectors, it is necessary to arrange the items in the ?Teacher Inspection Form? separately according to the branches, to identify what the teacher should do in the form to be prepared for the Science and Technology course, and to take the opinions of the teachers while preparing the form.2 ? Almost all of the teachers pointed out that the inspectors provide insufficient guidance and counseling in Science and Technology course while the most of the inspectors reported that they provide adequate guidance and counseling in this course.3 ? The teachers said that guidance and inspection activities took less than one course hour and that this period should be extended.4 ? According to the teachers and inspectors, the inspection activities should be carried out by the domain inspectors, adequate curricula should be used in different geographical regions of Turkey, Science and Technology course should definitely be taught in laboratories, the inspectors should visit the class with advance notice, and the inspection system should be revised in accordance with the new curriculum.Suggestions for enhancing the Science and Technology course in primary schools to be taught more effectively and more sufficiently are as follows:1 ? Practices in science and technology should be reflected in the curriculum according to the regional characteristics by taking into consideration the different geographical regions of Turkey.2 ? It should be the inspectors who carry out the activities such as analyzing the results of annual examinations and other studies on the success of students, and also activities for evaluation of the difference in the performance of different classes.3 ? In order for the science and technology teacher to be inspected more appropriately, his/her duties (what he/she should do) in the class should be identified, then the criteria should be formed, while forming these criteria, ?Teacher Inspection Form? should be revised according to the branches by taking the opinions of the teachers.4 ? Teachers? extracurricular activities and students? performance at school and in general examinations should be taken into consideration while evaluating the performance of science and Technology teachers.Key WordsScience and Technology course, inspection, primary education, science and technology teachers
