SUMMARY The origin of the Western European Union (WEU) was the Brussels Treaty of 1948, by which the United Kingdom, France and the Benelux countries agreed to a binding commitment for mutual automatic military assistance in the event of hostilities and collaboration in economic, social and cultural matters, and set up, for 50 years, an embryonic Western Union military structure, headquartered at Fontainebleau, to coordinate their common defences. The development of NATO dispensed with the need for the Western Union until the matter over the crisis concerning the German re-armament was brought forward by the French veto of the European Defence Community treaty in 1954. As a result of the rejection of EDC as well as consequences of the initiatives undertaken by the British Foreign Secretary, the Western Union was transformed into Western European Union at the Paris Agreements during the same year, and performed a useful function as a provider of diplomatic convenience through the participation of Federal Republic of Germany to a revised Brussels Treaty paved the way for its re-armament, and the WEU was given a role of controlling the compliance with the restrictions imposed on weapons production in Western Europe, particularly in FRG. Nevertheless, the WEU entered into an era of unfunctional years, after loosing its military, cultural and economic activities in time through establishments of NATO, the Council of Europe and European Economic Communities. By early 1980's, due to the tension between the two coasts of Atlantic Ocean, Western European countries decided to harmonize and co-ordinate their defence and security policies through re-vitalising the long forgotten WEU. After four years of re vüactivation and re-organization between 1984-87, the Platform on European Security Interest was announced, in the Hague, to outline the European security criteria and the responsibilities that the member states of WEU intended to assume. Turkey, which considered to attend European integration movements as one of its most important foreign policy priorities, followed the revitalization of the organization very intimately and declared her concern to become a member in April 1987. Giving an impetus to her efforts, especially after the Maastricht Summit which called Greece to join the WEU, Turkey signed an agreement for a partner membership with full attendance, on November 20, 1992, which was regarded, in Ankara, as a temporary stage in the phase of becoming a full member. Under the conditions of 1990s, it would not be wrong to claim that, in the future, Turkey's full membership process to the WEU would develop in parallel to the process of being a member to the European Community.
