Özet

Terör, sadece Türkiye'nin değil tüm dünyanın başa çıkmak zorunda kaldığı büyük bir problemdir. Geçtiğimiz 30 yıl içinde terör örgütlerinin şiddet eylemleri nedeniyle Türkiye, insani ve maddi olarak pek çok kayba uğramıştır. Terörle mücadele, çağdaş anlayış ve doktrinlere göre sadece teröristle mücadele etmek değil, terörü besleyen unsurları ve bireylerin terörist olmadan geçirdiği safhalarla da ilgilenilmesini gerekli kılan bir kavramdır.Özel Harekat Dairesi Başkanlığı terörle mücadele olarak tanımlanan faaliyetlerin, teröristle mücadele kolunda diğer aktif donanımlı birimler gibi 28 senedir etkin bir biçimde rol almaktadır. İlk kuruluş amacı öncelikli olarak teröristle mücadele olmayan Özel Harekat Dairesi Başkanlığı, uçak kaçırma olayları ve toplu ulaşım araçlarına yapılan eylemleri bertaraf etme ve üst düzey devlet adamlarına güvenlik sağlama gibi görevleri gerçekleştirmek üzere kurulmuştur. Ancak konjonktür gereği özellikle terör örgütü PKK ile mücadelede aktif rol almış ve bu mücadele süresince önemli başarılara imza atmıştır.Bu çalışmada, Özel Harekat Dairesi Başkanlığı personelinin yaşadığı sorunları inceleme amaç edinilmiştir. İkinci bölgede görevini tamamlayıp dönmüş olan personelle yarı yapılandırılmış mülakat yöntemi ile yapılan araştırma sonucu personelin sorunları dört ana başlık altında incelenmiş ve bu sorunlara yönelik çözüm önerileri sunulmuştur.

Terrorism is a grave threat facing not just Turkey but the whole world. The destructive activities of the terrorist organizations caused death of thousands of Turkish citizens and huge economic losses in the past 30 years. Contemporary doctrine suggests that fight against terrorism is something more than eliminating the terrorists. Fight against terrorism includes eradicating factors which cultivate terrorism and understanding the phases a person goes through before he becomes a terrorist.Special Operations Department has been playing an important role in the tactical part of the fight against terrorism for the last 28 years. Although it was established for the purpose of neutralizing terror acts such as airplane and other public transport hijackings or providing security for high level government officials, due to certain circumstances Tactical Response Department inevitably participated to the combat against the PKK terror organization and accomplished many important missions in this struggle.As a preliminary study in this field, this study will hopefully provide a basis for future studies which will address abovementioned problems. This study begins with discussing briefly the fight against terrorism which is within the sphere of duties of the Tactical Response Department. For this study semi-structured interviews were conducted with the personnel who has concluded their assignment in the second region Interviewees were asked questions about problems related to their private and professional lives and requested to provide their opinions to solve these problems. Based on responses the study presents possible solutions and comments about the common problems.
