Dr. Erol SAYIN Şubat 1993, 224 Sayfa Bu çalışmada, kent yöneticilerine politika belirlemede, yapılan işlerin otomasyununda ve problem çözmede yardımcı olacak bir karar destek sistemi aracı olarak coğrafi bilgi sistemi (CBS) araştırılmıştır. Diğer alanlarda kullanılan CBS de kısaca tartışılmıştır. Arazi bilgi sistemleri, kent bilgi sistemleri, mekansal bilgi sistemleri ve karar destek sistemleri gibi CBS ile ilgili kavramlar tanımlanmış ve varolan CBS teknolojisi tanıtılmıştır. CBS tasarlama metodolojisinin kriterleri, modelleri, entegrasyonu ve problemleri tartışılmıştır. Dünyada uygulanan bazı CBS örnekleri araştırılmıştır. Bu teorik çerçeve içinde, Ankara Büyükşehir Belediyesi için bir coğrafi bilgi sistemi tasarlanmıştır. Sistem; Ankara' nin altyapı ve planlama etkinliklerine katılan Belediye 'nin ve Bakanlıklar' in tüm daireleri için tanımlanmasına rağmen, bu Tezin çerçevesi içinde, Belediye'nin üç dairesi için CBS yapısı geliştirilmiştir. CBS ikiveri tabanından oluşur: bir, grafik veri tabanı; iki, grafik olmayan veri tabam. Araştırılan daireler için bu veri tabanları varsayılan verileri ile birlikte verilmiştir. Bazı örnek analizler gösterilmiştir. CBS analizlerinin ana avantajı karar vericinin analiz sonuçlarını şehir haritası üzerinde görebilmesidir. Bu Tezde de analizlerin sonuçları varsayılan harita parçalarının üzerinde gösterilmiştir.;

ABSTRACT GEOGRAPHIC INFORMATION SYSTEM AS A DECISION SUPPORT SYSTEM TOOL FOR URBAN MANAGEMENT AND A PROPOSAL FOR METROPOLITAN MUNICIPALITY OF ANKARA I DENİZ, Murat M.S. in Industrial Engineering, Supervisor: Assoc. Prof. Dr. Erol SAYIN February 1993, 224 Pages In this study, geographic information system is investigated as a decision support system tool to assist urban managers in formation, automation of operations and problem solving. GIS used in other sectors is also discussed. GIS related concepts like land information systems (LIS), urban information systems (UIS), spatial information systems (SIS) and decision support systems (DSS) are defined and present GIS technology is introduced. Criteria, models, steps, integration and problems of GIS design methodology are discussed. Some examples of GIS applications in the world are investigated. Within this theoretical framework, a geographic information system is designed for Metropolitan Municipality of Ankara. Although the system is defined for all the departments of Municipality and Ministries related with the infrastructure and planning activities in Ankara, in! within the scope of this thesis, GIS structure of the three departments of Municipality is developed. GIS is the combination of two databases: one, the graphic database; two, non-graphic database. These database! structures are given with their assumed data for the investigate! departments. Some example analyses are shown. The main advantage of GIS analyses is that the decision maker can see the results of the analyses on the city map. Here in this thesis the results of the analyses are shown on assumed map segments, too.
