Özet
ÖZET Ülkeler karşılaştıkları ulusal ve uluslararası ekonomik sorunların çözümünde ve darboğazların aşılmasında turizm faaliyetlerini bir çıkış noktası olarak görmektedirler. Kalkınmasını tamamlamaya çalışan Türkiye Ekonomisinde de dış ödemeler bilançosu açığı, istihdam gibi önemli sorunları mevcuttur. Bu nedenle turizm ülkemizde kalkınmada özel öneme sahip sektörler arasına alınmıştır. Turizm sektörü ülkemizde 1980 yılına kadar istenilen gelişmeyi gösterememiştir. Bunun üzerine yürürlüğe konulan“Turizmi Teşvik Yasası”ve uygulanan politikalar ile arzulanan hedeflere ulaşılmak istenmiştir. Bu politikalar ile ivme kazanan turizm sektörü, yapılan yatırımlarla ülkemizde yatak kapasitesi ve turizm gelirlerinde oldukça iyi gelişmelere yol açmıştır. Arz miktarındaki önemli sayılabilecek bu artışa karşılık talep miktarında istenilen gelişme gerçekleşmemiştir. Diğer taraftan yeterli tanıtım yapılamadığı için ülkeye daha çok düşük gelir düzeyine sahip turistler gelmektedir. Turizm yatırımlarının arttığı bu dönemde daha çok turistik tesis yapımına ağırlık verilmiş olup turistik yörelerdeki alt yapı yatırımlarına pek fazla önem verilmemiştir. Bunun sonucunda altyapı yetersizliği günümüzde büyük sorunlara sebebiyet vermektedir. Bu önemli sorunun yanında son yıllarda turizm sektöründe yatırımların sürdürülebilmesi için kaynak sorunu ortaya çıkmıştır. Kaynak sorununu gidermede en önemli alternatifleri yabancı sermaye ve finansal kiralama (leasing) olarak gösterebiliriz. Turizm, ülkemiz ekonomisinde ödemeler bilançosuna katkısı, yeni istihdam imkanları yaratması, milli geliri direkt ya da dolaylı olarak yükseltmesi ve diğer sektörler üzerinde girdi vermesi ya da girdi olması ile ileri-geri bağlantısı olan bir sektördür. Türk turizminin ülke ekonomisi üzerinde katkıları ve sağlanan gelişmelere rağmen yine de dünya turizmi içerisinde % 1 seviyesindedir. Ülkemiz elinde bulunan mevcut turizm potansiyeline göre ülkemizin dünya turizmi içerisindeki yeri bu olmamalıdır. Bunun için geleceğe yönelik turizm politikaları geliştirmemiz gerekmektedir. Bu noktada, 1980 yılında uygulanan turizm politikalarının doğruları ve yanlışları ile analizi, ekonomiye etkileri ve bu bilgilerin ışığında geleceğe yönelik politikalar üretilmesi bu çalışmayla varmak istediğimiz en önemli hedef olmuştur. Yapmış olduğumuz tez çalışmasının ilk bölümlerinde turizm ile ilişkili temel kavramlar tanımlanarak, 1980 öncesi turizm politikaları kısaca incelenmiştir. Çalışmanın ağırlıklı konusu olan 1980 sonrası turizm politikaları üçüncü bölümde incelenerek bu politikaların ülke ekonomisine etkileri ayrı bir başlık altında detaylı olarak değerlendirilmiştir. Son bölümde ise, bu değerlendirmelerin ışığında uygulanması gereken politikalar tesbit edilmeye çalışılmıştır.

SUMMARY Countries have considered tourism as a safe way out in solving the na tional and international economic problems and in coping with bottlenecks they have encountered. Turkish Economy, triying to complete its development, has such important problems as constant deficits on the Foreign Payments Balance- sheet, and employment. That is why, in our country, tourism has already been included among, the sectors that have a special importance in development. Tourism Sector of our country had not been able to realize the desired development by the year of 1980. Therefore, it was aimed, through“The Law of Stimulation of Tourism”enacted upon that case and the new policies fol lowed on, to reach the proposed targets. Tourism Sector which have gained some additional impetus after those policies has led to fairly good developments in respect of acommodation capacity, viz. the number of the beds available, and of tourism-incomes, supported by new investments. Contrasting with that in crease in the amount of supply, which is surely remarkable, there has not been enough rise in the number of demands. What is more, mainly the tourists of low income-level have been visiting the country lately, since the efforts of presenting the country and of making it known have not been adequate. In that period of substantial investments on tourism, the main facilities at tourist-attracting sites and places have not been given the due importance while the construction of new accomodational establishments for tourists have gained the primary weight. As a result of this neglect in the proper quality and quantity of fundemantel facilities, great serious problems are being faced today. Along with that important problem, another issue have emerged in tourism sector recently: finding financial resources to continue with investments. Among the most important ones to solve the financial source problem, the alternatives of Foreign Capital and Leasing could be produced. Tourism is a sector of forward and backward relations because of its addition to the balance-statement of payments, producing new employment capacities, and for it increases the national income directly or indirectly, and finally for it grants incomes to other sectors, or its makes itself the incomes for them. In spite of the present additions of Turkish Tourism upon country's economy and of the developments already maintained, it still has the share of only % 1 within world-tourism. This point is not its true place compared with the existing tourism potential that our country holds. So we should produce and improve new tourism policies facing the future. Here, at this point of the matter, the objective analysis of tourism policies, with their rights and wrongs, that have been put into practice upto 1980, their effects on the economy, and under the light of these information, production of new policies towards future have be come the most important object wanted to reach by this study. In the first chapter of this study of thesis, we have defined the basic terms relating to tourism, and briefly examined the tourism policies of pre-1980. The policies of tourism later than 1980, which is the weighted topic of this study, has been examined in the third chapter, which is followed uner a seperate title by the detailed evaluations of their effects on Turkisch Economy. In the final chap ter, in the light of those evaluations, the policies which will require to implement have been tried to determine.
