Özet

ÖZET Türkiye'de 1992 rakamlarına göre yabancı uyruklu 7661 yüksek öğrenim öğrencisi bulunmaktadır. Yabancı öğrencilerle ilgili kurumların bu öğrencileri kabul amaçlan açıkça saptanmamıştır. Ancak kurumların yetkilileri, yabana öğrencilerle ilgili Türkiye'nin ulusal ve uluslararası boyutlu amaçları olduğunu belirtmişlerdir. Ekonomik boyutlu amaçlar yeterince benimsenmemiştir. Yabancı öğrencilerin kendi aralarında sosyal ve kültürel amaçlarla örgütlenme olanakları sınırlı görülmektedir. Sorunlarını anlatacakları makamları ve kişileri yeterince bulamadıkları bu nedenle de, sorunlarım informal yönü ağır basan danışman hocalarına ve arkadaşlarına anlattıkları anlaşılmaktadır. Barınma yeri bulmada sorunlar vardır. Öğrenci yurtlan kalabalık ve çalışma koşullan uygun değildir. Kurumlardaki Türk ve yabancı öğrencilerin işbirliğini geliştirmeye yönelik kültürel faaliyetler yetersiz görülmektedir. Yabancı öğrenciler bu yetersizliğin sonucu olarak Türkiye'de yabancılık duygusuna kapılmaktadırlar. Sağlık, trafik ve ulaşım sorunları da yaşanmaktadır. Yabancı öğrencilerin ekonomik sorunları bulunmaktadır. Ayhk gelirlerinin büyük bölümünü yiyeceğe harcadıklarından, diğer zorunlu ihtiyaçlarım karşılamakta ciddi sıkıntılar çekmektedirler. Türkiye'de öğrenci bütçesine uygun ucuzluk mevsimleri ve pazarlar yetersiz görülmektedir. Ekonomik nedenlerle yabancı öğrencilerin yüzde 90'ı ders dışı zamanlarda çalışmak istemektedir. mÜniversiteler başta olmak üzere, kurumlardaki yabancı öğrenciye yönelik rehberlik hizmetleri yetersizdir. Yabana Uyruklu Öğrenci Sınavı (YÖS) sistemi öğrencilerce benimsenmektedir. Derslerin yoğunluğu ve gerekli sosyal-kültürel tesislerin yetersizliği nedenleriyle üniversitedeki hizmet birimlerinden (PTT, Banka, kütüphane vb.)“arasıra”yararlanılmaktadır. Türkiye'den burs alan öğrencilerin sorunlarının başında, burs miktarının ve yabancı öğrencilerle ilgili örgütsel yapılanmanın yetersizliği gelmektedir. Öğrencilerin Türkiye'de yüksek öğrenim görmekten en önemli beklentilerinin, ülkelerine göre daha iyi eğitim almak olduğa anlaşılmıştır. Türk soylu öğrenciler Türkiye'de daha az yabancılık doygusu yaşamaktadır. Özel üniversitelere göre devlet üniversitelerinde sağlık hizmetleri, işaktmt, bilgilendirme, kararlara katılma, çatışan personelin sayısı ve ilgisi daha yetersiz görülmektedir. Yabana öğrencilae sunulan burs, baonma, Türkçe öğretimi ve eğitim-öğretim hizmetleri farklı kurumlarca yerine girilmektedir. Mevcut örgütsel yapı ile yaşanan sosyal, kültürel, ekonomik ve eğitsel sorunlar arasında ilişkiler ortaya çıkmıştır. Bu nedenle, yabancı öğrencilerle ilgili örgütsel yapılanmanın, amaçlara uygun ve sistem bütünlüğü içinde ele alınması ve yem bir örgütsel yapı gerekmektedir. iv

SUMMARY According to the 1992 figures, there are 7661 foreign students educating in higher education. Institutions concerning foreign students and Turkey's acceptance objectives in that respect are not clearly determined. However authorities of those mentioned institutions stated that Turkey had national and international aims concerning foreign students. Economic aims have not been adopted yet There are limits for foreign students to organize themselves culturally and socially. They can not find positions and persons to explain their problems so it is understood that these students find the solution to tell about their problems to the informal advisor teachers and their friends. They have a problem of accomodation, dormitories are crowded and study conditions are inadequate. Cultural activities aiming at improving the cooperation among Turkish and foreign students in the institutions are also seen as inadequate. As a result of those inadequacies, foreign students feel themselves alienated. They have also the problems of health, traffic and transportation. Students' economic problems were also brought about As they spend much of their monthly amounts to food, they have the burdens and difficulties of meeting their other needs. In Turkey, there are not sufficient markets and sales in accordance with the budgets of the students. Due to the economic reasons, % 90 of the students want to work out of their study hours.Concerning foreign students, guidance services in the institutions are insufficient especially in the universities. System of foreign students exam (YÖS) is adopted. Due to the inadequacies of social-culturel acuities and intensity of the studies, the service units in the universities are“rarefy”facilitated (PTT., bank, library etc.). Foreign scholars studying in Turkey have primarily the burden of insufficient amount of scholarship and inadequate institutional construction. The most significant expectances of scholars studying in higher education institutions in Turkey are having more satisfactory education comparing to their homeland. Students having Turkish origin feel less alienated. Comparing the private universities, in public higher education institutions, health services, fluidity of work, informing, participating in decisions, numbers and affinity of personnel are much more insufficient Scholarship offered to the foreign students, accomodation, Turkish language training, education-training services are executed by different institutions. The relationship between the existing organisational structure and organic social, cultural, economic, educational problems came into existence. Hence, the institutional reorganisation concerning the foreign students must be taken into consideration in accordance with the aims and in frame of all systems, a new organisational structure is required to be achieved.
