Özet
Bu araştırma; özürlülerin istihdamının önemini vurgulayan, özürlü istihdamının sağlanmasında; yararlanılan istihdam yöntemleri arasında bulunan, ev esaslı tele çalışma (evde tele çalışma) yöntemine, ne şekilde yaklaşıldığını Bursa ilindeki çeşitli özürlü belediye çalışanlarının değerlendirmeleri (algıları) ışığında sorgulayan bir çalışmadır. Özürlülerin çalışma hayatı içinde sahip oldukları konuma dair çeşitli saptamalarda bulunularak çalışmanın temel kurgusu oluşturulmaktadır. Çalışmayla; bilgisayar ve iletişim teknolojilerinin gelişmesi ile gündeme gelen ev esaslı tele çalışma (evde tele çalışma) yönteminin, evde çalışmayı tercih eden özürlülere; erişilebilir ve engelsiz bir çalışma ortamında önyargı ve ayrımcı davranışlara maruz kalmadan istihdam fırsatı sunduğu argümanı sorgulanmaktadır. Ev esaslı tele çalışma (evde tele çalışma) çalışanın, tüm işlerini evden yaparak, telefon, faks, elektronik posta aracılığı ile işverene ilettiği tele çalışma şeklidir ve hareketlilik ihtiyacını ortadan kaldırdığından özürlülerin istihdamı için önemli bir açılımdır. Ancak özürlü bireyi çalışma hayatının sosyal getirilerinden uzak tuttuğu gerekçesi ile eleştirilmektedir. Bununla birlikte özürlülerin ?gönüllü olarak? istemeleri durumunda, ev esaslı tele çalışma (evde tele çalışma) kapsamında istihdam edilebilmeleri için gerekli ortam ve koşullar sağlanmalıdır. Ülkemizde evde çalışma yöntemine yönelik olarak yasal çerçeve netleştirilebilmiş değildir ve uygulamalar sınırlıdır. Özürlülerin ev esaslı tele çalışma (evde tele çalışma) yöntemi hakkındaki bilgi düzeyleri ve bu yönteme yaklaşımlarının ne olduğu bilinmemektedir. Tezin temel amacı; özürlülerin istihdamının önemine ve özürlülerin karşılaştıkları istihdam engellerine dikkat çekerek, özürlü istihdamının artırılması için esnek çalışma türlerinden biri olan ev esaslı tele çalışma (evde tele çalışma) yönteminin, özürlüler açısından yararlanabilirliğini, konunun asıl muhatabı olan özürlülerin görüşleri ışığında değerlendirmektir.

This research is a study that emphasizes the importance of the employment of the disabled and questions how the home based telework, which is found within the employment methods used in providing employment for the disabled, is approached in the light of the assessment (perception) of various disabled municipality workers in Bursa. The basic setup of the study is constituted by making various assignments regarding the position the disabled have within the working life. The argument whether the home based teleworking method (telework at home) that has come to the fore with the development of the computer and communication technologies provide employment opportunities for the disabled who prefer to work at home in order to work in an accessible and unhindered work environment without being exposed to prejudgments and discriminatory behaviors is questioned with this study. Home based telework (telework at home) is a way of telework that the employee does all the work at home and delivers to the employer by means of telephone, fax, e-mail and is a substantial initiative for the employment of the disabled since it eliminates the need to be mobile. However, it is criticized on account of the fact that it keeps the individual away from the social advantages of the work life. Besides, the necessary environment and circumstances should be provided for the disabled to be employed within the scope of home based telework (telework at home) in the event that they request `voluntarily?. The legislative framework aimed at the teleworking method hasn?t been clarified in our country yet. The knowledge level of the disabled about the home based telework (telework at home) and their approach to this method isn?t known. The main aim of the thesis is to draw attention to the importance of the employment of the disabled and the employment obstacles that the disabled meet and to evaluate the home based telework (telework at home), which is one of the flexible working methods to increase the employment of the disabled, in the light of the views of the disabled who are the real addressee of the issue.
