Özet

ÖZET Yerel nitelikteki kamu hizmetlerine olan talebi karşılamakla görevli belediyeler; organları ve yetkileriyle yönetim yapımızda ekonomik ve siyasi yönden önemli konuma sahiptirler. Değişen kamu hizmeti anlayışı ve kentli tipinde geldiğimiz aşama, belediye yönetimlerindeki organların oluşumu ile personel rejiminde yeni sistemlerin oluşturulmasını zorlamaktadır. Bu çalışmamızda belediye yönetimlerinde uygulanan personel politikasının yerel hizmetlerin yürütülmesine etkileri üç bölümde araştırıldı, Birinci bölümde personel sisteminin teorik yapısı incelenirken, belediyelerin kamu yönetimi kurumlan olması nedeniyle, kamu personeli sistemine ağırlık verildi. Personel sistemindeki sorunlarımızın, sistemin yapısından çok genel ekonomik yapıdan kaynaklandığı sonucuna varıldı. İkinci bölümde belediye yönetimlerinin yürütmekle yükümlü oldukları yerel kamu hizmetlerinin genel tasnifi yapıldı. Bu hizmetlerin sunuluşuna ilişkin alternatif yöntemler değişen kamu hizmeti anlayışına göre işlendi. Üçüncü bölümde ise, belediye yönetimlerinde uygulanan personel rejiminin genel personel sisteminin bir uzantısı olduğu belirtildi. Belediye yönetimlerinde yerel kamu hizmetlerinin yürütülmesinde personel politikasının tek faktör olmadığı; ekonomik kaynakların, örgütsel yapının, yasal yetkilerin ve organların oluşumundaki sistemin etkileri de araştırıldı. SUMMARY The municipalities, with their organs and duties, that are in charge of meeting the demands on public services have an important position from the point of view of economical and political life. In the stop where we have reached; from the point of view of changing understanding of public services and the type of citizen, is made necessary the administration organs of the municipalities have to be reconsructed; and new sytems in personnel regime must be developed. In this study, the effects of the municipal administrations on the local services are searched in three parts. In the first part, the theoretical structure of personnel systems was examined on this system, was given importance because municipalities are the institutions of public administrations. It has been derived that the problems in the public staff were caused by the structure of the system rather than the structure of general economy. In the second part, the local public services, the municipal administrations were responsible for, were classified in general. The alternative methods that are related to the presentation of these services, were executed to the concept of the changing public services. In the third part, it is pointed out that the personnel regime applied by municipalities has came from the system of the general personnel. In administration of the local public services, the policy of staff is not the only factor. There are also the effects of the economical sources; the structure of organization, the legal authorities and different organs on this administration.
