Özet
Bu çalışmada, Türkiye'de faaliyet gösteren orkinos işletmeleri teknik, sosyal ve ekonomik açıdan incelenmiştir. Bu çerçevede, İzmir ve Antalya'da yerleşik tam sayım yöntemi ile belirlenen 6 adet işletmeden anket yöntemi ile elde edilen veriler kullanılarak işletmelerin teknik özellikleri, faaliyet durumları, sorun ve beklentileri ortaya konulmuş, işletmelerin iş gücü varlığı, sermaye yapısı, üretim maliyetleri hesaplanmıştır. Ortalama üretim miktarı (2005-2009 yılları) 2.648,1 ton olan orkinos işletmelerinde toplam üretim kapasitesi 4.800 ton/yıl, kapasite kullanım oranı ortalama %79,7 olarak belirlenmiştir. İşletmelerin karada kullandıkları toplam alan 440 dekar, denizde kullandıkları toplam alan ise 244 dekardır. İşletmelerin en yakın yerleşim birimine uzaklığı ortalama 10,6 km olarak saptanmıştır. İşletmelerde benzer kafes ve ağ sistemleri kullanılmaktadır. Orkinos avcılık faaliyetleri 1 ay, yetiştiricilik faaliyetleri ise İzmir'deki işletmelerde 7 ay, Antalya'daki işletmelerde 6 ay sürmektedir. İşletmelerde iş gücü varlığı toplam 154 kişi, en önemli iş gücü faktörü ise dalgıçlar (%30) olarak belirlenmiştir. İşletmelerde %51,3 oranında üniversite mezunu çalışmaktadır. Çalışanların yaş ortalaması 34,8 olarak saptanmıştır. İşletme sermayeleri içinde en yüksek oran tekne varlığıdır (ortalama %40,64). İşletme giderleri içinde en yüksek sabit gider tekne kirası ve iş gücü ödemeleri olarak değişmekte iken, tüm işletmeler için en yüksek değişken giderin ithal edilen canlı yem ve ithal edilen canlı orkinos olduğu belirlenmiştir. Orkinos yetiştiriciliği sektörü için en önemli sorun işletme faaliyetlerinin belirli bir kota üzerinden gerçekleştiriliyor olması ile ICCAT kurallarına göre ülkemize tahsis edilen orkinos av kotası miktarının Türkiye'nin mevcut ve potansiyel kapasitesinden az olmasıdır. Türkiye'deki durumla mukayese edildiğinde, Akdeniz'de rekabet halinde olduğumuz AB ülkelerinde toplam avlanabilir kota miktarının oldukça yüksek olması ve orkinos avcılık ve yetiştiricilik faaliyetlerine verilen destekler Türkiye'deki sektörün rekabet gücünü olumsuz yönde etkilemektedir.

In this study the bluefin tuna farming enterprises in Turkey were analyzed in terms of technical, social and economical aspects. In this context, utilizing the data which were obtained from all 6 bluefin tuna farming enterprises located in İzmir and Antalya via questionnaire, the technical characteristics, the activities, the problems and expectations of the enterprises were presented, the labour force, capital structure and production costs of the enterprises were calculated. For bluefin tuna farming enterprises whose average production amount is 2.648,1 tons (2005-2009), total production capacity is determined as 4.800 tons per year and the capacity usage ratio is determined as 79.7 %. The total area of enterprises use on the land is 440 decares and the total area enterprises use off-shore is 244 decares. The average distance of the enterprises to the closest accommodation unit was defined as 10.6 km. Similar farming cage and cage net systems are used by the enterprises. Bluefin tuna fishing are carried out for 1 month period, the farming activities take 7 months for the enterprises in İzmir and take 6 months for those in Antalya. The total labour force was calculated as 154 and the most important labour factor determined as the divers (30%). Postgraduate employments work in the enterprises with the ratio of 51.3%. Average age of the employments was calculated as 34.8. Vessel ownership ratio is the maximum in the capitalization of the enterprises (in average 40.6%). For the operating cost, while the maximum fixed cost differed as vessel renting and labour cost, for the all enterprises the maximum variable cost were determined as the bait fish and live bluefin tuna import. The most important problems for the bluefin tuna farming sector are those that the activities carried out subject to a specific quota and quota amount allocated to Turkey in accordance with the ICCAT rules is less than Turkey?s current and potential capacity. When compared with the situation in Turkey, the reasonably higher total allowable catch levels and well-subsidized bluefin tuna fishing, farming activities of the EU Member States with which Turkey is competing in the Mediterranean have a negative impact on the competitiveness of the sector in Turkey.
