Özet
Ülke ekonomilerinin gelişmesinde sektörler büyük rol oynarlar. Türkiye ekonomisinin gelişmesinde hizmet sektörü içerisinde anılan İnşaat sektörü, GSMH içinde önemli bir paya sahiptir. Buna ek olarak, inşaat sektörünün, inşaat malzemeleri üreten sanayi sektörü içindeki payı ve yüksek istihdam kapasitesi de göz önüne alındığında, ülkemiz için lokomotif sektör niteliğinde olduğunu söylemek doğru bir tanım olacaktır.İnşaat sektöründe, uygulamada karşılaşılan eksikliklerin büyük çoğunluğunun özellikle yönetim ile ilgili problemlerden kaynaklanması, projelerin günümüzdeki karmaşıklığı ve toplumsal ihtiyacın optimizasyonu proje yönetiminin ortaya çıkış nedenlerini oluşturmaktadır. İnşaat sektöründe doğabilecek kayıpların önlenebilmesi ancak doğru ve etkin proje yönetimi ile mümkündür. İnşaat sektörü için proje yönetimi veya daha geniş kapsamı ile Proje Yönetimi, binlerce yıldan beri süre gelen bir olgudur. Proje Yönetiminin Amacı; zamanı, parayı, insan gücünü, makine ve teçhizatı en verimli şekilde kullanarak projeyi en uygun sürede, en uygun bütçe ile en kaliteli şekilde tamamlamaktır. Bu süreç, pek çok tarafı (mal sahibi, mühendis, mimar, yüklenici, malzeme sağlayıcıları v.b.) ve pek çok aşamayı (ön tasarım, tasarım, ihale, inşaat v.b.) barındırmaktadır.Dünyanın içinde bulunduğu ve giderek ciddileşen ekolojik ve iklimsel olumsuzluklar ise her alanda olduğu gibi yapı sektöründe de yeşil olma arzusu doğurmuştur. İnşaat sektöründe, yeşil yapı çabalarının desteklenmesi ve bu tür binaların objektif bir şekilde değerlendirmelerinin yapılabilmesi için standartlar geliştirilmiştir. Yeşil Yapı Sertifikasyon Sistemleri olarak adlandırılan bu standartların en önemlileri olan LEED ve BREEAM tez kapsamında ele alınmıştır. Ülkemizde Yeşil Yapı kavramı henüz çok yeni olmakla beraber, Enerji Verimliliği ile ilgili Kanunlar hazırlanmış olup, Türkiye inşaat Standartlarına uyumlu bir sertifika sistemi oluşturmak için sivil toplum örgütleri ve ilgili kamu kurumları tarafından çalışmalar yapılmaktadır.Tez çalışması kapsamında; İnşaat Proje Yönetimi ile Yeşil Bina kavramları birlikte ele alıp henüz gelişmekte olan Yeşil Proje Yönetimi (Green Project Management) kavramı detaylı bir şekilde incelenmektedir. Tipik binaların yüksek enerji tüketimi, kötü çevresel kalite ve düşük kullanıcı memnuniyeti gibi sorunların önüne geçmek amacı ile Yeşil Proje Yönetimi kapsamında yenilikçi çözümleri tanıtmak amacı ile bu tez çalışması yapılmıştır.Yeşil Bina Proje Yönetimi kavramını anlamak, Yeşil Proje Yönetim aşamalarını belirleyerek İnşaat Proje Yönetiminden ayrılan kısımlarını saptamak, Yeşil Proje Yönetim zorluklarını ve Türkiye koşullarında bu kavramın gelişmesi için atılması gereken adımları belirlemek, Yeşil Proje Yönetim Süreçlerinin gerekliliğini anlatmak amacı ile bu tez çalışması yapılmıştır.Tezin ikinci bölümünde; Proje, Proje Yönetimi, Proje Yaşam Döngüsü ve Proje Yöneticisi kavramları incelenmiş, Proje Yönetim Süreçleri ve Proje Yönetimi Bilgi Alanlarına detaylı bir şekilde yer verilmiştir. Üçüncü bölümde; İnşaat Projesi, İnşaat Proje Yönetimi kavramları ve İnşaat Projesi Yönetim Safhaları incelenmiştir. Dördüncü Bölümde; Yeşil Bina ve Yeşil Bina Proje Yönetim kavramları incelenmiş ve Yeşil Bina Proje Yönetim Safhaları ile Yeşil Bina Sertifika Sistemleri BREEAM ve LEED tanıtılmış, Türkiye'de Enerji Verimliliği ile İlgili Yasal Standartlara yer verilmiştir. Beşinci Bölümde; Tez çalışmasının amaç, kapsam ve yönteminden bahsedilmiş olup bu bölüm Araştırma Kısmını içermektedir. Altıncı ve son bölüm olan Sonuç ve Öneriler kısmında; Türkiye'de yeşil bina proje yönetim sektörünün varlığını kabullenip geliştirmek için öneriler ve değerlendirmeler yapılmıştır.Bu çalışma ileride Yeşil Bina Proje Yönetimi mesleğini edinmek isteyen kişilere ışık tutacak ve Yeşil Bina Proje Yönetimi ile ilgili bundan sonraki çalışmalarda girdi olarak kullanılabilecektir.

Sectors play great roles in the development of the country economies. In the development of Turkish Economy, the construction sector within the service sector has very important role in Gross National Product (GNP). In addition to this, When taking into the consideration of the shares of the construction sector within the industry sector that provides construction material and high recruitment capacity, it would be an appropriate definition to say that it is in the type of locomotive sector for our country.Due to the fact that most failures that have been met in the application in the construction sector are related to the management problems, current complexity of the projects and optimization of the social needs have constituted the reasons of the project management. It is essential to prevent the losses arising in the construction sector by means of right and effective project management. Project management for the construction sector and project management in the broader context is a matter of fact that has been ongoing for thousand years. The purpose of the project management is to use the time, money and labour, machine and equipment efficiently and effectively as well as the purpose is to complete the project in affordable price. This process accommodates many parties (owner of the property, engineer, architecture, contractor, material suppliers etc.) and many processes (pre-design, design, tender, construction, etc.).On the other hand, ecologic and climatic problems of the problem that have been increased day by day resulted in achieving green in each area particularly in the construction sector. The standards have been developed to support the green construction efforts in the construction sector and to assess such kind of buildings objectively. The most important one of these standards that has been called as Green Structure Certification Systems such as LEED and BREEAM have been handled in the scope of thesis. There is no doubt that Green Construction Concept in our country is very new however, the laws on the energy efficiency have organized and the studies have been carried out by the public organizations and non-governmental organizations to form a comprehensive certification system.Within the scope of thesis; Construction Project Management and Green Building Concept have been handled together and Green Project Management that has been still developing has been also reviewed in detail. In order to prevent high energy consumption of the typical buildings, bad environment quality and low user satisfaction problems and to define the innovative solutions within the scope of Green Project Management, this thesis has prepared accordingly.In order to understand the Green Building Project Management, to determine the parts separated from Construction Project Management by defining Green Project Management steps, to define the steps to be taken for development of this concept in the condition of Turkey and to determine the difficulties of Green Project Management as well as to express the requirements of the Green Project Management Processes, this thesis has carried out.In the second part of the thesis; Project, Project Management, Project Life Circle and Project Management concepts have been reviewed and Project Management Process and Project Management Information Field have been discussed in detail. In the third part; Construction Project, Construction Project Management concepts and Construction Project Management Stages have been reviewed. In the fourth part, Green Building and Green Building Project Management concepts have been also reviewed and Green Building Project Management Stages and Green Building Certification Systems BREEAM and LEED have promoted and the relevant standards regarding Energy Efficiency in Turkey have discussed. In the fifth part; the purpose, scope and procedures of the thesis have been discussed and this chapter includes the Research Part. In the Result and Suggestions that is the sixth and last part, the proposals and assessments have been made to accept and develop the green building project management sector in Turkey.This study will enlighten people who would like to have the occupation of Green Building Project Management in the future and these will be input in further studies regarding Green Building Project Management.
