Özet

Eğitimin merkezinde yer alan öğretmenler ve onların mesleki gelişimi, eğitim sistemimizi ve toplumu doğrudan etkileyen etmenlerin başında gelmektedir. Güçlü bir bilgi toplumu olabilmek için her bireyin bilgi ve iletişim teknolojileri konusunda eğitimli olması gerekmektedir. Eğitimin mimarları olan öğretmenlerin bu alandaki gelişimi büyük önem taşımaktadır. Öğretmenlerin gelişimine ışık tutacak olan bu araştırma, 2010-2011 Eğitim-Öğretim yılı İstanbul'da bulunan ilköğretim okullarında görev yapan öğretmenlerin bilgi ve iletişim teknolojileri yeterliliklerinin belirlenmesi için hazırlanmıştır. İstanbul'daki ilköğretim okullarında görev yapan 63303öğretmen araştırmanın evrenini oluşturmuştur. Tarama modelindeki araştırmanın örneklemini ise, basit seçkisiz örnekleme yoluyla random olarak seçilmiş olan İstanbul ilinde bulunan 23 ilçeden toplam 28 okulda görev yapmakta olan 609 öğretmen oluşturmaktadır.Avrupa Bilgisayar Yetkinlik Sertifikası (ECDL) kapsamında, öğretmenlerin bilgi ve iletişim teknolojileri yeterlilikleri belirlenirken, tanımlayıcı istatistiksel metotların (Ortalama, Standart sapma, frekans) yanı sıra normal dağılım gösteren BİT genel ve alt boyut puanlarının üç grup ve üzerindeki parametrelerin karşılaştırmalarında tek yönlü Anova test kullanılmıştır. Farklılığa neden olan grubun tespitinde Tukey HDS test kullanılmıştır. İki grup değerlendirmelerinde ise T test kullanılmıştır. Verilerin analizleri SPSS 15.0 programında yapılmıştır.Araştırma bulguları aşağıda özetlenmiştir;İlköğretimde görev yapan öğretmenlerin donanım, işletim sistemi, kelime işlemci, sunum ve internet yeterlilikleri açısından iyi düzeyde; ancak hesap çizelgesi yeterliliği açısından orta düzeyde oldukları görülmektedir.Öğretmenlerin bilgi ve iletişim teknolojileri kullanım yeterliliklerinde cinsiyetlerine, yaşlarına, hizmet sürelerine, öğrenim düzeylerine, bilgisayar sahibi olma durumlarına, bilgisayarı kullanım sürelerine, internete bağlanma sıklıklarına ve ilköğretimin hangi kademesinde görev yaptıklarına göre farklılıklar bulunduğu belirlenmiştir.

The teachers taking place in the very heart of the education and their professional development come on the top of the factors affecting our educational system and society. In order to be able to become a strong information society, it is necessary for every individual to be educated in the field of information and communication technologies. The development of teachers, who are the architects of the education, in this field poses great importance. This research that will set light to the progress of the teachers is prepared for the assessment of the qualifications of information and communication technologies of the teachers serving duties at the primary schools, located in Istanbul. In this respect, 63303 teachers in duty at the primary schools of Istanbul have formed the scope of this research. The sample of the research in a scanning model, however, is formed up by 609 teachers in a total number of 28 schools from 23 towns of the province of Istanbul, selected by random sampling.While the competence of the information and communication technologies of the teachers within the scope of the European Computer Driving Licence (ECDL), a single direction Anova test is used in the comparisons of three groups and over parameters of BIT general and sub-dimension points showing a normal dispersion along with defining statistical methods (Average, Standard deviation, frequency). The Tukey HDS test is used in the determination of the group causing difference. On the other hand, the T test is used in two-group assessments. The analyses of the data are made in SPSS 15.0 program.It is determined at the end of the research that the teachers serving duty at primary schools have knowledge at satisfactory levels in respect of the utilization of the information and communication technologies.Research findings have been summarized below;The teachers at primary schools have a good level of hardware, operating systems, word, power point and internet knowledge but they do have mid level of knowledge on excel.There have been differences on information and communication technology usage sufficiency of the teachers according to their gender, tenure of office, educational level, computer possession condition, computer usage hours, connecting to internet frequency and grade of primary schools where they work.
